SAN DIEGO (KGTV) - San Diego Police released details Friday about the controversial arrest of a man and woman in Chicano Park involving use of force. Georgina Mercado, 35, interfered with a traffic stop being conducted Thursday, police said. Her three children, ages eight, seven, and four, were with her at the time. 22-year-old Eddie Alvarez arrived on scene with another woman who said they would take custody of the three children, according to SDPD Lt. Shawn Takeuchi. Alvarez wore a bandana over his face and refused to identify himself, police said. Officers “could not release the children to the custody of Alvarez without knowing who he was,” said police. “This contact escalated to the point that officers arrested Alvarez for interfering,” Takeuchi wrote in a news release. Police said Alvarez refused to put his hands behind his back and struggled with officers. “Officers used strikes while they forcefully moved his arms behind his back,” police said. Alvarez was handcuffed and taken to jail. “Anytime force is used, we take it extremely seriously. We have initiated an internal investigation into the force that was used last night,” Takeuchi said. Hours after the arrest, dozens of people gathered outside the San Diego Central Jail downtown to demand Alvarez’ release. The group said Alvarez had been recording the arrest of Mercado, who they described as a community activist. One demonstrator said, “While he (Alvarez) was filming police, they came out and told him to stop recording. He said, ‘No, I don’t feel safe, I’m going to keep recording, especially with my girlfriend right here with the kids,’ and they didn’t like that … The cops ended up jumping him and rushed him to the ground and started punching him in the ribs. He wasn’t resisting whatsoever.” Alvarez is a member of the activist group Brown Berets of Aztlan, City News Service reported. He was booked on suspicion of felony obstructing or resisting an officer, and a misdemeanor count of resisting an officer. He was being held on ,000 bail. SAN DIEGO (KGTV) - San Diego's flu season has hit a record high.More than 20,000 lab-confirmed cases have been reported this season in San Diego, according to the County Health and Human Services Agency. SAN DIEGO (KGTV) – San Diego State University kicked off its 2020-21 school year Monday with almost all classes online in an attempt to keep students safe and prevent the spread of the coronavirus.While most classes are virtual this fall semester, there are many students who are still living on campus or having to go to school for other matters.Normally, SDSU would have about 7,500 students living on campus. As of the start of this school year, that number is down to 2,600.In addition to the lower number of students living on campus, the university created strict rules for moving in and having guests.The school is trying a positive messaging approach and hoping they can avoid outbreaks similar to what has happened at other colleges in the U.S.ABC 10News learned one SDSU student tested positive for the virus last week and is in self isolation.SDSU fraternities have imposed their own ban on social events this fall, and all recruitment events will be virtual with no in-person interaction.Fall sports have also been postponed due to the pandemic.The university is not testing students who arrive on campus, but testing is available on site.If students test positive or are exposed to COVID-19, SDSU has a detailed isolation and quarantine plan in place.As if having to deal with the pandemic wasn’t enough for SDSU -- students ABC 10News talked to weren't aware of the nationwide Zoom outages Monday, as classes were just beginning, and the school did not immediately responded as to whether the issues affected any of the first day's classes. 1562

The meeting comes days after Governor Gavin Newsom released a mandate saying students can only return to campus when the county has been off the state’s watchlist for two weeks.The discussion focused on tackling challenges for the upcoming school year.
