SAN DIEGO (KGTV) - The California Senate will vote this week on a bill to add a surcharge to utility bills, with the money going to pay for damages caused by wildfires.Governor Gavin Newsom says he wants the bill on his desk to sign by Friday before the legislature takes its summer break.According to the text of Assembly Bill 1054, each utility company would have to "collect a nonbypassable charge from its ratepayers to support the Wildfire Fund." That money would go to pay for damages from wildfires caused by utility companies.But the fund can only be used if the utility companies comply with state safety laws and regulations.The bill also requires each electric company to file a wildfire mitigation plan with the state every three years, and update it yearly.Critics say it's nothing more than a tax, passing the responsibility of wildfire damage away from the utility companies and onto rate-payers."This is going to be a tax that will go on, who knows how long," says Richard Rider from the San Diego Tax Fighters. "Long after the utilities have buried their wires, long after the risk has dropped dramatically, the ratepayers will still be paying it."Rider says this bill would unfairly make people in low-risk areas pay into a fund that would only benefit people in high-risk areas.RELATED: PG&E equipment may have caused Camp FireAn SDG&E spokesperson says the company does not have an official position on AB 1054 but sent a statement to 10News saying:"We believe this bill is a good starting point for legislation to be enacted by July 12 to help address some of the legal, regulatory and policy challenges facing California, as the state grapples with the wide-ranging impact of catastrophic wildfires. We look forward to reaching a final agreement with the Governor and Legislature that meaningfully addresses the crisis posed by wildfires. SAN DIEGO (KGTV) -- Thanks to everyone who gave, Month of a Million Meals surpassed four million meals raised. The meals will go to Feeding San Diego and couldn’t have been done without those who pledged their support. ABC10 and Live Well San Diego partnered with Feeding San Diego with the goal of raising enough money to buy a million meals. The fundraiser continued throughout December. Feeding San Diego serves 63,000 people every week, including children, seniors, military families and anyone facing hunger. One in eight people in San Diego County are food insecure and one in 6 kids in San Diego face hunger. In 2017, Feeding San Diego distributed 26 million meals. 681

SAN DIEGO (KGTV) - Students struggling silently with hunger and homelessness might be surprised to find out they're not alone.A CSU-wide study found that 40 percent of its students don't know where their next meal is coming from, and 10 percent don't have a stable place to sleep.It's an issue San Diego State University is working to tackle.This week they held the campuses first Hunger and Homelessness Awareness Week on campus. On Tuesday they held a resource fair and on Wednesday a mass-enrollment for CalFresh, the federal program which provides food benefits to low-income applicants.“It’s hard enough as it is being a student and to compound that with being hungry or dealing with housing and security, it really hits me," said Sarah Feteih, an SDSU student getting her masters in social work.Feteih is also an intern with the campus Economic Crisis Response Team (ECRT), which works to tackle these issues on campus every day.“We’re encountering students that are sleeping in their cars because they can’t afford to live anywhere else, or they don’t know where their next meal is going to come from because they’re choosing between paying for their textbooks or paying for their groceries that week," said Feteih.Over a dozen county workers were on campus helping students enroll in CalFresh. The process was streamlined, getting students in-and-out within a half-hour and allowing them to bypass the required phone interview.“I think the real stress comes from the fact that I can't eat right," said SDSU senior, Calvin Yeh-Tinetti. "I'm definitely buying a lot of food that are canned foods, which are probably not the healthiest but are really cheap.”Yeh-Tinetti was one of the dozens of students who applied for CalFresh on Wednesday.   1772

SAN DIEGO (KGTV) - Tempers flared at a meeting of the Community Review Board On Police Practices Tuesday night. Dozens spoke out against the San Diego Police Department’s chokehold policy. Members of the Racial Justice Coalition wants to ban the practice, saying it’s excessive force and potentially deadly.  San Diego’s new police Chief David Nisleit called the comments at the meeting “passionate.” He said he heard them loud and clear but had questions about the doing away with the chokehold as some law enforcement agencies around the country have done.“Anytime you take a use of force tactic away from an officer, they generally have to go a higher level,” Nisleit said. “So my concern on that, and why I’m hitting pause to take a hard look at this, is I want to make sure that if we continue or discontinue, it's for the very right reasons. I want to look at the LAPD and the Chicago Police Department and their information on what has happened prior to and more importantly, what has happened afterward to see if more higher level of force had to be used.”The chokehold is expected to come to the review board again at their May meeting. 1163

SAN DIEGO (KGTV) — The community of Barrio Logan welcomed residents to shop in the streets after months of coronavirus’ impact. Saturday, Aug. 4, the “Walk the Block” event debuted. Local businesses got permits to move service outdoors to the sidewalk, and the event celebrated the community’s resurgence of business with food, specialty items and music.Business owners like Stephanie, who runs Dreamers and Hustlers Company, a clothing shop with items branded toward the namesake, said the past few months have been hard, but she’s confident Barrio Logan shops will bounce back.“Even during these times we figure out ways we can pick ourselves up and get going again,” she said.Edgar Flores said his shop, Maxa Market, sells products made by local small businesses and entrepreneurs. He’s been able to continue with online sales but said he’s excited to be restocking his storefront and welcoming back in-person customers.“It’s all about being a community, all the people getting together doing this, doing the walkabout,” he said.The Walk the Block event will occur every Saturday from noon to 7 p.m. on Logan Ave. between Chicano Park and 26th St. Masks and social distancing are required. 1200
