SAN DIEGO (KGTV) - In an effort to help solve the homeless problem, the San Diego County Board of Supervisors voted unanimously Tuesday to approve a program that will provide million in financing for seven affordable housing projects. The new development will add 503 units."This is a game changer," says Supervisor Ron Roberts, who championed the proposal along with Supervisor Dianne Jacob. "For the people that need this, this will be a godsend."The money comes from the Innovative Housing Trust Fund, which was created in 2017 to help provide gap financing to developments that can add affordable multi-family rental housing. Many of the units from the first seven projects will be earmarked for the homeless, veterans, people with disabilities or mental illness, families and seniors."For a family of 4 earning just over 70,000 dollars, they won't pay more than 1,900 dollars a month," Roberts says. "You can't find enough bedrooms for a family of four at 1,900 dollars in San Diego."The seven projects will be spread out throughout the county with two in the Otay Mesa/San Ysidro area, two in Vista and one each in Poway, San Marcos and the Southcrest neighborhood of San Diego. All of the projects are expected to be completed by December of 2021. 1288

SAN DIEGO (KGTV) -- Just in time for the Fourth of July, the Mission Beach Plunge pool is reopening to the public. The iconic pool was one of the original attractions when the amusement park opened in 1925. However, it had run into hard times in recent years and has been closed for much of the last decade. One management company went bankrupt. The next came up with a renovation plan, only to discover dangerous, corroding conditions inside, leading to the pool's closure in 2014.Thanks to a partnership between the City of San Diego, Fit Athletic, and Pacifica Enterprises, the renovated pool is almost unrecognizable. "This is absolutely special, incredible," said Dr. McQuary, a longtime San Diego resident who is active in the community."What I remember about the Plunge was the issues and concerns about how we can swim and still be safe. When things would fall from the sky, it wasn't rain; it was the plaster from the ceiling!"The Plunge at Fit features floor to wall glass ceilings and a retractable roof. It also incorporates some of the building's original features, replicating the tiling and original archways.Part of the new Fit Athletic Mission Beach gym, the facility also offers beach views throughout. "It's been part of the San Diego landscape and part of the lifestyle for all those years," said Terry Curren, who moved to Mission Beach in 1937.The Plunge will officially open to the public on July 4; day passes start at a day, and there are also membership options available. 1511

SAN DIEGO (KGTV) — If you’re still holding on to a mail-in ballot, return it using a method other than the U.S. Postal Service at this point. That’s the recommendation from many election experts after a ruling this week by the U.S. Supreme Court. In California, mail-in ballots have to be postmarked on or before November 3, but they can be received by county officials up to 17 days late and still count. That’s one of the most generous buffers of any state. But in about 30 states, the deadline for receipt is November 3. Ballots that arrive after will be tossed out, even ballots that were postmarked well before Election Day.The latest Supreme Court ruling dealt with a case out of Wisconsin, which had an Election Day deadline for ballot receipt set by state lawmakers.A lower federal court sided with the Democratic National Committee and ruled the deadline for receipt should be extended because of the pandemic. An analysis by the Wall Street Journal found it took an average of 10 days for a piece of first class mail to reach its destination in Wisconsin. But the Supreme Court ruled Monday 5-3 that state lawmakers should have the final say on this question, not the federal courts.“That could have tremendous implications across the country because it suggests that the Supreme Court is going to defer to even strict rules that could have the effect of limiting the counting of certain ballots,” said legal analyst Dan Eaton.Wisconsin is one of about 30 states with this deadline that ballots have to be received by Election Day, along with Pennsylvania and Michigan; two states with similar cases still pending.Voters in those states are being urged to drop off ballots at official collection sites, not at the post office, or vote in person.“This ruling does put pressure on people to make sure that their ballot is received in time,” Eaton said.Eaton said concurrence opinions by Justices Brett Kavanaugh and Neil Gorsuch offer clues about how the high court could rule in other election-legal fights, particularly when Amy Coney Barrett joins the court. He said it could have an impact on states with a lot of late voters and close races, not just in the presidential contest.“Remember that control of the Senate is very much in play and so this could matter in close Senate races,” Eaton said, citing races in Iowa, Colorado and North Carolina. 2365

SAN DIEGO (KGTV) — Just as he begins his campaign to become San Diego's next mayor, Assemblymember Todd Gloria was fined for violating the Political Reform Act.According to the California Fair Political Practice Commission, Gloria, "failed to timely file a Candidate Intention Statement prior to receiving contributions to his candidate-controlled committee, Todd Gloria for Assembly 2020."The FPPC fined Gloria 0. They say Gloria paid that fine.RELATED: Poll: Gloria pulls early lead in San Diego mayoral raceSan Diego, at last, has Republican candidate for mayorSan Diego's top Democratic mayoral candidates square off in debateAccording to the California Secretary of State's website, before raising any campaign funds, state candidates file "Statements of Intention" to run for a specific office. Candidates can file Statements of Intention for more than one office.Gloria's signed statement of intention shows the state received it on Aug. 13, 2019. That's after the campaign committee was opened and filed a "Recipient Committee Campaign" statement. In August, officials with the California Fair Political Practices Commission told 10News Gloria called FPPC Enforcement and self-reported.A spokesman for Gloria said they look forward to the final resolution of the matter: "Assemblymember Gloria agreed to this settlement to resolve any and all outstanding issues regarding the filing of his Form 501."Earlier this week, Gloria tweeted he officially pulled nomination papers to run for Mayor of San Diego in 2020, writing, "I'm ready. Let's do this." 1566

SAN DIEGO (KGTV) — Laura Bolt’s plans for a summer abroad in Austria came to a screeching halt because of the coronavirus.“Of course I'm super disappointed that I wasn't able to go,” she said.Bolt is majoring in physics at the University of San Diego. She suddenly had an empty summer schedule.“I figured I needed to do something productive with myself, and so I started applying like crazy,” she said.Bolt landed an internship with MakeSAFE Tools, a San Diego manufacturer of devices that allow emergency stops on construction equipment in the home and in the field.Sales at the company, however, are down 60% to 70% since March.“If you're going to get a really solid intern, they've still got to do something for money, and we're not in a place that makes sense for paying interns, but we can provide really authentic experiences,” said Scott Swaaley, founder of MakeSAFE Tools.Bolt found a different way to get paid. She turned to the USD Career Center, which, through private donations, offers stipends to interns who demonstrate that they have a real learning opportunity at hand but will incur expenses. They can be granted between 0 and ,000. The university divvied up 0,000 to 80 students this summer.“The goal is not to cover salary, we’re not there to help a company get free labor,” said Robin Darmon, senior director at the USD Career Development Center. “This is actually going to put (the student) on a test drive course towards career goals.”Now, Bolt is doing does a bit of everything at MakeSAFE Tools - she codes, does web design, technical writing and even participates in meeting with customers — all from the comfort of her own home. 1669
