IMPERIAL BEACH, Calif. (KGTV) — The body of a man was discovered floating in the water just north of the U.S.-Mexico border near Border Field State Park Friday.San Diego Sheriff's deputies were called in to assist Border Patrol officers just before 5:30 p.m. after the discovery. Border Patrol agents pulled the man to shore where San Diego Fire Department crews responded to provide life-saving measures.The man was pronounced dead at the scene. In a rare move, the Senate on Wednesday night voted to change longstanding rules to allow newborns?-- for the first time -- onto the Senate floor during votes.The rule change, voted through by unanimous consent, was done to accommodate senators with newborn babies, allowing them now to be able to bring a child under 1 year old onto the Senate floor and breastfeed them during votes.Illinois Sen. Tammy Duckworth, who gave birth this month to her second child, becoming the first US Senator to do so while in office, spearheaded the push for the rule change and applauded her fellow lawmakers who she says helped to "bring the Senate into the 21st Century by recognizing that sometimes new parents also have responsibilities at work.""By ensuring that no Senator will be prevented from performing their constitutional responsibilities simply because they have a young child, the Senate is leading by example and sending the important message that working parents everywhere deserve family-friendly workplace policies," Duckworth said in a statement after the vote.Duckworth decided to take her maternity leave in Washington, DC, rather than in Illinois, to be able to be on hand and available to cast her vote in the Senate if needed. But she expressed concern about the complex and strict Senate rules, which might impact her ability to do so while caring for -- and breastfeeding -- her newborn.There are a whole host of Senate rules that would make voting difficult for a senator while caring for her baby -- being unable to hand the baby off to a staffer, being unable to bring a child onto the floor and being unable to vote via proxy.Duckworth has been working behind the scenes for months to change the rules -- the likes of which have not been changed for quite some time. Amy Klobuchar, a Minnesota Democrat, said that the questions from other senators varied, from asking whether diapers will be changed on the Senate floor to questions if there should be a dress code for the baby on the floor."It's been quite a journey," Klobuchar told CNN of her help as the top Democratic member of the Senate Rules Committee, working with Chairman Roy Blunt of Missouri to get this out of quickly and onto the Senate floor."The Senate is steeped in tradition and just like the rest of the country, sometimes things have to change," she said.After the rule change passed this evening Sen. Plus, you’ll have to arrange your own financing.Adjust your expectationsThere is a built-in risk-versus-reward element to used car shopping: The more you’re willing to spend, the less chance the car will need repairs and overdue maintenance. Here’s an overview of the three price levels of used cars:High-end used cars: If your budget is over, say, ,000, you might consider getting a certified pre-owned (CPO) car from a dealer. Shopping for a CPO car is easier because it’s pre-inspected and comes with an included warranty. A used car dealer will show you the vehicle history report, but a private party might have the service records and can answer many other questions.Look for unexpected valueThe used car market is vast and, if you can spot an outlier, you can save big money. Here are a few examples of how to find that diamond in the rough:Cars that haven’t been recently redesigned will sell for less. Check car sites such as Edmunds.com to find out when the last time major changes were made to a model.While there is a stigma to buying a used rental car, the vehicles are well-maintained and priced lower than buying from dealers, Drury says.If a car dealer’s vehicle history report shows you are looking at a former rental car, leave and buy a similar one directly from the rental agency’s sales lot. You’re likely to find it cheaper.Be willing to travel to an area where the car you want is less popular. For example, all-wheel-drive vehicles sell for less in the southern U.S., where winter driving isn’t a factor.Be willing to travel to a more competitive market. A Honda dealer with a city to itself has less pressure to dicker on a CPO vehicle than a dealer in a city with three or four rivals.Used luxury cars often offer the biggest savings, according to Holthoff.
