CHULA VISTA, Calif. (CNS) - Authorities publicly identified a 30-year-old Whittier man who was fatally shot by officers after allegedly leading law enforcement on a chase from Orange to San Diego County.The shooting, which happened around 1 a.m. Sunday on southbound Interstate 805 north of Orange Avenue in Chula Vista, involved officers from both the California Highway Patrol and San Diego Police Department, Sheriff's Lt. Thomas Seiver said.Christopher Ulmer of Whittier in Los Angeles County suffered "multiple" gunshot wounds and was taken to a hospital, where he later died, Seiver said.The sheriff's homicide unit is investigating the shooting "due to the multiple jurisdictions involved" in the incident, the lieutenant said.The chase began just before midnight Sunday when Santa Ana police attempted a stop because of a traffic violation, according to CHP spokesman Salvador Castro.The driver headed south on Interstate 5, then got on southbound I-805 and eventually stopped his silver sedan on the freeway near Orange Avenue.A news video Sunday appeared to depict at least 10 gunshots during the standoff. CHP and San Diego police vehicles could be seen stopped behind the car with some officers drawing their guns. After the shooting, the news video shows a police dog bite down on Ulmer or his clothing before officers turn him over and start first aid.Authorities have not disclosed if Ulmer was armed during the confrontation. (KGTV) - A Fiscal Crisis and Management Assistance Team [FCMAT] is in place to review financial decisions in the Sweetwater Union High School District amid a severe budget shortfall. Michael Fine of FCMAT said Tuesday his team is investigating the district’s spending. The team is currently reviewing documents and will be in the county later this month to interview personnel within the district, Fine said.The Sweetwater Union High School District is about million in debt for the 2018-2019 school year due to fiscal mismanagement. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities. RELATED: Financial failures rouse growing concerns in Sweetwater Union High School District board meeting School board members took steps to remedy the crisis, including an early retirement plan for more than 300 staff members, along with administrative layoffs. In early March, the board approved a Fiscal Stabilization Plan in a 5-0 vote, saying it would shave some million from the current school year’s budget shortfall. In December, the San Diego County Office of Education appointed a financial advisor with the power to stay and rescind any financial decisions made by district officials. 1343

CINCINNATI -- In a “bold move,” Kroger will phase out plastic bags and transition to reusable bags by 2025, according to CEO Rodney McMullen.The Cincinnati-based grocery chain announced the switch Thursday, saying the move “will better protect our planet for future generations."Kroger-owned QFC in Seattle will be the first to make the transition; plastic bags are expected to be eliminated there by 2019.Kroger Executive Vice President Mike Donnelly said the decision aligns with the company’s commitment to making a positive social impact.  "We listen very closely to our customers and our communities, and we agree with their growing concerns," Donnelly said in a news release. McMullen said the move to nix plastic correlates with the company’s “Zero Hunger | Zero Waste commitment” -- a goal to divert waste from landfills and donate food to hungry families.The grocery chain has also been redesigned milk jugs in an effort to use less plastic, CNN reported. CHULA VISTA, Calif. (KGTV) - A fire in a drainage tunnel had Chula Vista firefighters donning protective masks Thursday.The fire broke out about 4:30 Thursday afternoon at Eastlake Parkway and Otay Lakes Road, near the Vons and Lowe's shopping centers. It was quickly knocked down."Witnesses reported smoke billowing from a storm drain and several people running from the area," Chula Vista Fire IAFF local 2180 officials posted on twitter. "Please give our firefighters room while they work."The Chula Vista Fire Department said juveniles started the fire in the drain and left the area. No one was hurt.Officials are searching for two teens who may be involved in the incident.Firefighters are battling a tunnel fire off of Otay Lakes Road. CHULA VISTA, Calif. (KGTV) — Chula Vista Girl Scout Ana De Almeida Amaral was recently given the National Gold Award, the Girl Scouts' top honor, for her work combating racism in education, according to the organization.“In a time when an increasing number of young people are using their voices to come together and take action, these girls stand out," said GSUSA CEO Sylvia Acevedo. Nine other girl scouts received the honor as well. "They have made an incredible impact in the worlds of STEM, education, agriculture, the environment, civil rights, and beyond."Amaral was recognized for creating the first ethnic studies course at High Tech High School. She developed the course to serve the school's large population of students of color. "Through my first years of high school I saw that the representation of people of color wasn't apparent in our curriculum, in our history classes, or our school clubs," Amaral, now a senior, says. Amaral ran seminars for peers that would lead the course, covering culturally responsive teaching and how to include diverse perspectives in lessons.But Amaral says her project goes deeper than her course. She says the course is really a way to address institutional racism in education and help students bridge that educational gap."Although it's not that our educators today believe those ideas, but it's just the way our education system was founded," Amaral said. "For ethnic studies to be a place for students to share their identities, be connected with one another, and have the resources to feel empowered by their education means students are engaged with school, students are graduating high school, and students are going to college."The class is an elective, student-led course that runs during school hours, focusing on historical oppression, marginalized groups, and cultures. Lessons teach students how to identify injustice historically and in their own lives while empowering them to change it."It's been running for two years. Now that I'm graduating it will continue with my younger leaders next year," Amaral added. 2082
