As novel coronavirus cases soar across the country, states are struggling to keep up with the demand for testing. Some states are reporting big backlogs and difficulty getting tests.“We need to actually continue doing a bunch of work in America to figure out additional approaches to do testing,” said Dr. Bob Kocher.Dr. Kocher is the former co-chair of California's Testing Task Force. The state formed the team back in March to figure out how to get everyone tested. Back then, they were struggling to do 2,000 tests a day. Now, they're doing more than 100,000 a day.“California, and most states, had giant shortages of the world’s most expensive Q-tips, called swabs, that you need to collect the samples and the people who make them couldn’t make more of them,” Dr. Kocher explained. “We worked with companies to 3-D print them and to source those from other places in the world and buy them and bring them to California.”They worked to find labs that could do high-capacity testing and expanded the number of testing sites. But as cases increased across the state and nation, five months into the pandemic, testing turnaround time is an issue.“It’s something I’m concerned about as demand for testing grows everywhere in the country and on the earth, the labs are going to sporadically have backlogs, and over time, they could have backlogs because it’s hard to make more supply of the test,” Dr. Kocher said.Dr. Kocher says it depends on where the test is sent. Some labs have backlogs and it’s a logistics issue. If the lab your test site is using is in another part of the country, it'll likely take longer to get results.In a statement, Quest Diagnostics said, "We are grappling with surging demand that is outpacing capacity. This is due to surging cases of COVID-19 across much of the United States, particularly the West, Southwest and South. We have a prioritization program to help direct testing to patients most in need. Our turnaround time for priority one patients is 1 day on average."In a recent press conference, California's Health and Human Services Agency Secretary Dr. Mark Ghaly said supply chain challenges forced the state to prioritize who gets tested first.“Surges across the nation have created challenges of getting tests processed, not just collected, and ensuring our guidelines not only say who needs to be tested but give guidance to labs on which specimens to process first,” Dr. Kocher said.Right now, priority means those who are hospitalized, healthcare workers, first responders, social service employees, those who are 65 and older and those with chronic medical conditions. But, we simply need more tests.“The challenge with COVID-19 is that each person infects two, three more people and that leads to exponential growth of people who are infected and exponential growth in demand for testing,” Dr. Kocher said. “The companies who manufacture tests have been extraordinary scaling up their capacity to manufacture tests they can grow them by 10, 30 maybe a 100 percent, but the demand for COVID testing is growing 1,000 percent.”The American Clinical Laboratory Association which represents Quest and other labs released a statement saying many labs are getting more test orders than they're able to process in a single day.In a statement, the company said, "We can’t do it alone. Laboratories, diagnostic manufacturers, ordering providers, public health officials, states and importantly, the federal government – including Congress and the Administration – all have a role to play in addressing the challenges hampering our nation’s response to this public health crisis."The test, Dr. Kocher says, only tells you if you're infectious at the time you were tested. It's yet another hurdle for states to tackle."So, we need to figure out what is the mechanism to test people at the right frequency to make us all safe and fell confident in going to work, school, nursing home or being an essential worker,” he said. “It’s really important.”Figuring out what that looks like means looking at new technologies, getting the government involved and working on our manufacturing sector so we have more tests and fewer logistical problems as we consistently try to keep up with the virus that seems to be one step ahead of us all. 4276

Turns out, there's an increase in teens hiding their online activity from mom and dad.“I think pretty early on my husband and I decided that it wasn’t for us,” Stephanie Murphy said, talking about devices. Video games, iPads, Nintendo, you name it, she doesn't want it in her house. The 2nd grade teacher in New York City is also a busy mom of 4. Only her 13-year-old daughter has access to a device.“She’s not the majority, she does have a phone we did give her one when she went into middle school for safety reasons,” Murphy said.Murphy knows her family isn't the majority either. For the second year in a row, AT&T and Quadrant Strategies teamed up to conduct their "digital family poll."“We do it to benchmark what teens are doing online, how are teens interacting online, and how are parents looking at the digital life of their kids,” said Nicole Anderson. She's the Assistant Vice President for Social Responsibility at AT&T. This year's data was interesting in comparison to last year, when there wasn't a pandemic.