Police Chief Jeff Bachman said his men have added a new type of ticket to their arsenal: A yellow slip recognizing the actions of residents who take time to do the right thing for others."You'll get a call from maybe a disabled motorist, someone with a flat tire, and you pull up and someone is already changing that tire," Bachman said. Those are the people honored by the new golden tickets, each of which comes with a Walmart gift card. Bachman said he hoped the initiative would inject some happiness into his community and help people connect with police in a positive way."We see a lot of negativity on the news, in our job, but why not accent the positive?" he said. "People do good things."Twenty-one-year-old Sadie LaRoque and 20-year-old Matthew Murphy were the latest golden ticket recipients this week."We were sitting in the parking lot of the movie theater after our movie got out, and we saw some teenagers acting suspicious -- leaning up against somebody's car, touching it," LaRoque said.These witnesses turned investigators wanted to do the right thing, so they approached the teenagers and jotted down their license plate information, which went a long way for police. Outside of the race for president, the 2020 Election was historic.It was the first time that Republican stronghold states voted in favor of marijuana, as both South Dakota and Montana voted to legalize recreational use of the drug.Arizona, a more moderate state, along with progressive New Jersey, also voted to legalize recreational use during the 2020 Election.“Once people legalize it they like it. They like prohibition ending,” said Brendan Johnson, a former U.S. Attorney for the district of South Dakota.In South Dakota, the vote to legalize marijuana on Nov. 3 passed with 54.2 percent approval, while 62 percent voted to re-elect Donald Trump as president; a once-partisan discrepancy that could also be seen in Montana, where 56.9 percent of the electorate voted for Trump and 57.8 voted for legalization.“Part of our state’s libertarian streak, which leads people to believe that the government doesn’t have a role to play in this, and, frankly, prohibition carried the day along with economic costs of building larger and larger prisons across the state,” said Johnson.According to Johnson, 10 percent of South Dakota’s arrests last year were for marijuana possession, oftentimes only a few grams. He says it is a number that is seen in states countrywide and one that has swayed Republicans to vote for a bill that they once may have not.In 1992, only about 25 percent of the party supported legalization nationwide, where today, that number stands at 53 percent, according to the Justice Collaborative Institute.“It became very hard to point towards legalization and say there was anything that was moving the topline numbers,” said Andrew Freedman, a vice president for Forbes-Tate, a bipartisan public advocacy firm.Freedman helped implement Colorado’s marijuana laws when the state became the first to legalize recreational marijuana in 2014. He said they were planning on moving to Arizona to be closer to her sister who recently bought a house there.Thy will be brought back to California to be laid to rest.The landlord said he had met Fernando Acosta before, saying he was her boyfriend, and he was a normal guy. He said Acosta had spent some time in jail, but that has not been confirmed by authorities.---------------------A 25-year-old Arizona man who was driving a San Diego-area woman's car is accused of fatally stabbing her after the vehicle veered off a freeway and crashed Friday morning.Fernando Acosta of Phoenix got out of the car and accosted a witness with a knife before repeatedly stabbing Martha Thy of Spring Valley, California, along the Loop 101 freeway in Peoria, according to an Arizona Department of Public Safety probable-cause statement released Saturday.Thy was stabbed while she was still inside the white Lexus sedan and then while on her knees on the ground outside it after she crawled out and closed a door behind her. Acosta initially was in the driver's seat when he began stabbing Thy, who was seated in the passenger seat, the statement said.He then got out of the driver's side of the vehicle, going around to the passenger's side and resuming stabbing Thy before returning to the driver's side when she attempted to get away, the statement said.Thy died at a hospital. The statement said she was stabbed or cut at least 20 times.Several bystanders got out of their vehicles and tried to stop Acosta from attacking the woman.Gustavo Mu?oz was one of those bystanders. When he saw the crash, he immediately pulled over and jumped out of his car to help.“I ran towards the vehicle, and when I got to the other side of the ditch the man comes out with a knife. Hands full of blood. [His] face, body was filled with blood,” said Mu?oz.Mu?oz says he yelled for other drivers who stopped to help.“The guys that were there, they got their gun so we could try to scare him,” Mu?oz said. "One man fired shots at the ground to see if he would drop the knife and stop stabbing the lady that was in the vehicle.”Mu?oz told ABC15 that eventually one man ran and tackled the suspect and knocked the knife from his hands.
