SAN DIEGO (KGTV) -- Results of an audit show the City of San Diego has paid hundreds of millions of dollars in liability claims.From 2010 to 2018, the city had 20,000 liability claims, which has resulted in 0 million in public liability costs. That translates to about million per year to settle or resolve these claims.At the top of that list, as far as the number of cases, involves city vehicle accidents with 2,075 claims, where the city paid .7 million. Also included in this list are trips and falls, with 931 claims and the city paid .7 million towards those liability costs.The City Auditor’s Office also made recommendations to reduce the number of claims. When it comes to trips and falls, they suggested the city focus on fixing the sidewalks in high pedestrian areas. Their data has found people are four times as likely to trip and fall in those areas of the damage to the sidewalk.When it comes to accidents involving city drivers, they believe there needs to be more training for them.The report will now be forwarded over to the City Council for review. 1090

SAN DIEGO (KGTV) - San Diego churches have an idea to help solve the housing crisis. They want to build affordable housing on their unused land.UPLIFT San Diego is leading the effort, called YIGBY (Yes in God's Back Yard)."There are 1,100 churches in San Diego County with over 3,000 acres of property," says UPLIFT leader Tom Theisen. "If just 10% of those churches, 100 churches, were to build 20-30 units each, we're talking thousands of units of housing."Theisen used to serve as the Board President of the San Diego Task Force on the Homeless. He's now spearheading the YIGBY effort for UPLIFT."I can't tell you how many faith communities have called me and asked what they can do to help," he says. "I have a hard time telling them to hand out blankets and peanut butter and jelly sandwiches. They want to do something that makes a difference, and housing makes a difference."Theisen says he already has 12 churches that want to build housing.One church that is already working to make the idea a reality is Clairemont Lutheran Church. They have a plan to build as many as 21 units on land that is currently part of their parking lot."Using our parking lot for something other than empty weeds growing seems like a good idea," says Pastor Jonathan Doolittle."We want something that works in the scale of our neighborhood, so our neighbors don't notice a huge change," he says. "But, we want it to be large enough to make a difference in the lives of those who need a place to live."Doolittle shared preliminary floor plans and renderings of the apartments. He says the church has been trying to get the project going for four years, but red tape keeps holding it up.One problem is changing zoning rules on the land. The other is parking regulations with the city.The plan would take 20 spots out of the parking lot. City law requires a certain number of parking spaces per church based on pew capacity. Without those 20 spots, the church would be under the legal requirement.Doolittle says his church only reaches capacity on major holidays. The rest of the year, those spots sit empty. He also pointed out that the church is on a transit corridor, and new city laws saw affordable housing is not required to have parking along transit corridors.UPLIFT has already met with Mayor Kevin Faulconer to discuss ways to ease those requirements on churches and other faith-based organizations that want to build affordable housing units. Theisen says churches would be more sensitive to concerns within the neighborhood than a private developer."These projects are self-sufficient," he says. "We can do as many of them as we have willing churches to work with us."UPLIFT hopes that a successful start to the YIGBY project will spur similar development. He thinks unused land owned by non-profit groups, health centers and even the City of San Diego could also be used for housing. 2888

SAN DIEGO (KGTV) - San Diego Police are investigating Monday a woman's report that she was held against her will in Rancho Pe?asquitos.A woman arrived at a home on Caminito Cuadro at 10:45 a.m. and said she had been kidnapped and held captive in a neighboring house, police said. SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer has identified a park-and-ride lot in Scripps Ranch as a perfect place for new affordable housing, but neighboring businesses worry the plan will drive away their customers."You solve one problem and create ten new ones. There’s seven businesses that are going to suffer," said Yannis Pihas, owner of Yanni's Bar & Grill.Pihas says his customers, as well as visitors to the two hotels in the center, frequently use the park-and-ride because there is limited parking otherwise. While he's attempted to speak with city leaders about his concerns, so far he says he has not been given any indication that the housing project will include parking that the businesses can use.ABC 10News reached out to the city. A spokesperson says the project is still in the early process of planning and that details on potential parking have yet to be worked out. The spokesperson also said the public can always bring concerns to the area's planning board and that there will be more opportunities for public input once the plan is prepared.In a statement, Mayor Faulconer said, "There is a great need in our community for housing that gives folks a real chance to have a place of their own, but also the support system they need to stay housed. This public-private partnership will help transform these vacant City-owned properties into opportunities that will change the lives of so many of our fellow San Diegans for the better."The plan is expected to be finalized and brought to the City Council for a vote in 2021. 1566

  

SAN DIEGO (KGTV) - San Diegans looking to switch careers or get back to work after coronavirus-caused layoffs have a way to get free job training this summer.San Diego Continuing Education is offering free classes in 75 different areas, many of which are focused on high-demand jobs."During difficult economic times that we are about to enter, short term intensive career education is the way to get America back to work," said SDCE President Dr. Carlos Turner Cortez.Anyone in San Diego is eligible to take the classes. SDCE offers training certificates in healthcare, welding, information technology, cybersecurity, culinary arts, clothing, automotives, and more.For Richard Sanchez, who lost his job during the pandemic, it's a chance to start over after a layoff."I'm already 38 years old," Sanchez said. "To have this opportunity helps people out to get a new job and change your career."According to a recent report by SANDAG, around 460,000 people in San Diego have lost their jobs since March 7. The report says unemployment could be as high as 30%.Dr. Cortez said people who are looking for a job should look into continuing education first."It's incumbent on us to make sure that students who are coming through our program are developing the skills necessary to be successful in these career pathways," he said.
