HONG KONG, Jan. 18 (Xinhua) -- Vietnamese and Chinese officials said here Monday that they will make joint efforts to further cement ties between the two countries, and ties between Vietnam and the Hong Kong Special Administrative Region (HKSAR).The officials made the remarks at a reception, hosted by Vietnam's Consulate General in the HKSAR, to mark the 60th anniversary of the establishment of diplomatic relations between the Socialist Republic of Vietnam and the People's Republic of China."The establishment of the diplomatic relations between the two countries on Jan. 18, 1950 is a splendid milestone in the development of relations between the two countries," said Pham Cao Phong, consul-general of Vietnam in the HKSAR.He said that the Chinese government and Chinese people have provided great support and assistance to Vietnam in its struggle for independence and freedom as well as its reform and modernization drive.On behalf of the Vietnamese government, the consul-general extended sincere gratitude to the Chinese government and the Chinese people for their support to Vietnam.He said that in recent years, relations between the two countries have developed rapidly, with cooperation in political, economic, cultural and other sectors further deepened.The year of 2010 marks the first year of the founding of ASEAN-- China Free Trade Area, and the year has also been named the Year of Vietnam-China Friendship, which Pham said will "bring relations of the two countries into a new spring."Over the past six decades, the political relations between the two countries have become mature, with the deepening of bilateral cooperation in various sectors, said Lu Xinhua, commissioner of the Chinese Foreign Ministry in the HKSAR, at the reception.Lu said that he hoped the two countries will carry on what has been achieved in their bilateral relations, further promote mutual trust, deepen cooperation and consolidate good neighborly relations to open a new chapter for the relations between the two countries.

BEIJING, Feb. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its three-day session Friday, after approving the National Defense Mobilization Law and an amendment to the Copyright Law.President Hu Jintao signed decrees to publish the new Law and the amendment to the Copyright Law, which will take effect on July 1 and April 1 respectively.The concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The National Defense Mobilization Law "is significant for enhancing the country's national defense building, strengthening mobilization ability for national defense, as well as for safeguarding national security and ensuring economic and social development," Wu said.The top legislator warned of the "pressing task" of ensuring food safety, and called for improving the country's food safety supervision network.Final preparations were made during the bimonthly session for the upcoming 11th NPC annual session.The session was a very important meeting for expressing ideas about how the country could further develop, Wu said.He urged all the NPC Standing Committee members to listen to the opinions of NPC deputies who would attend the annual session, and fully respect their democratic rights.The Standing Committee approved the draft agenda of the upcoming annual session and a work report by the 11th NPC Standing Committee which is to be delivered by Wu at the session.The top legislature Friday appointed Wu Shuangzhan, Peng Xiaofeng, Liu Yongzhi, Liu Zhenwu, Ge Zhenfeng, and Fu Tinggui as vice chairpersons of six special committees under the NPC respectively.The Credentials Committee of the NPC Standing Committee examined the qualification of deputies to the 11th NPC. BEIJING, March 19 (Xinhua) -- Severe drought has affected 51 million Chinese and left more than 16 million people and 11 million livestock with drinking water shortages, China's State Commission of Disaster Relief said Friday.About 4.348 million hectares of farmland were affected and 940,200hectares would yield no harvest, the commission said in a statement.Since autumn last year, southwest China, including Yunnan, Sichuan and Guizhou provinces, Guangxi Zhuang Autonomous Region and Chongqing Municipality, has received only half its annual average rainfall and water stores are depleted. Photo taken on March 17, 2010 shows the thirsty fields of a terrace in Donglan County, southwest China's Guangxi Zhuang Autonomous Region. The drought in Donglan County, one of the drought-stricken areas in Guangxi, had affected 82,300 Mu (5486 hectares) of farmland by March 17 and 81,600 people were denied easy access to drinking water. The local government and people were mobilized to fight against the drought here.The commission said the ministries of finance, agriculture, civil affairs and water resources had appropriated more than 370 million yuan (54.4 million U.S. dollars) to the provinces, autonomous region and municipality to combat the drought.The funds are generally to be used to purchase drinking water, equipments and supplies for urgent water construction projects.More than 4,000 troops of Chinese People's Armed Police Force (PAPF) in Sichuan, Guizhou, Yunnan, Guangxi and Chongqing have been mobilized to help rural residents with water supplies.The PAPF detachment in Yuxi, Yunnan Province, has supplied more than 17 tonnes of its water reserve to 176 households in the province. In Sichuan, PAPF troops used their machinery to help pump underground water.In Guangxi, the PAPF troops transported water in trucks to 13 remote villages which were home to more than 7,000 farmers and 6,000 livestock.Weather forecasts show no obvious indications of rain in the drought region in the next 10 days.

BEIJING, Feb. 7 (Xinhua) -- China and Russia would strengthen coordination to better implement the regional cooperation program approved by state leaders last year, officials from the two countries said here on Sunday.The statement was made by Zhang Guobao, head of the National Energy Administration and vice minister of the National Development and Reform Commission, and representatives of the Russian government, at the China-Russian regional cooperation symposium.In September 2009, Chinese President Hu Jintao and his Russian counterpart Dmitry Medvedev approved the cooperation program between northeast China and Russia's far east and east Siberian region.Zhang said the cooperation program, covering many fields, included more than 300 key projects in local cooperation and infrastructure construction and transformation.The symposium is the first bilateral meeting aimed at promoting China-Russian regional cooperation since the approval of the cooperation program.

BEIJING, March 2 (Xinhua) -- Chinese lawmakers from across the country have gathered in Beijing for the upcoming Third Session of the 11th National People's Congress (NPC).NPC deputies from central China's Henan Province arrived in Beijing by train at about 6 p.m. Tuesday, becoming the last group to reach the country's capital city for the annual parliament session, which is scheduled to begin Friday.Aside from reviewing the government's work report for last year, voting on the central and local governments' draft budgets for 2010, discussing an amendment to the Electoral Law and mapping out this year's development blueprint, the lawmakers will also take part in three rounds of online dialogues with the public.The three online dialogues would be held on March 5, March 11, and March 12, respectively.The lawmakers would be joined by officials from the Ministry of Health, the Supreme People's Court, and the Supreme People's Procuratorate during the online dialogues.The NPC session's press center has begun soliciting questions for the three dialogues on the NPC's website, as well as from a dozen of popular news portals, including Xinhuanet, on Tuesday.
