BEIJING, May 27 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged local governments and builders to ensure quake survivors in northwestern province of Qinghai have warm places to stay this winter."It's a priority for the government to build more permanent houses so quake survivors can move in before winter," Hui said at a State Council, or Cabinet, meeting in Beijing on Thursday, according to a statement released after the meeting.At the same time the government must start preparing enough tents, fuels and stoves for winter heating for those living in temporary shelters as soon as possible, he said.Winter temperatures in high-altitude Yushu region, where a 7.1-magnitude quake on April 14 killed about 2,200 people, could drop to 20 degrees below zero.Hui also urged efforts to provide enough food, improve medical services,and attend to the needs of vulnerable groups like orphans in the quake zone.The reconstruction in the quake zone would be mainly funded by the central government. Hui urged builders, mainly from other parts of China to aid Qinghai's reconstruction efforts, to carefully carry out rebuilding projects with high efficiency and quality.

BEIJING, May 5 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday called for more efforts to cut emissions and conserve energy to meet the country's target set by the 11th Five-Year Plan.According to the plan laid out in 2006, China will cut its per unit GDP energy consumption by 20 percent compared with 2005 levels by the end of 2010.The task of fulfilling the goal was still tough , Wen said at a State Council meeting, adding that this year would be particularly difficult as the first quarter had already seen rising energy consumption per unit of gross domestic product (GDP) in the major industrial sectors.In the first three months, six major industries, including steel, power and non-ferrous, saw a 3.2 percent growth in energy consumption per unit of GDP, Wen said.  Chinese Premier Wen Jiabao (C) addresses a State Council meeting of conserving energy and cutting emissions in Beijing, China, on May 5, 2010. JINAN, May 2 (Xinhua) -- A Hong Kong cargo ship sank off Weihai City, east China's Shandong Province, Sunday after a collision with a Liberian-registered freighter, rescuers said.All 46 crew members of the two vessels were safe after the accident at 5:23 a.m., the city's maritime safety bureau said in a statement.The accident could have occurred in foggy conditions at the time, said Li Zhiqiang, an official with the city's maritime safety bureauThe 23 Chinese crew of the Hong Kong-registered Bright Century and the 23 Indian crew of the Liberia-registered Sea Success had been rescued as of noon, he said.Water had flooded into the damaged prow of the Sea Success, but the vessel was still afloat.The bureau had dispatched a ship to shadow the vessel as it was still in negotiations with the owner about the cost of towing the ship to port.The bureau is investigating the cause of the accident.
