ESCONDIDO, Calif. (KGTV) - Escondido Police arrested a pastor who allegedly molested a young girl, authorities announced Friday afternoon.John Rodgers McFarland was taken into custody on Dec. 18 by the Escondido Police Department. The arrest occurred in Fullerton, where McFarland lived and worked. Escondido Police say the alleged incident happened in Escondido several years ago while McFarland was visiting family in the area.He has been charged with two counts of lewd acts upon a child under the age of 14. Since 2014, McFarland has been the head pastor at Orangethorpe United Methodist Church in Fullerton, according to the Fountain Valley Police Department. Before that, he had served as the head of Fountain Valley United Methodist church since 1988. He also was a pastor at Surf City Church in Huntington Beach from 2009 to 2014. According to the Fountain Valley Police Department, there may be other victims abused during his time in Fountain Valley and Huntington Beach. ESCONDIDO, Calif. (KGTV) - A young San Diego security officer says she faced retaliation after reporting sexual harassment to her employer, Escondido’s Palomar Medical Center.She spoke exclusively with 10News about her experience. The hospital will not discuss the details with 10News, but reports it takes matters like this seriously.The woman and her attorneys are now suing the hospital and the supervisor who she accused of sexual misconduct.10News was asked to withhold the identity of the woman who filed the sexual harassment claim.In a recent emotional interview, she said, “I'm helping my dad with my sister so if I lose my job [I] don't see how I’ll be able to financially support my family.”Attorney Anna Yum with Gilleon Law Firm is representing the woman. Yum told us, “Every worst nightmare that she could have anticipated [has] happened.”Yum said the woman was working as a security officer at Palomar Medical Center when her supervisor kissed her, but it was not welcomed.Yum added that the supervisor is a former police officer who is nearly twice her age. Yum’s client told us, “He said, ‘Just please don't say anything. I’ll be sure that you get that lead position that you applied for.’”The woman explained that she agreed and told him, “I won't say anything,” and, “Just, please. I want to leave.”She said she did not report it at the time because she was concerned about retaliation. She was promoted, but said he continued to make her uncomfortable with his comments and would hug her on several occasions.Due to her anxiety and stress, the lawsuit reports she took a medical leave of absence. Late last year she claimed he tried to kiss her again.“He told me, ‘If you do go to HR, I'll make sure you lose your job.’ Now that I’m experiencing all this with HR, it's like surreal,” she added.She reported the harassment in a letter to HR on February 15th, 2018, she told us. Yet she said it wasn’t until almost two weeks later that HR opened an investigation into the matter.By that time, she hired Yum as her lawyer and wanted Yum present at her meetings with HR. However, Yum claims that HR refused to let her have an attorney present for the meetings.HR reportedly wrote to her on March 27th, 2018, reiterating that the hospital “would have to conduct the investigation without [her] input, which is obviously not preferred.”According to Yum, “They said, ‘Well, we couldn't corroborate because [the client] refused to cooperate with us,’ which is the furthest thing from the truth.” The letter goes on to explain that since she refused to do an interview without her attorneys, HR, “…concluded the investigation without [her] input."Yum says her client was then notified that she was getting demoted under the false pretense that it was her client's idea to step down, not the hospital's idea.Yum says that continued retaliation unfolded. Her client tells 10News that on March 30th, 2018, she received a letter from HR placing her on immediate investigatory leave so the hospital could “review an alleged security incident” from three days earlier while she was “on duty as the lead security officer”.Yum has called it a sham investigation. She says her client knows nothing about a security incident that happened on her watch.“This is so classic. This is exactly why women don't want to come forward,” Yum told us. Yum and her client are now suing the hospital for sexual harassment and retaliation, among other complaints.They're also suing the accused harasser, who we are not naming, as he has not been charged with a crime. Both he and the hospital declined our interview requests.A statement from Palomar Medical Center reads, “Although Palomar Health cannot comment on pending legal matters, please be assured that we take all complaints of discrimination in the workplace seriously, including the complaint at issue. We are also not at liberty to discuss any of the details of our investigations into workplace misconduct due to the privacy rights of the employees involved.”“They don't want to have anything to do with me, I feel. I feel like they've already chosen their side and their truth,” Yum’s client told us. She has since accepted a security position at another San Diego hospital, but says it’s a pay cut from what she was making at Palomar Medical Center. 4324

