California's Camp Fire didn't just kill dozens of people and destroy thousands of homes. It also left an insurance company in financial ruins, unable to pay millions of dollars to policyholders.A state judge ruled that Merced Property & Casualty Co. can't meet its obligations after last month's Camp Fire, the deadliest and most destructive wildfire in California history.Merced's assets are about million, but it faced about million in outstanding liabilities just in the city of Paradise, court filings show.Judge Brian McCabe's decision allows the California Department of Insurance to take control of Merced. Carnival Cruise Lines announced Wednesday that it had canceled most cruises that were scheduled to embark from U.S. through the end of January 2021.In addition, the company announced that all cruises embarking from Baltimore; Charleston, South Carolina; Long Beach, California; Mobile, Alabama; New Orleans and San Diego has been canceled through the end of February and that all cruises on the Carnival Legend that embark from Tampa, Florida had been canceled through March 28.In a tweet, Carnival said that when it restarts operations in 2021, it will focus on cruises embarking from Miami and Port Canaveral, Florida. CARLSBAD, Calif. (KGTV) - “Right now, it’s worse than I’ve ever seen it in my life. I see a new face come through here every day,” says Gregory Parada of Carlsbad. He has been homeless for several years.The City of Carlsbad reports there’s a growing number of homeless people in the community. A team of specially-trained police officers have been doing homeless outreach for the last eight months. As of last week, the City Council approved a 5,000 contract with Interfaith Community Services which will provide two full time socials workers to assist with outreach in the field. On Saturday, 10News was granted permission to ride along with law enforcement during “compassion enforcement”, as the city calls it. “That's as simple as connecting them to a family member [or they] might have hygiene needs and we have hygiene kits that we got from a bunch of nonprofits," says Sgt. Bryan Hargett. These officers are working to get the homeless population the items and services they need. The city of San Diego still has a much bigger homeless population than Carlsbad. According to San Diego County’s WeAllCount report, there are 4,912 homeless people in the City of San Diego. There are only 210 homeless people in the City of Carlsbad, but that’s up from 160 homeless people in Carlsbad last year.Davye Sauermilch tells us she’s considering getting help after her interactions with the officers. "My boyfriend's now in rehab because of these guys,” she adds.“I guess they protect me. I feel fine about them,” says Parada. Sgt. Hargett explains, “If they don't trust us, we're not going to be able to work together.” He adds, “One of the things we're learning about being out here is consistency. Bulgarian authorities are investigating the rape and murder of an investigative reporter in the northern city of Ruse, the third journalist to have been killed in the EU this year.The body of 30-year-old Viktoria Marinova was found on Saturday near a pedestrian alley in an area with heavy vegetation, Bulgarian state media reported.Preliminary investigations showed the cause of death was blows to the head and suffocation.Bulgarian Interior Minister Mladen Mladenov described the murder as "exceptionally brutal" and said Marinova was raped before she was killed, according to state media. He said the country's top murder investigators had been sent to Ruse to work on the case.It's not clear if Marinova's murder was related to her journalistic work. Authorities are working to identify witnesses and potential motives for her murder.Bulgarian media reports said that over the last year Marinova had reported on an ongoing investigation into alleged corruption involving European Union funds for the broadcaster TVN. CHICAGO — Millions of frontline healthcare workers are rolling up their sleeves for the first of a two-dose COVID-19 vaccine. First out is Pfizer’s vaccine, and now, an FDA panel has recommended Moderna’s vaccine for emergency use authorization. The available Pfizer shot requires a complex and precise procedure for it to work.Before the needle even breaks the skin, a strict protocol must be followed precisely.“We're going to put it take it from the negative 80 ultra-low storage and we're gonna defrost it to refrigerator temperatures,” explained Erin Shaughnessy, director of pharmacy at Rush University Medical Center in Chicago. “That's gonna give us five days of stability for the vaccine.”It’s like something out of Mission Impossible.“We installed additional security cameras and we have additional security protocols,” said Shaughnessy.She’s charged with ensuring the vaccine is securely handled and properly prepped before it’s injected.“We don't want to risk wasting any of the drugs,” she said. “The stuff is liquid gold right now.”That liquid gold must be stored at 80 below zero, in a secure location that only a few pharmacists have access to.“We have to take it out of the ultra-low freezer and move it to a refrigerator just to thaw for three hours.”Once thawed, it cannot be re-stored.“You can't put the medication back into the freezer,” said Shaughnessy. “Once inside, you have to use it or you're going to lose it. It's gonna have a five-day refrigerated expiration.”Pfizer’s vaccine protocol also requires the vaccine to be protected from UV light and the dilution must be gently inverted exactly 10 times. Shaken too hard, says Shaughnessy, and it could go bad.“It's very, very specific," she explained.That’s when the clock starts ticking.“Once they're thawed and reconstituted, basically diluted down to make the actual doses, then that's when we have six hours on the clock going from that dilution point into someone's arm,” said Luke Hvass, a clinical pharmacist at Rush.Each dose is recorded and logged. It’s a symphony of procedures that must come together like clockwork.“It's a lift for a lot of hospitals, a lot of organizations, but I think it's a challenge everybody is ready to rise to because everyone is so excited about getting this vaccine process started,” said Shaughnessy.The Department of Health and Human Services has expanded the scope of who can act as vaccinators.
