PARIS (AP) — Paris city hall has been fined 90,000 euros (9,408) for having appointed too many women to top positions in 2018, in breach of a law aimed at ensuring gender balance. Paris mayor Anne Hidalgo denounced the fine as “unfair” and “absurd” on Tuesday during a meeting of the city council. In 2018, 11 women and 5 men — representing just over 30% — were appointed to senior positions in the Paris city hall. A 2013 law required a minimum of 40% of appointments for each gender. The one thing the fire couldn’t take away: spirit. Children’s spirits remain high, lifting the adults around them. The Spirit of Liberty Foundation gave them a gift this Christmas they’ll never forget, handing out stuffed animal, sweatshirts and T-shirts from the San Diego Zoo. “I’m really glad they’re donating this stuff, it’s really awesome,” said Jack, a student at the school. Jack is a seventh grader and one of the lucky ones whose home survived, but the same isn’t true for his friends. PALM CITY, Calif. (KGTV) — An auto theft suspect barricaded himself in an SUV at a South Bay motel, prompting a seven-hour SWAT standoff Thursday.SWAT officers surrounded the SUV in the E-Z 8 Motel on Outer Rd. at around 9 a.m. in the Palm City neighborhood, near Otay Mesa West.About 4 p.m., the suspect surrendered with his hands up.The suspect, identified as a man in his late 20s or early 30s, was the suspect of auto thefts in the South Bay and has a criminal history in the National City area, according to San Diego Police. Police had previously told 10News the man was a hit-and-run suspect.National City Police responded to the motel Thursday morning waiting for the suspect to exit, according to SDPD. The suspect and his girlfriend got into the parked SUV. When police surrounded the pair, the woman surrendered but the suspect did not. She was not arrested, police told 10News.Police initially believed the suspect was armed, they're continuing to search his motel room and vehicle for the gun. 1015

PASCO COUNTY, Fla. — Drivers continue to share stories of scary moments and narrow escapes as there are more reports of Kia Souls catching fire.New complaints led I-Team Investigator Jackie Callaway to ask why some vehicles weren't included in the automaker's past recalls for engine fire risks.Brek Badgley says his 2015 Kia Soul burst into flames while rolling down I-75 northbound in Hernando County last December. He said the fire gutted the entire vehicle within minutes.“Just tossed my phone out of the window and started throwing stuff out of the car,” Badgley said.In April 2019, Kia recalled nearly 380,000 Kia Souls made between 2012 and 2016 over a defect that they say could cause a fire. We checked Brek’s VIN and found his Soul wasn't included in that recall.The I-Team discovered not every Soul made during those years was taken off the road. Kia says that's because even within the same model year, vehicles can have different equipment.Shelly Parks' 2015 Kia Soul was among those not recalled. Parks says it caught fire as she drove near Columbus, Ohio, last summer."We hear someone yell fire, and by the time we had noticed anything, there was fire coming from underneath the car," Parks said.She told the I-Team the car was still rolling to a stop when both she and her friend jumped out.“I watched the car roll past me on fire."The I-Team also found 2018 Kia Souls catching fire, according to three reports filed with federal regulators. Kia reports these Soul fires are rare and can be caused by any number of factors not related to engine defects.In August, 34-year-old Jordan Carlton died of his injuries a year after his rented 2019 Kia Soul went up in flames as he drove down a Hawaiian highway. PARKER, Colo. – The Douglas County (Colorado) Sheriff’s Office is investigating the death of an infant that occurred at an unlicensed daycare facility in Parker.The infant was pronounced deceased Wednesday at Sky Ridge Medical Center.“We do have an open death investigation of an infant at 14166 Lexington drive in Parker. The status of the daycare facility is something that we will be looking at during the investigation,” read a statement from the Douglas County Sheriff’s Office.Madlynn Ruble with the Colorado Department of Human Services said the state was aware of an unlicensed and illegal childcare service being operated out of the home after a complaint was filed.The department served a cease and desist order to Amanda Anderson, who is alleged to have been running the daycare service. It’s unclear if any charges were filed.In the complaint, police noted that there were 16 children in the home at the time of incident -- most of the children were toddlers.The coroner’s office has legally identified the infant and an autopsy has been completed.
