WASHINGTON, June 20 (Xinhua) -- The U.S. Food and Drug Administration (FDA) on Monday unveiled in a report a new strategy to meet the challenges posed by rapidly rising imports of FDA- regulated products and a complex global supply chain.The report, titled "Pathway to Global Product Safety and Quality," calls on the agency to transform the way it conducts business and to act globally in order to promote and protect the health of U.S. consumers.According to the report, the FDA will partner with its counterparts worldwide to create global coalitions of regulators focused on ensuring and improving global product safety and quality. The coalitions of regulators will develop international data information systems and networks, and increase the regular and proactive sharing of data and regulatory resources across world markets.The FDA will build in additional information gathering and analysis capabilities with an increased focus on risk analytics and information technology. It increasingly will leverage the efforts of public and private third parties and industry and allocate FDA resources based on risk."FDA regulated imports have quadrupled since 2000. The FDA and our global regulatory partners recognize this new reality and realize we must work proactively and collaboratively to address the challenges we face," FDA Commissioner Margaret Hamburg said in a statement. "The FDA must further collaborate and leverage in order to close the gap between our import levels and our regulatory resources. This report is an important step in ensuring we are able to fulfill our critical public health mission."

BEIJING, June 28 (Xinhuanet) -- The figure of adults with diabetes has risen to 347 million worldwide, which is more than doubled in the past three decades, according to a study published in the British journal Lancet.The study, which analyzed data compiled from 2.7 million participants aged 25 and over from across the world, shows approximately 138 million in China have diabetes, and 36 million in the United States.Among high-income countries, diabetes rates were the highest in the U.S., Greenland, Malta, New Zealand, and Spain. The Netherlands, Austria, and France boasted the lowest rates, suggested the study published online by The Lancet journal on June 25.Majid Ezzati, a lead author of the study, said on Reuters: “Diabetes is becoming more common almost everywhere in the world.”Danaei added: “Unless we develop better programs for detecting people with elevated blood sugar and helping them to improve their diet and physical activity and control their weight, diabetes will inevitably continue to impose a major burden on health systems around the world.”

SAN FRANCISCO, Aug. 10 (Xinhua) -- Amazon on Wednesday launched Kindle Cloud Reader, a web-based app that may help the on-line retailer to sidestep Apple's App Store restrictions.In its announcement, Amazon said Kindle Could Reader uses the HTML5 web standard to let users read e-books from their Kindle library from the Safari browser or Google's Chrome browser on their desktops or tablet, including the iPad.Support for Internet Explorer, Firefox and the Blackberry Playbook will be launched later this year.The app has a button linked to the Kindle Store, which was removed recently from the Kindle apps for iPad and iPhone.The move is taken as an answer to Apple's latest App Store restrictions, which banned developers to have any external links for purchasing digital books or subscriptions in the app, unless they give Apple a 30 percent cut from the in-app sales.Besides Amazon, Barnes & Noble, Google Books and Canadian e- book seller Kobo have also altered their iPad and iPhone apps to comply with the rules.Meanwhile, publishers and retailers have been developing web- based HTML5 apps to sidestep Apple for more control, which is an approved-of technology for iOS devices.The Financial Times, Kobo and video-on-demand service Vudu have recently launched their HTML5 app to avoid paying Apple a 30 percent cut.Industry watchers said it is unknown how Apple will deal with such apps. WASHINGTON, Aug. 2 (Xinhua) -- Breastfeeding protects against childhood obesity, but less than 4 percent of U.S. hospitals provide the full range of support mothers need for breastfeeding, according to a report issued by the Centers for Disease Control and Prevention Tuesday.Improving rates of breastfeeding by providing better hospital support to mothers and babies is an important strategy to improve children's health, including a reduced risk of childhood obesity, the monthly Vital Signs report said."Hospitals play a vital role in supporting a mother to be able to breastfeed," it said."Those first few hours and days that a mom and her baby spend learning to breastfeed are critical. Hospitals need to better support breastfeeding, as this is one of the most important things a mother can do for her newborn. Breastfeeding helps babies grow up healthy and reduces health care costs," it added.The report found only 14 percent of hospitals have a written and model breastfeeding policy.It also found in nearly 80 percent of hospitals, healthy breastfeeding infants are given formula when it is not medically necessary, a practice that makes it much harder for mothers and babies to learn how to breastfeed and continue breastfeeding at home.Additionally, only one-third of hospitals practise rooming in, which helps mothers and babies learn to breastfeed by allowing frequent chances to breastfeed.Finally, the report found in nearly 75 percent of hospitals, mothers and babies don't get the support they need when they leave hospitals, including a follow-up visit, a phone call from hospital staff and referrals to lactation consultants, and other important support systems in their communities.

SAN FRANCISCO, Aug. 3 (Xinhua)-- Google's top legal officer on Wednesday posted a scathing blog post, accusing Microsoft, Apple, Oracle and other companies of waging "bogus" patent wars over smartphone technologies.More than 550,000 Android devices are activated daily, but the success of the mobile operating system has yielded "a hostile, organized campaign against Android by Microsoft, Oracle, Apple and other companies, waged through bogus patent," said Google Senior Vice President and Chief Legal Officer David Drummond."Microsoft and Apple have always been at each other's throats, so when they get into bed together you have to start wondering what's going on," wrote Drummond at the beginning of the blog post under the heading "When patents attack Android."The top legal officer lashed out the coalition that Apple and Microsoft formed to buy Novell patents and Nortel patents.Last month, Google was outbid by the 4.5 billion bid made by the winning consortium of companies that includes Apple, Microsoft, Research in Motion, Sony, Ericsson and EMC on Canadian company Nortel Network's patent portfolio.The Nortel portfolio, which is in all of the companies'best legal interests, includes patents on 3G and 4G wireless networking, optics, voice processing, semiconductors and more.Last December, an unnamed consortium of companies, organized by Microsoft and including Apple, EMC and Oracle, also outbid Google for nearly 900 patents of software company Novell.Patent litigation between technology companies have been flaring up particularly over mobile devices and technology.Last August, Oracle accused Google of infringing on patents related to Java, which the database giant acquired when it took ownership of Sun Microsystems in early 2010.Microsoft is suing device makers who use Android, including Barnes & Noble, Motorola and HTC.Drummond wrote that "We're also looking at other ways to reduce the anti-competitive threats against Android by strengthening our own patent portfolio.
