(KGTV) - Escondido Police announced Saturday the arrest of a 13-year-old boy in a case involving Xanax overdoses at Rincon Middle School.Six children aged 11 to 13 years were found to have taken the anti-anxiety drug at lunch time on October 25.Three of the children required emergency medical treatment.  All six have since recovered with no lasting effects.RELATED: Juveniles hospitalized after taking XanaxEscondido Police arrested the juvenile suspect Monday after an investigation. As such, the carts are a little banged up from hundreds of trips up and down those narrow aisles.The carts were listed for sale Wednesday, and within hours, the full carts and half carts were sold out.While that is really quick, it’s not as quick as Qantas sold tickets to a seven-hour flight to nowhere; a sightseeing flight around Australia. ESCONDIDO, Calif. (KGTV) — For Brian Masters, the prospect of owning two vintage John Deere tractors was an easy sell."I’ve always had an interest," Masters said of the tractors. And when his friend recently approached him to buy her two 1932 and 1946 model tractors, he jumped at the chance.After purchasing the tractors in July, he displayed them in his front yard with plans to have them running by this summer.But it wasn't until this month that he was slapped with a code enforcement violation by the City of Escondido."I parked them out there in late July and all of a sudden someone complained about me," Master said. "When I tried to talk to the enforcement officer, he just said they have to be out of public view."The code violation referenced "Sec. 33-96: Prohibited primary uses and structures" of the city code. The ordinance says, "All industrial, commercial and residential uses and structures not listed in this article are prohibited."Masters said he tried to speak with an enforcement officer about taking two weeks to move the machines, but was told he needed to move the tractors immediately — a tight timeline made all the more difficult when Masters believed his antiques were welcomed."At Halloween, we had a line of people posing and taking pictures with them," Masters said. "I don’t know who is complaining ... They were the centerpieces of our yard, it’s a little front yard."Masters said he is in the process of moving the classic tractors to his backyard. Erie County Legislator Lynne Dixon announced a proposed expansion of 'Social Host Law' to include opioids. The original law was passed in 2014 to curb underage drinking. According to law, it "will serve to deter the consumption of alcoholic beverages by minor by holding those persons who are 21 years old or more responsible when they knowingly allow the consumption of alcoholic beverages by minors at their residences or on their privately owned property."The Erie County Sheriff's Office have been called to 81 instances of youth activity underage drinking since Jan. 1, 2017. The goal of the new expansion of the law is to hold parents and adults accountable for the actions of minors in their home or on their property for the use of underage drinking, illegal use of opioid and substances.Any person who violates the law will be fined. The first offense is punished by a fine of 0. The second offense is punished by 0. The third offense is punished by either a fine of 00 or prison for one year, or both.   1070

Facebook is trying to be more transparent about how it decides what content to take down or leave up.On Tuesday, the company is making public for the first time its detailed internal community standards policies.The document is what Facebook's 7,500 content moderators use when deciding what is and isn't acceptable content, including hate speech, nudity, gun sales and bullying. A shorter version was previously available online.Facebook is also adding a way for individuals to appeal when it removes one of their posts because of sexual content, hate speech or violence. Appeals will be reviewed by a moderator within a day, the company promises. Eventually, it will add appeals for more types of content and for people who reported posts that weren't taken down.Every week, Facebook sifts through millions of reports from users about inappropriate posts, groups or pages. Additional posts are also flagged by Facebook's automated systems. Hate speech is divided into three levels, and includes "some protections for immigration status." Bullying rules don't apply to comments made about public figures.The document is filled with striking details about very specific issues. For example, you can't post addresses or images of safe houses, or explicitly expose undercover law enforcement. You can only show victims of cannibalism if there's a warning screen and age requirement.