“From last year to this year - parents actually feel more confident: 71% felt more confident than at any point they could see what their teens are doing online. They’re spending more time together so parents felt more confident. 'I can check anytime and see what they’re doing,'” Anderson said.But, add that stat to the one they got from teens, who also felt more confident that they could do a better job at hiding things. “Seeing that discontent made us want to double down saying we’ve got parental controls; we have resources you can use on the screen ready website,” Anderson said.The poll, which focuses on teens, also found that parental controls made a difference. And not just an obvious one.“The teens who do have parental controls on their devices reported that they’re happier; feel safer, more productive, and they’re able to follow their passions online and digitally more so then these teens who don’t have parental controls set,” Anderson explained. We asked about those parental controls, and where one would even begin. "You can set a time limit that your child spends on a device, it can screen by age what sites are appropriate and it can block certain programming depending on the device," Anderson said.AT&T launched a new parental controls campaign using super heroes. She says the controls take away the fight between kids and their parents.As for Stephanie Murphy, she says, “I’m going to be honest, they are going to search. I’m hoping I’m instilling that they come to me and ask me questions.” She says she's armed and ready with answers and she also says, what's most important for her family is being present.“When they were online, they’re near me. At a time when people across the country are calling to defund the police, or outright abolish them, convincing others to make a career in law enforcement could be a tough sell.For Cameron Mosher, however, the decision to put on the badge for a living is an easy one.“For me, it’s always been an urge to serve my community,” he said.Mosher is training to be a deputy sheriff at the Orange County Sheriff’s Regional Training Academy in Southern California.“I want to try to be that positive change in law enforcement to try to help and move forward with this career,” he said.Moving forward and maintaining order as the country deals with a pandemic and social unrest.“I have a brother in St. Louis, Missouri, not too far from Ferguson, and we’ve had some interesting debates over the last five or so years,” said Lt. Joses Walehwa, who is helping train a new group of recruits at the Orange County Sheriff’s Regional Training Academy.Walehwa says his team is preparing the next generation of law enforcement officer for much more than traffic stops and arrests.“As an African American, or really any minority group here in America, has a unique perspective when it comes to just their lived experience growing up,” he said. “I think for me, the biggest impact is bridging the gap. You know, bridging this issue of us versus them.”Walehwa says another huge impact when it comes to recruiting is the economy.“When the economy starts to dip, you see that people start to look for stable jobs,” he said. “Law enforcement and public sector and jobs like ours become a little bit more appealing because people see the stability of the job.”A job where despite a pension and a mean annual wage of more ,600 (Bureau of Labor Statistics), there’s still a major need for more sheriff’s deputies across the country.A recent report from the Police Executive Research Forum shows 36% of respondents said the number of applicants at their agency has “decreased significantly.”For recruits like Mosher, however, working in law enforcement means much more than money. It’s about building trust in his community while also addressing new challenges and raising the standards of law enforcement officers.“We see definitely a lot of people who are not necessarily supportive of law enforcement right now,” he said. “But in the end, that’s totally OK, because we’re here to support everyone. As the debate over arming teachers in schools reverberates across the country, Kansas is doubling down on the idea.A new bill would not only authorize the arming of Kansas school staff, it would hold schools responsible if a shooting were to occur and the teachers and staff present were not allowed to be armed.Here's the exact wording?from House Bill 2789:"In any action against a unified school district arising out of acts or omissions regarding the possession or use of firearms on the premises of such school district, there shall be a rebuttable presumption of negligence on the part of such school district when it is shown by evidence that such school district did not authorize any employee of such school district, other than school security officers, to carry concealed handguns..."The House bill is causing some serious contention in the Kansas state capitol. During a House Insurance Committee hearing on Tuesday, Rep. Blake Carpenter, one of the bill's authors, quoted the movie "American Sniper" and said violence in school was a matter of "when" and not "if.""It's not if our kids will be killed; it is when they will be killed and what we are doing to prevent it," he said,?according to the Kansas City Star.CNN has reached out to Carpenter for comment.The bill has received significant pushback. A group of protesters was present at Tuesday's hearing, and Rep.
