An 87-year-old grandmother using a knife to cut dandelions in the woods near her rural Georgia home last week was taken down by a police Taser and arrested, according to a police report.Martha Al-Bishara was arrested for criminal trespass and obstruction of a police officer, according to the report. Chatsworth Police said Al-Bishara did not drop a steak knife despite several commands and a demonstration by officers. Amid the political gridlock in Washington, it’s one of the rare instances of a bill getting marshaled forward in a bipartisan fashion.It’s called “The Crisis Stabilization and Community Reentry Act of 2020,” which recently passed the U.S. Senate. At its core, it would help provide mental health services for people in the criminal justice system who don’t usually get it.“It tries to deal with a fundamental problem we have in this country, that too many people with mental illness end up in jails and prisons,” said Chuck Ingoglia, CEO of the National Council for Behavioral Health. “I've had the opportunity to go around the country and to talk to local sheriffs and they understand that people with mental illness don't belong in their facilities, don’t do well in their facilities.”In fact, from 2006 to 2016, in jails around the country, suicide was the leading single cause of death. Yet, the problem goes beyond prison walls.It can be a lonely road for inmates after they have served their time and are released back into the community. Part of what the bill hopes to address is what happens with their mental health since many of them report they don’t have health insurance to get their needed medication.About 80 percent of inmates released lack health insurance, and those that do have it, often wait an average of 48 days to get an appointment at a behavioral clinic.To fill in that gap, among other things, the bill would allocate million a year for five years towards programs that strengthen the link between law enforcement and community mental health providers.“Unfortunately, in many places, there is no alternative,” Ingoglia said. “This bill, these new grant programs that it's seeking to create, would try to give more options to communities.”It’s a bill whose future now lies in the hands of the U.S. House of Representatives. 1861

As coronavirus cases spike around the country this fall, and cities impose new or stricter stay-at-home policies, Americans continue a trend this year of moving away from big cities and heading to affordable, smaller metro areas or suburbs.In the last few months, Santa Barbara, Louisville, Buffalo, Burlington, and El Paso were the top five cities with more people looking to move there compared to people looking to leave, according to data from Redfin, a home listing company.Redfin looked at data from the third quarter of 2020, and compared it to data from 2019 about how many people were looking into moving to or leaving certain metro areas.“Remote work has opened up a whole new world of possibilities when it comes to buying a home,” said Redfin chief economist Daryl Fairweather in a release from the company. “Many residents of expensive areas like New York or Los Angeles couldn’t manage to afford rent and save for a home at the same time. So it’s no wonder that these folks are looking to buy homes in much more affordable places like Louisville and Little Rock.”Previous reports have shown similar trends in 2020, as the number of vacancies continue to climb in places like Manhattan, home prices are increasing and supply is dwindling in suburbs and smaller cities.An August report from HireaHelper.com, a website that helps with movers, found high-rent cities like San Francisco and New York saw more people leaving than moving in; both cities had 80 percent more people moving out of the area than moving in. Meanwhile, the state of Idaho saw an increase of 194 percent more people moving in compared to leaving.In the Redfin data, Santa Barbara seems like an expensive outlier in the list of affordable cities. An 11-year-old boy is now safe after getting sucked into a drain during Tuesday's flooding in Harrison, Wisc.. According to officials, the boy and some of his friends were playing in a retention pond that was completely full and draining at a high rate. Apparently, the boy got some goggles so he could see where the water was draining. He then got sucked in and disappeared under water. The boy's friends called 911 and emergency crews responded. Crews searched for 45 minutes until one of the rescuers saw the little boy sticking his finger through a manhole covering. The manhole lid was removed and the boy was pulled to safety. The boy was transported to a local hospital by Gold Cross Ambulance and was conscious and alert at the time.Sheriff’s officials are warning parents to not allow children to play in or near drainage ditches or retaining ponds especially during storms. An international flight from Dubai to Amsterdam had to make an emergency landing last week on a Transavia Airlines flight after a fight broke out due to a passenger's flatulence, according to the Dutch De Telegraph.According to the report, two sisters complained about a man passing gas on board of the flight. When the Transavia Airlines crew failed to do anything about the flatulence, that is when the passengers allegedly got physical. Nora Lachhab, 25, and her sister, were forced off the plane by police in Vienna for allegedly getting physical with other passengers. Lachhab told De Telegraph that the allegations are untrue. "The strange thing is that we also had to leave the aircraft. While we did not know these guys at all. We happened to be in the same row, but did not do anything to justify the bizarre behavior of the Transavia crew,"Lachhab told De Telegraaf.According to De Telegraaf, four passengers, including those accused of passing gas, were barred from flying on Transavia Airlines. "That is unacceptable. Our crew must ensure a safe flight," an airline spokesperson told De Telegraaf. "When passengers pose risks, they immediately intervene. Our people are trained for that. They know very well where the boundaries are. Transavia is therefore square behind the cabin crew and the pilots."An unidentified passenger told De Telegraaf that Transavia Airlines' response was an over reaction. 1541
