BEIJING, Oct. 20 (Xinhua) - China's State Council, or the Cabinet, unveiled a set of guidelines Wednesday, aiming at helping reconstruction work in landslide-hit Zhouqu County in Gansu Province.The guidelines affect taxation, finance, education and employment policies in the region which was devastated by the massive mudslide on Aug. 8.The document clarified that funds for the reconstruction would come primarily from central government subsidies.It said that priority would be given to rebuild damaged residential houses, public services, infrastructure and prevent the spreading of diseases.It specified tax reduction measures for enterprises and individuals who had organized and collected donations, and encouraged banks and financial institutions to increase loans to the mudslide-hit areas.Land required for housing, infrastructure and reconstructing public facilities will be allocated by the local government, according to the document.Local governments or universities have also been directed to financially assist Zhouqu-born college students, while high-school students in the landslide-affected areas have been exempted from paying tuition fees, the document said.A massive mudslide triggered by rainstorms slammed Zhouqu county in northwest China's Gansu Province on Aug. 8, leaving 1,472 dead, 294 missing and more than 15,000 people homeless.

BEIJING, Oct. 21 (Xinhua) -- China Thursday expressed its hope that East Asian cooperation would deepen through the upcoming series of leaders' meetings in Hanoi, Vietnam."China attaches importance to and actively takes part in East Asian cooperation. In the series of meetings, China will review with other countries the cooperation that has been carried out and discuss how to further promote the integration process of East Asian cooperation," said Assistant Foreign Minister Hu Zhengyue.Hu made the remarks at a press conference Thursday afternoon in which officials from the ministries of Commerce, Education and Finance briefed the press on Premier Wen Jiabao's scheduled attendance at the meetings.The meetings, lasting from Oct. 28 to 30, will include: the 13th summit between China and the Association of Southeast Asian Nations (ASEAN) (10+1); the 13th summit between ASEAN, China, Japan and the Republic of Korea (ROK) (10+3); and the fifth East Asia Summit.Wen will also attend a meeting with the leaders of Japan and the ROK.Hu said China hopes the meetings would promote good-neighborliness and boost cooperation between China and the other Asian countries."During his visit, Premier Wen, together with participating leaders of other countries, will review the achievements of China-ASEAN cooperation, 10+3 cooperation, and East Asian cooperation, as well as cooperation concerning East Asia Summit. BEIJING, Oct. 9 (Xinhua) -- China's Vice Premier Li Keqiang has stressed the importance of quality management, proper resettlement of people, environmental protection and preventing corruption in building the country's South-to-North Water Diversion Project.North China had long suffered from water shortages and the project is a strategic infrastructure goal that would benefit the Chinese people, Li told high-ranking government officials at a forum held Saturday in Nanyang, a city in central China's Henan Province.According to a design, a canal serving the middle route of the South-to-North Water Diversion Project will be in Nanyang City.Building the project concerns China's national economic and social development and the long-term development of the Chinese nation, said Li, also director of the South-to-North Water Diversion Project Commission (SNWDPC) of the State Council.Further, the enormous complexity of the South-to North Water Diversion Project called for excellent coordination and organization in pushing forward the construction, he said.Li also stressed the importance of quality management in the project, saying quality control was the core task for building the project into a world-class one.Also, resettlement of people is a key issue in carrying forward the project, and efforts needed to be made to make sure that people are properly resettled and they have the capabilities to increase their wealth, he said.Additionally, Li said, during the process of building the project, more attention should be given to protecting water resources and preventing water pollution.He also called for strengthened supervision of the funding used for the project to prevent corruption and to punish those violating the law.The South-to-North Water Diversion Project is designed to divert water from the water-rich south of China, mainly the Yangtze, the country's longest river, to the country's arid northern part. It will consist of three routes: eastern, middle and western ones. The project started with construction of the eastern route in 2002.Up to now, both of the eastern and middle routes are already under construction. The western route, meant to replenish the Yellow River with water from the upper reaches of the Yangtze through tunnels in the high mountains of western China, is still at the planning stage.About 330,000 people in Hubei and Henan provinces will be relocated before the middle route is completed in 2014.
