California regulators are considering a plan to charge a fee for text messaging on mobile phones to help fund programs that make phone service accessible to the poor.The California Public Utilities Commission (CPUC) is set to consider the proposal in a vote scheduled for next month, according to The Mercury News.It's not clear how much mobile phone users would be asked to pay under the proposal, but it would likely be billed as a flat surcharge, not a per-text fee, according to the paper.And wireless industry and business groups are not "LOLing." The groups are reportedly already trying to defeat the proposal before it makes its way to the commission.“It’s a dumb idea,” Jim Wunderman, president of the Bay Area Council business-sponsored advocacy group, told the Mercury News. “This is how conversations take place in this day and age, and it’s almost like saying there should be a tax on the conversations we have.”The new surcharges could generate a total of about .5 million a year, according to business groups.The same groups warned that under the proposal's language, the charge could be retroactively be applied for five years, totaling more than 0 million for consumers, the paper reported.Click here for a look at the proposal.The proposal argues that the state's Public Purpose Program budget has increased from 0 million in 2011 to 8 million in 2016, while revenues funding the program from the telecommunications industry saw a "steady decline" from .5 billion in 2011 to .3 billion in 2017.The report calls this "is unsustainable over time."In a statement to the Associated Press, CPUC spokeswoman Constance Gordon said, "from a consumer's point of view, surcharges may be a wash, because if more surcharge revenues come from texting services, less would be needed from voice services." 1849

Redfield said his expectation is that the total could reach 450,000 in the next two months, which would place the average number of deaths per day between now and then at 3,000.Despite the tremendous toll the virus has taken on humanity, Redfield also recognized there is an economic loss associated with the virus.“Probably one of our greatest casualties of the pandemic this year was the impact on the business community, and on just general health care, the impact on our children’s education,” Redfield said.But as virus cases are surging, public health experts say there is light at the end of the tunnel. CARDIFF, Calif. (KGTV) - A pedestrian was struck and killed Saturday night in Cardiff after running across Interstate 5 and into the path of a car, authorities said.The incident happened just before 6:40 p.m. on the northbound lanes of the I-5 near Birmingham Drive, according to the California Highway Patrol.CHP officials said the pedestrian, a male in his 20s, was being transported via ambulance from Tri-City Hospital to the VA Medical Center when he suddenly jumped out of the vehicle. The ambulance was traveling between 50 to 60 mph, CHP said.The man survived the jump but proceeded to run across the southbound lanes. He hopped the center divide and was struck by a motorist traveling northbound.CHP said the man died in the collision.The motorist that struck the man remained at the scene and was cooperating with officers.A SigAlert was issued at about 7 p.m. for the three left lanes on northbound I-5. CHP reopened all lanes to traffic just before 9 p.m. 977

  

CARLSBAD, Calif., (KGTV) -- Nearly 200 active duty mothers and mothers who support active duty staff at Camp Pendleton, got a full day of pampering at the 12th Annual Military Mother's Day Brunch. 10News spoke to the Torres family. "Right now, Daddy's deployed," mother, Sonia Torres said. While her husband defends the country as Sgt. Major of Batallion 1-4, she defends the homefront as she cares for her two children, Jasmine and Al."My mom means the world to me. She does everything for me. Cook, kisses me good night, everything," 11-year-old Al said.With no family nearby, military mothers like Torres are in a unique parenting situation. They play the roles of both mom and dad. "Since Daddy left, we needed something to fill that void, and we found Tae Kwon Do. We [Al] went from white belt to yellow belt to orange belt, Friday night." Torres said proudly.They often witness milestones alone. Jasmine celebrated her 13th birthday yesterday. "My mom is well, there's no words to describe it. She's always there for me. I couldn't really ask more than that," Jasmine said. So they don't. The Torres children will spend the rest of their lives being Mama's Girl and Mama's Boy."When I'm in university or college, I would be really close to her because she's my number one fan," Al said.
