SAN DIEGO (KGTV) - A plan to essentially force 16 Lemon Grove teachers to resign was approved Tuesday night in a 3-2 vote. The Lemon Grove School District informed the teachers that it would move in a different direction at the end of this school year. The teachers were at the district for two years, the end of their probationary period. Any more time and they would become permanent. The district says it will replace those positions with new teachers for next year. "Our governing board believes that each child deserves the very best," the district said in a statement. "We will continue to provide that to you in Lemon Grove School District.""Why aren't we maintaining the teachers that have been here and have built relationships with our children? Built relationships with our parents? With our community," parent Rosa Carney said. Angela Vento, who has four children in the district, said her 9-year-old son Joshua was upset when he found out his teacher would be let go."She's always there for him," Vento said. "He has epilepsy and she helps him through that."Two teachers who asked to remain anonymous said the district gave them a choice of resigning, or being terminated with a non-renewal status. SAN DIEGO (KGTV) - A new plan is calling for more than 170,000 new homes across the San Diego region over the next decade.The San Diego Association of Governments says the region needs 171,685 housing units by 2029 to meet demand. On Friday, its board approved a plan that divvied up those units across the region's 18 cities and unincorporated county based on a formula of job growth and access to transit. "We are in the midst of a housing crisis. It's time to act. Doing things the same way is not going to give us a different result," said San Diego Mayor Kevin Faulconer. The debate at the SANDAG meeting lasted about four hours, with some of the county's smaller cities saying the plan gave them an undue burden they could not meet. "It is impossible," said National City councilman Ron Morrison, who is not on the board. "Our urban reserve is the weeds behind the backstop in the little field. There is no place to build."National City's mayor Alejandra Sotello-Solis supported the proposal. Most of the homes, 107,901, will go in the City of San Diego. Chula Vista will be responsible for 11,105; Imperial Beach will add 1,375; Coronado 1,001, and Del Mar 163. Del Mar Deputy Mayor Ellie Haviland voted in favor of the plan, though she said she didn't know where those 163 homes could go. "If we are pushing housing away from transit and away from jobs, then that is not going to work with the regional transportation plan we are trying to build," she said. Del Mar Councilwoman Terry Gaasterland, who opposes the plan but did not have a vote, noted Del Mar added 20 housing units in the past 10 years. SAN DIEGO (KGTV) — A man was arrested Thursday after attacking police with railroad spikes and rocks in a Barrio Logan train yard, police said.San Diego Police were called to the BNSF Railway Yard along Harbor Drive around 10 a.m. to reports of a trespasser. Officers arrived to find a man who had armed himself with a stick and railroad spikes, police said.The suspect reportedly threw the spike at officers and fled under a rail car, refusing to come out. The man also threatened to kill a police K-9 on scene, SDPD added.Police created "decision making space" and tried to talk the suspect into surrendering. After those efforts failed, officers used shotgun beanbags, pepper balls, and eventually a K-9 officer to get the man to surrender. He was pulled from under the railcar and taken to a nearby hospital for treatment of injuries, including dog bites, police confirmed.No officers were injured during the event. 927

San Diego (KGTV) - A San Diego man claims San Diego County Sheriff deputies roughed him up in jail and the incident was caught on camera.He’s calling the deputies' actions an abuse of power.“I’m actually pissed,” said Joshua Strode. “I’m actually very angry.”San Diego State University police arrested Strode back in June for being drunk in public, something he denies.Strode was taken to San Diego Central Jail. He claimed he was inside the first-floor intake area when deputies came at him from all directions.“I kept on trying to tell them, 'You’re hurting me badly, please stop," he said.A video given to Team 10 from inside the jail shows Strode’s encounter with law enforcement. 692

SAN DIEGO (KGTV) -- A man and a woman were struck by a trolley while riding scooters in Sherman Heights Tuesday night, according to police. According to authorities, the incident happened at 24th and Commercial Street just before 6:30 p.m. Police say the pair were riding Bird scooters west in between two sets of tracks. When a trolley came up behind they pair, they bumped into the side of one of the trolley cars. Both were taken to the hospital. Emergency crews said the woman only suffered minor injuries while the man had "more severe" injuries.  585
