SAN DIEGO (KGTV) -- For the first time since mid-July, several San Diego County businesses were allowed to resume indoor operations.Under Gov. Gavin Newsom's new tiered system for businesses reopening during the pandemic, several more industries can welcome customers inside, but with modifications and or capacity limits.Danny Daniels owns Barbers Den in Chula Vista. He was thrilled to have customers back inside Monday afternoon."This is my passion, I love barbering, I love everything about barbering," said Daniels, who has been cutting hair for nearly 20 years."I truly believe something as simple as a haircut can go a long way in making someone feel good," he added.Austin Campbell is the managing partner of Sola Salons Studios in San Diego. He owns and helps run 15 locations.Campbell is among the owners who traveled to the state capitol to protest the governor's second shut down back in July."On the first shut down everybody said, this is going to be tough, but it's the right thing to do, everyone just hunkered down and said we gotta get through it, but the second shut down, people took it; personally, they thought this was uncalled for, unfair, completely arbitrary and not researched," said Campbell.Many stylists said the governor's decision to allow salons to move services outside made no sense."The whole offer of outside hair, to be honest with you, was kind of a slap in the face of our industry," said Campbell, adding that inside was safer and more sanitary.Everything that the state recommended we could do, really pretty much was in complete contradiction to what everyone has been taught and been practicing for their entire careers," said Campbell. Salons don't have capacity limits, but social distancing and mask mandates must still be followed. Campbell said the impact of the shutdowns has been far more than just financial."A lot of people are not just financially struggling, but mentally, emotionally, professionally, the beauty industry is more than just a job; it's a true career and identity," said Campbell.Campbell said his salons employ roughly 600 people. Many have already moved out of state.He has a message for the governor."Our industry has been prepared for this long before covid existed, and we take it very seriously. Someone taking up the slow lane on one of the scooters.California vehicle codes prohibit electric scooters on any road with a speed limit of more than 25 miles per hour.CHP officer Jim Bettencourt says he’s even seen them on the Coronado Bridge. A sign clearly states that pedestrians, bicycles and motor-driven cycles prohibited.As drivers go onto the bridge, not even an inch of space exists on the shoulder. In fact, the City of Coronado banned the dockless bikes and scooters in march.If left parked, they’ll be impounded. CHP says fines for riding a scooter or a bike on the freeway can be up to ,000. 780
SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program. SAN DIEGO (KGTV) - Family members are mourning the COVID-related death of an Olympic gold medalist and lifelong San Diegan.More than 4 decades ago, Arnie Robinson Jr. stood at the top of the Olympic podium."He was always so driven and so focused," said Arnie Robinson Jr.'s son, PaulPaul says his father first started feeling sick in mid-November."Labored breathing, coughing," said Paul.Robinson Jr. tested positive for coronavirus but after a week and a half, he started feeling better. A week later, on December 2, he was with a caregiver at this Skyline Hills home."Out of the blue, he struggled to take breaths," said Paul.That day, Robinson Jr. passed away at his home at the age of 72."You’re just in a state of shock and disbelief over how it happened," said Paul.It was disbelief and grief over a father and local sports legend.A high school track star at Morse High, Robinson Jr. went to San Diego Mesa College and San Diego State University, before winning a bronze medal in the long jump at the 1972 Olympics and a gold medal at the 1976 Olympics in Montreal."I think that’s one of the things that drove him. Wanting to achieve something really, really big ... setting it out there and making it happen," said Paul.That commitment was his calling card. He served in the Army and later, worked a track coach at Mesa College for three decades.In 2004, he was diagnosed with brain cancer, a grade 4 glioblastoma and given six months to live. He went through several round of chemo and radiation."After some research, a complete 180 on his diet. Looking back on it now, he saw it as another challenge," said Paul.Some 16 years later, he was in remission when he tested positive for COVID-19. Paul believes he contracted it from one of his caregivers, who also tested positive.His message to others: wear masks and take every precaution."Respect COVID for what it is. SAN DIEGO (KGTV) -- Home prices in the US fell in May while San Diego home prices remained flat and rents rose sharply, according to a new Zillow report. Zillow says the median home in San Diego is now worth 1,000. In the US, the median home is worth 6,800, down 0.1 percent from April. Overall, Zillow says home values in the US grew by more than 5 percent year-over-year.
