SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. It appears you have documents that are not final and should not be treated as such."In an emailed response to questions, the spokesperson said, "The letter sent to Elif Cetin was a proposal, and anything within it should be considered draft and negotiable, including the fees, scope of work, etc. That is a proposed figure from the consultant and is still subject to negotiation."When asked about what type of consultations the city looking for and if Is there’s an approved dollar amount the city is looking to spend a city spokesperson also noted, "The City is pursuing all legal and financial options to protect taxpayers, recoup costs, hold accountable the contractors who worsened the building's condition, and implement new levels of accountability. (KGTV): City leaders in San Diego want to bring another major military attraction to America's Finest City.On Tuesday, the City Council will vote on a resolution showing their support for bringing the National Medal of Honor Museum to town.The resolution touts the city's strong military ties and thriving tourism industry as reasons for why the Museum should pick San Diego.Right now, the National Medal of Honor Museum Foundation is still in the fundraising and planning phase. According to their website, the museum would tell the stories of each of the 3,500+ Medal of Honor recipients. It would also have an education center.There's no word from the museum on when they plan to pick a location.San Diego already has the USS Midway Museum, which brings in over one million visitors each year. The resolution also lists the San Diego Air and Space Museum, the Flying Leatherneck Aviation Museum, The Veterans’ Museum and Memorial Center, Mt. Soledad Veterans Memorial, Cabrillo National Monument and the San Diego History Center as other major military monuments in town.The city is also home to the largest concentration of US Military members in the world. (KGTV) - An East County woman was devastated to find out the money she spent to buy a new cat likely went to con artists.“I just felt like I lost my sense of love for humanity,” Suzi Moon told Team 10. Moon’s Maine Coon cat, Teka, recently passed away. She was 15-years-old and a longtime member of her family.“He was the best cat ever,” Moon said. When he died, she was heartbroken.“I was in an emotional mode,” Moon said. “I wanted to get another one because I just was so used to that cat.”Moon searched online and found a website that advertised pure Maine Coone cats. She emailed the website and got a response. “They emailed me back and this cat that I saw on the website was a gray cat. Beautiful,” she said.She also spoke to someone on the phone, who sounded legitimate. The man asked her questions, such as whether or not she was having the cat indoors and if she was declawing the cat. Moon eventually scraped up 0 and sent the money through Zelle, something she now regrets.The day the supposed seller was supposed to ship the cat to her, he asked for more money for a special crate. “We need to have you cash app, send ,000 more,” Moon said. After back and forth with the seller and refusing to pay more, Moon said they eventually blocked her number. The 0 she paid was gone. The website, puremainecoons.com, is no longer active. Team 10 found the website on petscams.com, a site that bills itself as a pet watchdog website. The Better Business Bureau said pets are the top scam when it comes to online purchases. The average loss is 0. Moon wanted to share her mistake with others in hopes nobody else falls victim to this scam.“I just felt violated. There [are] people out there taking advantage like that. It’s disgusting,” Moon said.Team 10 called the person Moon said she spoke with about the cat. That man hung up before answering any questions. The BBB suggests do not buy a pet without seeing it in person. The organization also recommends conducting an internet search of the photo. If you see the same picture on different websites, it could be fraud. 2112
San Diego shipbuilder General Dynamics NASSCO has notified nearly 1,500 workers that they could be out of a job next month. The shipbuilder, however, says it anticipates letting go of closer to 350 workers. NASSCO says the layoffs are related to a dry dock accident in July that caused damaged to its facilities, although the workers union president says other factors are at play.“We are pursuing all available options to avoid or lessen the impact of these reductions and hope to increase our workforce as soon as possible to support work expected in 2019,” NASSCO president Kevin Graney said in a layoff notice to the state. RELATED: San Diego dry dock floods following barrier collapseThe list of jobs impacted includes 129 welders, 85 electricians, 84 painters and 82 pipe fitters. Robert Godinez, who heads the Boilermakers Union Local 1998, said the number of potential layoffs is high because NASSCO uses an evaluation system to guide which workers it lays off. Those with the lowest evaluation are out first, and that can change with training.Godinez said he expects the layoffs to last about four to six months until NASSCO can fix its dry dock. "If they lay off 400, 500, 600, 700, that should cover that notification requirement," he said. The layoffs come after NASSCO held a large hiring fair in April, as it looked to add 800 to 1,000 new welders and shipbuilders.However, Godinez said the shipbuilder did not hire even close to that number. He said Navy repair work fizzled and that a construction project got set back. Additionally, a union newsletter mailed before the accident reported 48 workers had been laid off - a number too low to trigger a WARN public notice. “People weren't ready for this, they weren't ready for the layoff,” Godinez said. “They were walking into the shipyard, they were watching these humongous banners that they’re going to be hiring like crazy and everyone’s on the upswing, and all of a sudden the layoffs start.”At the time of the accident, the fire department said a barrier that keeps water from going into the ship collapsed, leading to a flood. No one was hurt. Godinez said 4 million gallons of water rushed in and hit a 70,000 ton ship. That damage is delaying the next order, leading to the potential layoffs.NASSCO spokesman Dennis DuBard pinned the layoffs to the July 11 incident, and said the company is working to remedy the situation. 10News has since inquired about issues related to the April hiring event. “We are working diligently so not all employees who were notified will be affected. We regret the impact this will have on employees and their families,” DuBard said. “The company has arranged a variety of programs and resources to assist those who will be affected.”Godinez said the union would be working to arrange for additional training for workers who could be laid off, so they can find new jobs. 3023
San Diego (KGTV)- Thousands of students around the world walked out of their classrooms this morning and are taking a stand to help end climate change. Its a part of the “Youth Strike 4 Climate.” Hundreds of students from High Tech High School joined the international fight. Teens say they want a healthy environment for years to come. “This is everyone’s fight, everyone as a community. It's so important that we do something now,” says student Hailey Baiz. The teems say the movement is to let government leaders know that something needs to be done to curb global warming and cut gas emissions. Students at High Tech High say they’ve already reduced their carbon footprint and they want adults to follow their lead. “It is affecting all of us, and I feel that if we go to city hall, we’ll make our voices be heard,” says Frida Sanchez. As part of the international protest, teens are hoping to grab the attention of leaders at their local city halls. 962
