TAIPEI, Sept. 18 (Xinhua) -- Counties and cities in Taiwan are bracing for the approaching typhoon Fanapi, as the local meteorological department forecasts it will make landfall over the eastern part of Taiwan early Sunday morning.Taitung, Yilan and Hualien counties announced schools were suspended as of Saturday night. Nantou county has evacuated some local residents living in danger areas in advance.The Maokong cable car, the longest one in Taiwan has halted operations.Tsengwen Reservoir, Taiwan's largest reservoir, has begun discharging water since Saturday noon, in preparation for heavy rains brought by Fanapi.TransAsia Airways, Mandarin Airlines and Uni Air have announced the cancellation of some Sunday flights.Some local farmers in Taitung County were racing against time to harvest crops, and fishing boats have returned to harbor.The eye of Fanapi was 420 kilometers east from Hualien County, as of Saturday noon, according to the local meteorological department.Taiwan will be prominently affected by Fanapi on Sunday and Monday, according to the forecast.

BEIJING, Oct. 28 (Xinhua) -- Access to debt finance, leading technology and lower cost gave Chinese mining and metals investors an advantage in the global mergers and acquisitions (M&A) market, accounting giant Ernst & Young said Thursday."Competition for mining and metals assets around the world has steadily increased during 2010, with the sector's total deal value as of Sept. 30 growing 87 percent over the same period last year," said Ernst & Young global mining and metals leader Mike Elliott.The firm's statistics show the total value of the world's deals in mining and metals for the year to Sept. 30 reached 78.9 billion U.S. dollars, with the number of deals growing 10 percent year-on-year to 827.For China, the value of mining and metals deals at Sept. 30 has surged 53 percent to 8.9 billion U.S. dollars. Of the 102 transactions, 49 were outbound deals, 40 domestic and 13 inbound."China's outbound M&A investment continues to be driven by the country's need to secure reliable sources of raw materials to support its rapid economic growth and urbanization plans," Ernst & Young China mining and metals leader Peter Markey said."Debt finance in particular has a strong appeal to vendors, given the lack of bank finance available to miners. Bidders able to provide not just equity but also direct or indirect access to debt are very appealing," he said.Similarly, bringing innovative Chinese technology to the deal table, together with access to equipment and supplies which lower operating costs, had proved a winning formula for some successful Chinese acquirers this year, Markey said.

DALIAN, Sept. 26 (Xinhua) -- Russian President Dmitry Medvedev on Sunday called on the young in Russia and China to pass on the friendship forged during World War II.Medvedev made the call in a meeting Sunday morning with more than 20 veteran Chinese and Russian soldiers who participated in China's War of Resistance against Japanese Aggression (1937-1945), part of WWII.The Russian leader, who arrived in the northeast China's port city of Dalian Sunday morning, first laid flowers at a monument commemorating Soviet Union war martyrs.In the following meeting with Chinese and Russian veterans, Medvedev said Russians and Chinese forged profound friendship in their joint fight against the Nazis, and such friendship constituted the solid foundation for the relationship between the two countries.The Russian President thanked Russian and Chinese veterans for their contributions to peace.He also thanked China for renovating the memorial, which was one of more than 70 memorials commemorating Soviet Union war martyrs throughout China. All those memorials had been refurbished to mark the 65th anniversary of the victory of WWII.Dalian was the first stop of Medvedev's three-day visit to China. This was also Medvedev's second state visit to the country since he assumed presidency in May 2008.Later Sunday, Medvedev flew to Beijing to continue his state visit to China.During his stay in Beijing, Medvedev will hold talks with Chinese President Hu Jintao and call on other Chinese leaders, including top legislator Wu Bangguo and Premier Wen Jiabao.Medvedev will also travel to east China's metropolis of Shanghai, where, on the next day, he will meet with Chinese Vice President Xi Jinping and attend events marking the Russia Day at the ongoing World Expo, which runs from May 1 to Oct. 31.

  

WASHINGTON, Oct. 10 (Xinhua) -- China would continue reform of the formation mechanism of its currency exchange rate to improve its flexibility, but will do so in a gradual way, Zhou Xiaochuan, Governor of the People's Bank of China, China's central bank, said here on Sunday.Westerners prefer Western medication method that is quick but drastic, while Chinese people prefer traditional Chinese medication that is slower and giving time for different herbs to take effect. A steep rise of Chinese currency yuan would cause harms, Zhou told a group of bankers and reporters during a luncheon speech at the 2010 annual membership meeting of the Institute of International Finance (IIF).Governor of the People's Bank of China (PBOC) Zhou Xiaochuan hosts a press briefing during the annual meetings of the International Monetary Fund (IMF) and the World Bank in Washington D.C., capital of the United States, Oct. 8, 2010. To manage Chinese currency issue is a "complicated art," as you have to take into consideration domestic inflation, unemployment rate, gross domestic product (GDP) growth, balance of payments and other factors, he added.IIF, which represents over 420 world leading financial institutions headquartered in more than 70 countries, host its annual membership meeting in Washington D.C. between Oct. 8 and 10, when the International Monetary Fund and World Bank host their annual meetings in the same time.

  

BEIJING, Nov. 3 (Xinhua) -- The Consumer Price Index (CPI), the main gauge of inflation in China, is likely to rise 4.1 percent in October after accelerating to a 23-month high of 3.6 percent in September, the Bank of Communications forecast on Wednesday.The bank, China's fifth largest lender, said in a report that the index would see moderate dips in the coming two months amid decreasing demand due to the slowing economy.But oversupply of liquidity at home, surging food prices, rising labor costs, and pressures caused by imported inflation would mean very limited room for the index to drop, the report said.The report predicts China's CPI would rise 3.1 percent for the entire year of 2010, topping the government's target to keep the inflation rate under 3 percent.It also forecast food prices would rise further during the first half of 2011.Food prices, which account for one-third of weighting in calculating the CPI in China, climbed 8 percent in September, pushing the CPI to the highest level in nearly two years. Food prices had risen 7.5 percent in August, 6.8 percent in July, and 5.7 percent in June.
