SAN DIEGO (KGTV) – San Diego County officials say they are no longer accepting waiver applications from elementary schools looking to reopen for in-person learning.The county’s COVID-19 Education Sector Team made the announcement Tuesday, stating:“This decision is based on the fact that as of September 1, 2020, all TK-12 schools within San Diego County would be permitted to reopen for in-person instruction, if the county’s case rate remains below 100 per 100,000 population for 14 days after coming off the State’s Monitoring List. Today is day 7 of this 14-day period, therefore in one week, all TK-12 schools could be allowed to open for in-person instruction, if the school leadership chooses to do so. Therefore, our application waiver process will be suspended.”The suspension is effective immediately.As of Aug. 20, there were 27 local schools that were approved for waivers. 893

SAN DIEGO (KGTV) — San Diego business leaders reacted with alarm to President Trump's plan to slap tariffs on goods imported from Mexico.On June 10, the President plans to place a 5% tariff on items like avocados, tomatoes, cars and medical devices that come from south of the border. They would increase until reaching 25% on Oct 1. Trump says the tariffs would continue until Mexico addresses the issue of migrants at the border. The San Diego Regional Chamber of Commerce has come out strong against the tariffs. The Chamber says Mexico is San Diego's biggest trade partner, with a .5 billion manufacturing supply chain that's now at risk. Jerry Sanders, the chamber's CEO, says every manufacturing job in Tijuana leads to half a new job in San Diego. "If consumers cut back because of the price of goods, that means there will be fewer jobs and there will be less production on both sides of the border," he said. Some consumers already appear wary. Mancher Nasar, who lives in Rancho Bernardo, said he expects his grocery bill to rise as the tariffs kick in. "I'm concerned about middle class families," he said. "You're putting a 25% tariff but you're not getting 25% more in your paycheck."University of San Diego economist Alan Gin said tariffs are normally used for economic purposes, not political ones. "This is as far out as we've ever seen in the use of tariffs," Gin said. Gin said San Diegans will feel them, but that states like Texas and New Mexico will fare worse. Gin said that's because a lot of the manufacturing belt in Mexico is in the central part of the country. 1598

SAN DIEGO (KGTV) — San Diego County's unemployment rate ticked down to 14.8%, but a potential new wave of closures could wipe out a large portion of the recent job gains.The San Diego Association of Governments reported Thursday that the jobless rate in the region is continuing to drop from a peak of 25% on May 9. Still, roughly 250,000 workers in the county remain unemployed amid the Coronavirus outbreak. Ray Major, the agency's chief economist, said the increased spread of the virus could lead to prolonged economic frustration. "What (the report) shows is that we're ready to go back to work, but that the recovery is probably going to be slow, and we're probably going to be having this conversation with double digit unemployment throughout the summer and probably into the fall," he said. The potential drawbacks would take a financial and mental toll on thousands of workers who returned to their jobs, only to be sent back to file for unemployment. Season and Ian McKesson had to close their two hair salons when the pandemic broke in March and got by on unemployment. "It was hard working 50 to 60 hours a week and being proud that you can maintain everything and then all of a sudden you can't do anything. It was almost like being ripped apart, for me," Season said. The McKessons had to shutter their Mission Hills salon permanently but did reopen their Fallbrook location, called Mary Jane North. That cleared the way for seven stylists, including them, to go back to work. "We get nervous because there's things that are still shutting down around, and so that's a little daunting," Season said. SAN DIEGO (KGTV) - Real estate company Zillow launched a new service in San Diego Monday that gives homeowners another option for selling their property.The service, called Zillow Offers, will present a cash offer to homeowners who want to sell their home as-is, without the need for open houses or renovations.This is the second market in California that Zillow has offered the service. In the last quarter, Zillow charged an average fee of 7.5% on transactions in the cities it currently operates.“Are they going to get top dollar? No, they are not,” said Mark Goldman, a loan officer and a former real estate professor.On the flip side, Goldman realizes the advantage comes in the form of convenience.“What they are getting is turning the house into cash very quickly and with the least amount of hassle,” said Goldman.In San Diego, realtor Kyle Whissel will be working with Zillow on the ground to act as Zillow’s buying agent as well as their selling agent once the home is market-ready.“We’ll give [Zillow] our opinion of value, they’ll punch that into their algorithm and that will spit it out a price to the homeowner,” Whissel said.The homeowner will then decide if they want to sell at that price, after which they can set a close date within as little as 5 days.“Zillows goal is to come in at market value, make a little bit of improvements, similar to improvements someone would make to put their home on the market,” said Whissel. “Once those are made, we’ll put it back on market at the new market value.” 1527