  

ENCINITAS, Calif. (KGTV) — Dr. Pat Davis stood atop the bluffs at Grandview Beach in Encinitas on Friday, holding back tears."Bear with me, please," he says. "This is only the second time I've been near the beach since the accident."That accident, on Aug. 2, 2019. His wife, Julie, daughter Annie, and sister-in-law Elizabeth were on Grandview Beach, when the bluff above them crumbled and fell, killing them.RELATED: Lawmakers hope 0K federal grant will help prevent future bluff collapse in Encinitas"Believe you me," Davis says, "It'd be a lot easier to not come down here. I came down here about a week ago for the first time in six months and it was difficult."But Davis made sure he would be there Friday, to help announce the first significant federal money devoted to help make the bluffs safer.Congressman Mike Levin announced 0,000 to start the engineering phase of the project to help prevent the tragedy from occurring again.RELATED: Community, husband of victim push for Encinitas bluff stabilization"The primary purpose of the project is to stabilize tall bluffs that erode due to high-energy storm swells and rising sea levels, posing threats to life, property and critical infrastructure," Levin said.There's still a ways to go.The project needs another roughly .5 million dollars for engineering, and it's estimated to cost million to carry out every five to 10 years. He says he'd like to see more education about staying 40 feet from the bluffs; more blunt warning signs saying people have died at the beach; beach closures to families at high tide or when there is no safe are away from the bluffs, and 100-foot safe zones where parents know it is safe for their kids to play."I'd like to be able to at least say that I tried to do something," Davis says. 2038

  

Even as the U.S. hit a single-day record of new coronavirus cases this month, the CDC’s latest statement calls for schools to reopen. But critics say there is vague guidance for what happens if there is a school outbreak.As states across the country weigh the risks of reopening schools this fall, the message from the White House has been loud and clear.Last week, President Donald Trump stated he would like schools to reopen, stating, “Yeah, I would like to see the schools opened, open 100 percent.”Most doctors, educators, and psychologists agree that going back to school would be in the best interest of students. But what happens if just one student contracts the coronavirus? Would that force a shutdown?Some health experts are wary.“Once you start getting into dozens, or even more kids and teachers starting to get infected, it's going to be very hard to keep that school open, said Dr. Ashish Jha, a professor of medicine and the director of Harvard University’s Global Health Institute.“We have to have really smart planning and we have to have a clear protocol for how to identify kids and teachers and staff who get infected and then know what to do when we identify them. I just haven't seen that kind of clear protocol yet.”Late last week, the CDC did issue new guidelines for school reopening. They include encouraging social distancing, spacing out desks and requiring face coverings.But the guidance leaves it up to states, schools and local health departments how to precisely handle an actual outbreak.“What we have is patchwork, not just across states, but even within states across communities,” said Dr. Jha. “States are turning over the responsibility to individual communities and saying, ‘You figure it out.’”Recommended strategies from the CDC’s guidelines include:Immediately separating staff and children with COVID-19 symptomsSetting up safe transport for anyone who is sick to their home or to a healthcare facilityClosing off areas used by a sick person, cleaning and disinfecting after 24 hours when possibleImmediately notifying health officials, staff, families and anyone who may have had close contact with an infected person while maintaining confidentiality lawsStill, there is concern.A recent survey from The Associated Press-NORC Center for Public Affairs Research found, “46 percent of Americans believe schools need major modifications to deal with the coronavirus pandemic, and another 31 percent think they shouldn’t reopen for in-person learning at all.”“We can open schools safely but key to that is making sure the level of community transmission is pretty low, so you don't have sort of raging wildfires in the community,” said Dr. Jha. “Because it's going to be very hard to keep those fires out of the school.” 2772
