SAN DIEGO, Calif. (KGTV) - A large San Diego Church is continuing to hold in person, indoor services despite orders from San Diego County to hold services in outdoor settings only. Awaken Church has gotten three cease and desist orders at different locations and also had an outbreak at one of those locations, according to San Diego County.County Supervisor Nathan Fletcher said the church is not cooperating with the county in regards to the outbreak at their Balboa location, so the county had to publicly announce the community outbreak and ask anyone impacted to quarantine. Typically, the specifics of community outbreaks would not be publicized, but he said the lack of cooperation from the church led to the public notice.“The Awaken Church in general has continued to be very defiant and continue to put the members of their church at a great risk and continue to not cooperate as we seek to investigate positive cases, which led us to the unique situation of publicly reporting that they did have a public outbreak at the Awaken Church,” said Supervisor Fletcher.Anyone who went to the location at 7620 Balboa Ave. between Nov. 15 and Nov. 22 is asked to quarantine for two weeks.Related: County asks Kearny Mesa church attendees to quarantine after COVID-19 outbreakSupervisor Fletcher said the county is trying to find a balance between respecting freedom of religion and also keeping the community safe.“We do recognize the first amendment role and I recognize the important role faith plays in our lives and in our community, particularly in a time of difficulty, which is why we work so hard to try and make sure that it is available, it just has to be available in a safe way,” he said.Glenn Smith is a Professor of Constitutional Law at California Western School of Law and also teaches at UC San Diego, and said there’s a chance churches could fight restrictions in court, but it depends on the circumstances. He said if a church is impacted by blanket rules for an area, they would likely not win in court. A church would have to prove that they were treated differently.“If religions are being treated in a nondiscriminatory fashion, in other words if there’s a general law that establishes how many people can be in a room or what are the conditions, and it happens to have an incidentally impact on religion, that’s not a special problem as long as government has a rational reason for doing that, that’s alright. It’s only when government discriminates against religion that a special level of review called strict scrutiny is required and government has to have a really really good reason for discrimination,” said Smith.He added that the makeup of a court will also impact any future decisions on religious freedom, saying when Justice Ruth Bader Ginsburg was alive, cases regarding religious freedom during the pandemic were found to not be discriminatory, however with the newly appointed Justice Barrett, it’s more likely the Supreme Court would rule in favor of a church. 3009

San Diego is weighing major new rules that would ban people from living in their cars near schools and homes.The proposal would block anyone from living in their cars within 500 feet of a school or residence, and also prohibit them from living in their cars on most other city streets between 6 p.m. and 6 a.m.San Diegans living in their cars have had free reign since a judge ruled in August that its current laws were too vague. That's led to concerns from some residents in beach areas, who say they have seen people drinking in cars, as well as urinating and defecating on neighborhood streets. "I used to feel very safe walking around throughout La Jolla, Pacific Beach and everything, and there's a lot of times I don't feel as safe as I used to," said Sarah Bonesteel, a Crown Point resident. The issue of in-car living has grown along with San Diego's high housing costs. The car is one of the last pieces of shelter a homeless person may possess, Mayor Kevin Faulconer noted Tuesday. At a news conference, the mayor announced that the city would open an additional parking lot for people to legally sleep in their cars. It will be in the overflow lot across from SDCCU Stadium, providing access to housing and other services."The goal for every person or family staying here will be to access resources to get back into long-term housing," Faulconer said. (KGTV): City leaders in San Diego want to bring another major military attraction to America's Finest City.On Tuesday, the City Council will vote on a resolution showing their support for bringing the National Medal of Honor Museum to town.The resolution touts the city's strong military ties and thriving tourism industry as reasons for why the Museum should pick San Diego.Right now, the National Medal of Honor Museum Foundation is still in the fundraising and planning phase. According to their website, the museum would tell the stories of each of the 3,500+ Medal of Honor recipients. It would also have an education center.There's no word from the museum on when they plan to pick a location.San Diego already has the USS Midway Museum, which brings in over one million visitors each year. The resolution also lists the San Diego Air and Space Museum, the Flying Leatherneck Aviation Museum, The Veterans’ Museum and Memorial Center, Mt. Soledad Veterans Memorial, Cabrillo National Monument and the San Diego History Center as other major military monuments in town.The city is also home to the largest concentration of US Military members in the world. Approximately 143,000 active duty military and 241,000 veterans live in San Diego."It's a perfect fit," says Mark Balmert, the Executive Director of the San Diego Military Advisory Council. "Desperate because of my own sanity!"Lemos-Crawford says she and her husband are fortunate to still have their jobs during the pandemic. But it is demanding. Distance learning for their 8-year-old daughter in March was not easy."It's very difficult, as you can imagine, to work full-time and have your child present, let alone present and needing your interaction," she said.She says it was hard for her daughter to concentrate at home, in a relaxing environment, with toys all around. She also does not want her daughter's formative years to suffer because of her own work schedule. So for weeks, she has been searching for a personal tutor.Jamie Evans and her partner Hannah Obradovich are former teachers who now run Ignite Learning Center in La Jolla. SAN DIEGO (KGTV)- Students say they are nervous about what’s next for the Art Institute of California San Diego.Last July, the organization’s parent company announced they were no longer enrolling new students at the Mission Valley Campus. The school’s federal funding is now in jeopardy. The Department of Education has decided to stop providing financial aid to the institution’s parent company, Argosy University. “They tell me everything is going to be fine, but in reality, it's not,” says student Nicholas Roberts. He is just three months away from getting his degree for the Art Institute of California San Diego. “(I’m) a little afraid because my family and myself kind of rely on me finishing this degree.”Classes are still in session at the Mission Valley Campus.A letter was sent out to students from the institution, saying in part: “We continue to work with our accreditors, state regulators and the U.S. Department of Education to identify the best path forward for our students and are working with them to ensure students know their options.” 1066
