GENEVA (AP) — The European Union’s Earth observation program says the ozone hole over Antarctica has swelled to its largest size and deepest level in years.Experts at the Copernicus Atmospheric Monitoring Service say a strong, stable and cold polar vortex has driven the expansion, and have called for greater international efforts to ensure countries abide by an international accord to phase out use of ozone-depleting chemicals.Vincent-Henri Peuch, who heads the service, said in a statement that the ozone hole was “definitely” among the largest in the last 15 years.“With the sunlight returning to the South Pole in the last weeks, we saw continued ozone depletion over the area,” Peuch said. “After the unusually small and short-lived ozone hole in 2019, which was driven by special meteorological conditions, we are registering a rather large one again this year, which confirms that we need to continue enforcing the Montreal Protocol banning emissions of ozone depleting chemicals.”Since the ban on halocarbons, officials say the ozone layer has slowly been recovering and data shows a trend in decreasing area of the ozone hole.Ozone depletion over the Antarctic continent was first noticed in 1985. 1217

HONOLULU (AP) — Hawaii's governor says that starting Oct. 15, travelers arriving from out of state may bypass a 14-day quarantine requirement if they test negative for COVID-19.Travelers will have to take the test within 72 hours before their flight arrives in the islands.The governor, David Ige, says drug store operator CVS and healthcare provider Kaiser Permanente will conduct the tests as part of an agreement with the state.Travelers will need to be able to show proof of their negative test results from a CLIA certified laboratory. Those who can’t will be required to quarantine for two weeks or until they can provide proof of their test results.Ige said in a press release that the new pre-travel testing program “is an important step toward reviving our economy while continuing to protect public health.”Earlier this year, Hawaii had plans to start a pre-travel testing program on Aug. 1 but had to postpone them as COVID-19 cases spiked on the U.S. mainland and in Hawaii. Grand jury recordings of the Breonna Taylor case released on Friday reveal initial interviews police conducted with Taylor's boyfriend, Kenneth Walker."I'm scared. I don't know what to say," Walker told investigators on the same day his girlfriend was shot and killed in their apartment during a drug raid by Louisville Metro Police.Grand jurors listened to a series of interviews police conducted with Walker.Walker said he and Taylor were watching a movie when the first knock on the door happened. As more knocks came, Walker told investigators the repeatedly yelled, 'Who is it?' with no response."She's yelling at the top of her lungs, and I am too at this point. No answer. No response. Nothing," Walker said. "I was scared to death."Knocking continued as they were getting dressed. Walker told investigators he grabbed his gun at that point."It's the middle of the night, [someone is] knocking on the door and not even saying who they are. What are you going to do if you're at home with your family, and somebody is knocking on your door, and you don't know who it is after you've asked?" Walker defended himself when investigators questioned him later about the gun.While walking to the door, Walker said he saw the door come off the hinges."I let just let off one shot. Jonathan Mattingly's thigh, but Walker's attorney has disputed the fact.Walker told investigators he and Taylor dropped to the ground when police began firing, and the gun fell from his hands. When the shooting stopped, Walker said he saw Taylor bleeding near him."She's right here bleeding, and nobody's coming, and I'm just confused and scared. I feel the same right now," he said.In questioning, investigators asked Walker about his and Taylor's history with law enforcement. Walker told them Taylor's record was clean while he had recently done jail time for a DUI. As investigators pressed Walker to answer why he believed police might be at Taylor's apartment that night, he responded that he didn't know. He said he thought someone was trying to break in."As I said, I and her have no dealings with the police," Walker said.
