RAMONA, Calif. (KGTV) -- Firefighters have stopped the forward rate of spread after flames broke out in Ramona Tuesday afternoon. According to Cal Fire, the blaze sparked on the 300 block of Hanson Lane around 1 p.m. Cal Fire says the fire burned four acres of "light flashy fuels."RELATED: Thousands face SDG&E power shutoffs ahead of Santa Ana returnThe fire comes hours before a red flag warning goes into effect throughout parts of San Diego County. Presumptive Democratic nominee Joe Biden unveiled plans for racial economic equality on Tuesday before reporters in Delaware.Among the highlights of Biden’s plan, he says he wants to make public and historically black colleges and universities tuition free for families making less than 5,000 per year. He also said that he wants to provide student debt relief to lower income Americans.The Biden campaign released data that says that Black college graduates with a bachelor’s degree hold ,000 more student debt than white graduates. Biden also said that if elected, he would devote 0 billion for small business opportunities for those who have “been structurally excluded for generations.”“We need to make bold, practical investments to recover from the economic mess we’re in, and to rebuild for the economic future our country deserves,” Biden said in prepared remarks on Tuesday.During his news conference, he said that he plans to name a vice presidential candidate during the first week of August. Biden has previously said that he will choose a woman, and the former vice president has faced pressure from within the Democratic party to choose a woman of color.In June, Sen. Race relations is one issue impacting voters as they head to the polls for the midterms next week.A recent poll from the Associated Press found 77 percent of Democrats and about 50 percent of Republicans say they're dissatisfied with race relations.During a speech this week, President Donald Trump stirred up another controversy.“They have a word. It sort of became old fashion. It's called a nationalist. And I say, really, we're not supposed to use that word?” President Trump said. “You know what? I am, I'm a nationalist, OK?”The president says he used the word because he's proud of our country, but some say the word is a signal to white nationalists and points back to the president's comments after the Nazi rally in Charlottesville last year.“He's allowing white nationalist to feel comforted in those words,” says Andre Perry, with the Brookings Institution. “It's clear he's using a divisive rhetoric to rally his base, and that rhetoric is racist.”But for the past year, Candace Owens with the conservative, non-profit organization Turning Point USA, has defended Trump.“No matter what he says, they spin it,” Owens says. “No matter how he says it, they spin it. You saw that with [the] Charlottesville thing. What he said was factually accurate, but they spun it like he was supporting the KKK.”At the White House, President Trump recently hosted a summit with young black conservatives like Owens.“Just because somebody thinks differently than you does not make them a racist,” Owens argues. “And when you keep continually calling people racist, what you're actually doing is diminishing the experiences that real people who lived through eras like that actually had.”“Black Americans on many social issues are very conservative, but until Trump rids himself of the very racists policies, blacks should not find comfort in that administration,” Perry argues. 1886

RANDALLSTOWN, Md. -- A 5-month-old boy was sent to an intensive care unit at The John Hopkins Hospital after enduring the kind of attack that many grown adults have not.The attack on Garrison Bailey Borkoski happened just after 1 a.m. Saturday as he and his mother slept in a house on Chapman Road in Randallstown, Maryland.“That adult, at some point and time, got up and went to the bathroom and that’s when the 5-month-old was bitten by a dog in the house, a pit bull,” said Det. Robert Reason of the Baltimore County Police Department. “There were actually several pit bulls in the home at the time this occurred.”There were four pit bulls in the home, which the owner would later tell police have no cages and typically have their roam of the interior of the house.Both mother and child had only moved in a week or two earlier.“There are no charges pending right now,” said Reason. “Based on the investigation, there is no indication that anybody had any intent to cause harm to the child at all, so there are no charges pending right now.”In the aftermath of the attack, paramedics found the baby covered in blood and motionless, but still breathing.It was later determined that Garrison had suffered a large laceration to the top of his head and lacerations to his neck, as well as puncture wounds to the rest of his body, but miraculously, just fours days after the attack, doctors released him from the hospital.“Right now, fortunately, the 5-month-old is home and recovering and doing well, so we’re very, very happy about that,” said Reason.According to the Baltimore County Department of Health, the owners surrendered the four pit bulls, allowing them to be euthanized, but it was later determined only two of the dogs had actually attacked the child.The other two were returned to the owners.This story was originally published by Jeff Hager at WMAR. 1871
