BEIJING, April 17 (Xinhua) -- Chinese Vice Premier Hui Liangyu on Saturday called for more concrete measures in quake relief efforts in response to the instructions of China's top leadership.Hui, also the head of the State Council's quake-relief headquarters, made the remarks at the sixth plenary meeting of the headquarters.China's top leadership on earlier Saturday has urged all-out efforts to rescue trapped people in the quake zone in northwestern Qinghai Province at a meeting chaired by Hu Jintao, general secretary of the Communist Party of China (CPC) Central Committee, and attended by other members of the Standing Committee of the Political Bureau of the CPC Central Committee.Hui stressed a put-people-first principle in the relief work. Efforts to search for and rescue the buried survivors as well as offering medical treatment to the injured people are still the top priorities, Hui said.The relief work should be carried out in a scientific, orderly, effective and well-organized way, Hui said. HANGZHOU, March 28 (Xinhua) -- China's Ministry of Water Resources (MWR) said Sunday the country will step up water conservation infrastructure construction to better cope with natural disasters.The central government has allocated over 80 billion yuan (11.7 billion U.S. dollars) this year for water conservation projects. Total investment in the sector is expected to hit 200 billion yuan, MWR vice minister Jiao Yong said at a work conference Sunday in Hangzhou, capital city of the eastern Zhejiang Province.Jiao said water conservation facilities in China would be expanded while insuring the quality of the projects.Meanwhile, repair and maintenance work on reservoirs in poor condition will be boosted this year, said Sun Jichang, a senior MRW official.China needed to reinforce a total of 6,240 faulty reservoirs in the three years to 2010. So far, only 2,000 of them have been reinforced as insufficient local funding or possible misuse of funds has delayed the work, Sun said.Local water authorities will be rushed as the Ministry is requiring all reservoir repair work be finished by the end of the year.

BEIJING, March 28 (Xinhua) -- China will step up efforts to crack major corruption cases, especially those with collusion between leading officials and business people, according to the full text of a speech delivered by Premier Wen Jiabao.The document was released on Sunday. Wen delivered the speech at a State Council meeting on this year's anti-corruption work on Tuesday.In the speech, Wen said efforts should be made to investigate those who trade power for money, and those who take advantage of power to do illegal things in areas including urban planning, approving construction programs, mineral resources exploration and bidding and tendering.Negligence and misconduct behind major work safety incidents and food safety scandals would also be probed.In the speech, Wen outlined key areas of the government's anti-corruption fight this year, including government funded projects, state-owned enterprises and financial institutions.He called for intensified efforts to trace the fugitives and their illicit money and property, and vowed "not to let those who commit corruption to go unpunished or get a penny out of their illicit gain."Government officials should strictly follow a code of ethics issued earlier this year by the Communist Party of China (CPC) to ensure clean practice in their work and to prevent corruptionThe guidelines specify 52 unacceptable practices, including officials accepting cash or financial instruments as gifts, or officials using their influence to benefit their spouses and children with regards to their employment, stock trading or business.And leaders of the State Council or central government departments should refrain from attending ceremonies or forums sponsored by companies, he added.Expenses on central government organs would be cut by 5 percent this year and government funded overseas trips, vehicle purchase, and reception expenditure should be reduced consequently, he said.
