China’s government says all 9 million people in the eastern city of Qingdao will be tested for the coronavirus this week after nine cases linked to a hospital were found. The announcement broke a string of weeks without any locally transmitted infections reported in China, though the country has a practice of not reporting asymptomatic cases. The National Health Commission said authorities were investigating the source of the infections found in eight patients at Qingdao’s Municipal Chest Hospital and one family member. CINCINNATI -- Lockland (Ohio) firefighter Michael Allen said he could feel his heart beating in his chest when he heard a 10-month-old was trapped in an apartment fire.A mother had been cooking at her apartment on Sunday when a fire started in the kitchen. She was able to get three of her children outside, but the smoke was too thick for her to get to her baby. A police officer tried to rescue the child, but he too was swallowed in smoke.Allen was on his way to the fire when he learned the child was trapped on the second floor.“There was no thinking twice, there was no second guessing in what had to be done.  You just – you know everything comes to you, things (you've) probably not thought about in five years … everything comes back, and you jump in the action and you go,” Allen said.He said he could see the fire growing from the kitchen when he opened the door. He heard the baby crying as he put his oxygen mask on and made his way through the smoke to the second floor.“The baby stopped crying, so then immediately you’re thinking the worst is about to happen,” Allen said. “I made it into her bedroom. I found the crib relatively quick, was able to pick her up and when I did she did start to cry again, so I took my mask off, covered her face up and brought her outside to mom.”Allen has been a firefighter for more than 10 years. He said nothing tops the joy he felt when he handed the baby to her mother.“It’s an incredible feeling. It’s exactly why we do this job,” Allen said. “It doesn’t matter who you are. You become a fireman to help people and make their day better than what it was before you got there.”First responders gave the baby oxygen and transported her to Cincinnati Children’s Hospital Medical Center for observation, but she is expected to be OK.Allen said he knows things could have been much worse.“Had we been on a call, you gotta have units respond from other departments if you’re out, so knowing that everything just fell in place perfectly today and that little baby is going to make it … it’s a good feeling,” he said. 2097

CHULA VISTA, Calif. (KGTV) -- A group of parents hosted a rally Monday evening calling on Chula Vista Elementary School District officials to reopen schools for in-person learning. Parents said they want the district to move forward with a phased reopening approach, a plan that was supposed to start on Oct. 26.However, the district halted the repoening plan at the beginning of October, citing concerns about rising COVID-19 cases in two specific ZIP codes -- 91911 and 92154.Parents argued that there is a safe way to go back to in-person learning, but they feel the district isn't ready. CVESD Superintendent Francisco Escobedo said he does want to get children back in the classroom and is hoping cases in those ZIP codes go down so they can reopen by the end of the year. He added that the district is still working with employee associations and labor groups in hopes of coming to an agreement so teachers can have everything they need to safely do their job. 976

CHULA VISTA, Calif. (KGTV) -- The mother of a South Bay teen says her 16-year-old son had a disturbing encounter at a store parking lot in Eastlake.Suher Haidar said a man offered her son money for a sexual act as her son was leaving the Walmart on Eastlake Parkway on Monday."It's just gross," Haidar said. "That's the only way I can explain it."She said her son was walking to his car in the store parking lot when a man in a pickup truck waved him down to get his attention. He was trying to make small talk when the conversation shifted to the disturbing proposition. That's when her son pulled out his phone and recorded the encounter. The man drove away after her son began yelling at him and recording him."My son was just disgusted, and he did what he had to do," Haidar said. "His father and I are really proud of him for standing up for himself and being quick to pull out his phone."She posted her son's video on social media, and several people have commented to say the same person tried to start a conversation with their teenage sons.The Chula Vista Police Department says they are investigating the incident. China ordered the United States on Friday to close its consulate in the western city of Chengdu, ratcheting up a diplomatic conflict at a time when relations have sunk to their lowest level in decades.The move was a response to the Trump administration’s order this week for Beijing to close its consulate in Houston after Washington accused Chinese agents of trying to steal medical and other research in Texas.The Chinese foreign ministry appealed to Washington to reverse its “wrong decision.”Chinese-U.S. relations have soured amid a mounting array of conflicts including trade, the handling of the coronavirus pandemic, technology, spying accusations, Hong Kong and allegations of abuses against Chinese Muslims.“The measure taken by China is a legitimate and necessary response to the unjustified act by the United States,” the foreign ministry said in a statement.“The current situation in Chinese-U.S. relations is not what China desires to see. The United States is responsible for all this,” it said. “We once again urge the United States to immediately retract its wrong decision and create necessary conditions for bringing the bilateral relationship back on track.”Also Friday, the U.S. State Department sent out a notice warning Americans in China of a “heightened risk of arbitrary detention.”“U.S. citizens may be subjected to prolonged interrogations and extended detention for reasons related to ‘state security,’” the notice said.Americans may be detained or deported for “sending private electronic messages critical” of the Chinese government, it said.
