CHULA VISTA, Calif (KGTV) -- As Chula Vista continues to grow, so does the need for police officers in the city. Last June, voters approved a half cent sales tax increase, giving Chula Vista the highest sales tax in San Diego County. The money goes into the general fund, but os designated for hiring more police and firefighters. Despite the new sales tax, some business owners say they are still having issues with the department's response times. A bakery owner on Third Avenue tells 10News she sometimes has to call police multiple times a week to report a crime, but that sometimes police don't show up or shows up hours after the crime. Captain Phil Collum says the department has hired nine of the 12 officers currently allowed by Measure A. According to SANDAG, crime in Chula Vista is actually down 3 percent in 2019, including property and violent crimes. "Sometimes the perception that crime is on the rise or perception that things feel less safe than they were, in fact all of the data suggests otherwise," said Collum. In a recent survey, 91 percent of Chula Vistans said they are "very satisfied" with the department, despite not meeting response times for priority one and priority two calls. Collum said those response times are slowly improving. The police department says additional positions will be filled through the Measure A sales tax, meaning 31 additional officers by 2023. CHULA VISTA, Calif. (KGTV) - More than a dozen people were forced out their homes late Tuesday night after a driver crashed her car into a fire hydrant at an apartment complex in Chula Vista, causing water to be sent nearly 30 feet into the air.At around 11:45 p.m., Chula Vista police responded to reports of a geyser spewing water into the air on 3rd Avenue.The geyser, from a broken fire hydrant, flooded a nearby apartment complex, forcing the evacuation of 16 people from six units, four of which were heavily flooded.A black car that struck the hydrant tried to leave just after the wreck, but the car's female driver eventually came back to speak with officers. Police questioned the young driver, but she was released.City crews spent a few hours helping clear the water from the apartments. 807

CHULA VISTA (KGTV) -- The Chula Vista Police Department is working to determine what caused a suspect to die more than 12-hours after he was taken into custody following a violent confrontation with officers.Jason Allen Watts, 29, of Spring Valley, was taken into custody Friday just before midnight after two people inside the 7-11 store at 403 Third Avenue reported him to appear under the influence of a substance and was refusing to leave. CVPD Capt. Phil Collum said Watts also called police to report that unknown persons were outside the store and were threatening to shoot him.Arriving officers encountered Watts inside the store but he ran behind the clerk’s counter and failed to comply with officer’s repeated orders, according to Collum."Officers spent time talking to Watts, trying to deescalate the situation to calm him and gain his compliance," Collum said. "As officers were talking to Watts, he punched a cash register on the counter and lifted it as though preparing to throw it at the officers."Collum said officers tried to take Watts into custody using less-lethal tools, including taser and pepper spray.Watts was eventually arrested but paramedics where called to the scene to evaluate him after he "continued to violently resist the officers," Collum said.The suspected was transported by ambulance to Paradise Valley Hospital for treatment where he was deemed suitable for incarceration by medical staff."While being booked into the San Diego County Central Detention Facility, further evaluations indicated Watts may need additional medical treatment," Collum said.Watts was subsequently transported by ambulance to UCSD Medical Center. "Once at UCSD, Watts began suffering medical complications and underwent treatment by medical staff," Collum said.  Watts was pronounced dead at 12:21 p.m. Saturday afternoon.The Chula Vista Police Department’s Crimes of Violence unit is investigating.  The cause of the death is unknown at this time. 2093

CHICAGO, Illinois (WGN) — Six people were rescued after an elevator suddenly stopped for several hours in the building formerly known as the John Hancock Center.Around 12:30 a.m. local time Friday, the group was leaving the Signature Room and the elevator was near the 95th floor when two cables broke, causing the elevator to stall near the 11th floor of Chicago’s fourth-tallest building.The elevator ride was faster than normal, those on it said. They later learned they fell 84 floors before their rescue, according to a report by The Chicago Tribune.Fire officials said the elevator was in a "blind shaft", which means there were no door openings.At about 3 a.m., firefighters broke through a brick wall in the parking garage to access the elevator and rescue the group, that included a pregnant woman.No one was injured or needed medical treatment.The John Hancock Center is Chicago's fourth-tallest building. 933
