SAN DIEGO (KGTV) -- A man with San Diego ties who worked for the U.S. government is accused of drugging and sexually assaulting multiple women, according to federal court documents.An FBI spokesperson confirmed Brian Jeffrey Raymond was arrested in La Mesa earlier this month.The arrest was first reported by The Daily Beast.Team 10 learned his arrest on October 9th took place in the parking lot of a La Mesa gym. Currently, he faces one charge related to sexual assault, but prosecutors said he is under investigation for crimes against 21 other women.Raymond, who most recently worked for the U.S embassy in Mexico City, had worked for the government for 23 years."For years, he has exerted power and control over unconscious women, undressing them, sexually assaulting them, photographing them, and recording them without their knowledge or consent," prosecutors wrote in court documents. They called him an "experienced sexual predator."He is currently at the Metropolitan Correctional Center in downtown. In a hearing this week, he was ordered to be transferred to Washington D.C. The investigation showed in May 2020, police in Mexico City responded to Raymond's apartment to reports of a "naked, hysterical woman desperately screaming for help." The woman said she met Raymond on Tinder. Their date eventually led to his apartment, where they ate snacks and drank "from a wine glass [Raymond] provided in his residence," documents showed. The victim said she suddenly blacked out. A sexual assault examination showed several injuries.On Raymond's devices and iCloud, investigators said they found approximately 400 photos and videos, some dating back to 2011. They showed at least "21 different unconscious women." Some of the women were fully nude.Law enforcement said they found his internet searches included "passed out black girl," "deep sleep," and "Ambien and alcohol side effects."The alleged assaults took place from Mexico City to Virginia, according to prosecutors. Raymond's parents live in La Mesa. Documents showed he moved back to their home in June after he resigned from his job. In an interview with federal agents, his parents said "they feel like they do not know their son" and were surprised when he came to visit. Prosecutors said his behavior was escalating, even after his arrest. A week before he was arrested in La Mesa, they said Raymond met another women who could only remember small fragments of their sexual encounter.Raymond's attorney did not return Team 10's request for comment. 2531

SAN DIEGO (KGTV) - A local marine is recovering from COVID-19 while deployed overseas.Jennifer Dulaney says her husband, Kyle, was deployed in April and is serving at a base in Okinawa. He tested for COVID-19 earlier this month.“My husband called me on a Monday morning as I was getting ready for work and said he felt like he was getting symptoms,” Jennifer said.Kyle got worse and was eventually sent to the ICU. His condition began to worsen that he qualified for the Remdesivir. It was described as an experimental drug, and doctors needed Jennifer’s permission to administer it to Kyle.Jennifer is a nurse and knew that COVD-19 could be very severe.“I know where COVID can go, they can spiral downwards real fast,” she said, “so for me, the benefits outweighed the risk.”Jennifer said he began to show improvement on the fifth day. She was able to him Friday morning.“They were drawing his lab work because that’s one of the things with the experimental (treatment), they have to watch things very closely,” she described, “but he actually laughed on the phone, he was able to talk to me without coughing. It’s amazing.”She hopes her husband will be out of the ICU within the next two days.During the difficult time, Jennifer took a leave of absence from her job. She said it was difficult to continue working as a nurse while worrying about her husband’s health. So to help with finances, a friend started a GoFundMe for their family. SAN DIEGO (KGTV) - A San Diego K9 police officer rescued toddlers after their father drove off Sunset Cliffs Saturday morning.He said he heard the first call go out of a suicidal man with twin two-year-old girls driving with the intention of careening off the Coronado Bridge.Law enforcement tracked his phone to Sunset Cliffs where a SDPD lieutenant watched him drive off the cliff at a high rate of speed.SDPD K9 Officer Jonathan Wiese said the man had his daughters in his lap during the crash and the truck landed upside down on top of a rock, which would have killed the girls had they been in the back seat.Wiese said his goal once he saw the truck was to get down to the family and get them all to safety."I could see him and he had one of the girls in his arms, and I have a two-year-old daughter at home so I imagined, what if that was my wife and kid down there? You're not going to stand there on the cliff and watch it happen," he said.Wiese said his heart was pounding as he thought of a way to get down the cliff-side. Then he remembered he had a 100 ft leash for SWAT missions.He grabbed it, took off his gun belt and looped it around his waist, "and by then four or five other cops had shown up so I pretty much threw the end of the leash to them and then I said hang on and I just jumped off."He said with teamwork, they lowered him down to the rocks below, where he slid his way into the water and swam, fully clothed to the father. By that time, he had both toddlers in his arms.Wiese's next goal was to get them out of the water. He said the truck acted as a break from the surf while he gathered his thoughts, and a memory hit from his time in the Marine Corps. "They taught you how to do water safety rescues and I had a little flashback of okay grab him under the armpit and push him so I swam and held them above water," bringing them to shore.He noticed one of the girls was alert while the other was limp. He said he did some 'rescue breathing' while officers above got him a backpack with supplies.They used the backpack and leash to hoist both girls up to a waiting ambulance.Wiese said while he sat with the father, waiting for a helicopter to come hoist him up, the man said "he was going to die and the girls were coming with him."SDPD Police Chief David Nisleit said he believed Wiese saved the girls' life, and was proud of Wiese's heroic actions."That's probably the most heroic thing I've seen in my 32 years," he said.He reminded us Wiese is the Officer of the Year, honored for a long list of heroic acts, including helping arrest the suspected Chabad of Poway shooter.This all happening as police fall under the nation's microscope."I didn't do the job to be liked every day, I didn't do it to become rich, I did it because I want to be out there making a difference and helping people, as cliche as that might sound, but I was just glad I could be there," Wiese said referring to protecting those toddlers.During the rescue he said he was focused, but it does take an emotional toll, "you just do what you have to do, but after everyone was safe, it hits you and you just want to go home and hug your kids that's for sure."Nisleit said the girls were in the ICU, but are expected to make a full recovery. 3251

SAN DIEGO (KGTV) – A new alliance of San Diegans with a mission to end gun violence launched their new collation Tuesday night.More than 200 people were there for the formation of San Diegans for Gun Violence Prevention, made up of four local chapter of national groups:  Brady Campaign, Moms Demand Action, Survivors Empowered and Sandy Hook Promise.”“We really think expanded background checks in every state would go a long way,” said Wendy Wheatcroft, the driving force behind the creation of the coalition. “California definitely has the strongest gun laws and should be an example to the rest of the country, and we’re hoping other states follow suit.”“I want to emphasize all the organization here’s support the second amendment, and we’re not trying to take anyone’s guns away,” Wheatcroft said.Michael Schwartz is with the San Diego County Gun Owners; he says the country before looking at gun laws. The country needs to take a hard look at the mental health system.“If you look at the mass shooting that made the headlines,” Schwartz said, “There have been mental health issues, they raised red flags, and no one was there to help.”Like President Trump, Schwartz also believes in exploring the idea of teachers packing heat.“If there is a teacher that is licensed and trained and wanted to protect themselves in the classroom, she shouldn’t be stopped by state law,” Schwartz said, “Her right to defend herself doesn’t end in the classroom.”  1470

SAN DIEGO (KGTV) -- A patient who tested positive for novel coronavirus in San Diego County has fully recovered, UC San Diego said Wednesday. The hospital says it was informed of the recovery by the Centers for Disease Control and Prevention. The individual is no longer infectious and was discharged Wednesday. The person is also no longer under federal quarantine or isolation orders. The news comes as the San Diego Board of Supervisors unanimously voted to extend a local public health emergency in response to the virus.
