 HARTFORD, Connecticut (WFSB) — Environmental officials said mosquitoes in 40 Connecticut towns have tested positive for West Nile virus.The most recent detection was on Wednesday in South Windsor.The highest number of mosquitoes testing positive is along the shoreline and in Fairfield County, and in the greater Hartford area.So far, the Connecticut Agricultural Experiment Station has detected West Nile virus in the following communities: Bethany, Bridgeport, Chester, Danbury, Darien, East Haven, Easton, Fairfield, Franklin, Greenwich, Haddam, Hamden, Hartford, Madison, Manchester, Meriden, Middlefield, Milford, Monroe, New Britain, New Canaan, New Haven, Newington, North Branford, Norwalk, Orange, Shelton, South Windsor, Stamford, Stratford, Wallingford, Waterbury, Waterford, West Hartford, West Haven, Westbrook, Weston, Westport, Wethersfield, Woodbridge.Two human cases of WNV-associated illnesses have been identified this year in Connecticut.There have been 136 human cases of West Nile virus, including three fatalities, that have been diagnosed in CT residents since 2000.“This is the critical time of summer when virus activity reaches its peak in the mosquito population,” said Dr. Philip Armstrong, Medical Entomologist at the CAES.The hot and muggy weather is creating optimal breeding conditions for mosquitoes.For more on the state's testing procedures, head to the Connecticut Agricultural Experiment Station's website here. 1463

IMPERIAL BEACH, Calif. (KGTV) - More than 60 people packed a quarterly meeting held by the U.S. International Boundary and Water Commission. Frustration grew in the room when residents realized it was a similar conversation as in past meetings. Many complained about a lack of direction presented at the meeting. "Too much talking, not enough action," said John Munns, a South Bay resident and a member of the group, Citizens for Coastal Conservancy. Carlos Pena, with the IBWC, says it's a complicated issue that involves many moving parts. The plans discussed at the meeting involved improving the wastewater infrastructures in Tijuana or creating defense structures in the U.S. along the border to protect its communities from sewage runoff. It could also be a combination of both. However, each of the projects would cost millions of dollars. It would also take planning, funding, and construction. They are solutions that will take years to accomplish, according to Pena. They will be creating a berm or land barrier to protect areas from runoff. They plan to finish that by the summer. But Pena admits it is more of a band-aid than a solution. 1164

(CNN) -- A task force that looked into scores of horse deaths at California's Santa Anita Park found no animal cruelty or criminal activity, Los Angeles County District Attorney Jackie Lacey said Thursday.The number of horses that were being euthanized or dying after accidents at the famed facility gained nationwide attention when officials briefly suspended racing in early March over concerns about the number of deaths."Horse racing has inherent risks but is a legally sanctioned sport in California," Lacey, who led the panel of prosecutors and investigators, said. "Greater precautions are needed to enhance safety and protect both horses and their riders."RELATED: 3-year-old horse euthanized after suffering injury at Del MarThe task force looked into the 56 deaths that occurred between July 1, 2018, and November 30, 2019, and "did not find evidence of criminal animal cruelty or unlawful conduct relating to the equine fatalities."The task force, formed in March, had recommendations for post-death investigations, identifying preexisting conditions, track maintenance and enforcement. It proposed an annual fatality report, facility investigations, enhanced penalties for violations, and establishment of a tip line to encourage reporting of suspected animal abuse.CNN reached out to Santa Anita Park and to the California Horse Racing Board for comment but didn't get an immediate reply.RELATED: Del Mar Thoroughbred Club upgrades horse safety for 2019 racing seasonWhen Santa Anita reopened for racing in late March there were numerous changes: Trainers had to apply two days in advance before working out a horse; jockeys had to replace whips with softer "cushion crops" and restrictions on steroids, anti-inflammation drugs and race-day medications were instituted.The task force report says improved safety policies had "reduced the number of fatal racing and training incidents."The report shows the 49 deaths in the fiscal year (July 1, 2018, to June 30, 2019) were higher than the previous fiscal year but lower than the two years before then."Since 2009, the national average for catastrophic racing breakdowns has declined almost 20 percent," the report says.The number of deaths listed in the report differs from those in recent media stories because the panel looked at a longer period of time. Since she took over last November, each dog that has passed through here has found a forever home.“As of November 1st, we have saved 565 dogs and cats out of Taft,” said Kayla Denney. Denney is flying out to San Diego, California, to accept her award on Monday, an honor she says she knew nothing about.“There are thousands of applicants, I didn't know I was nominated,” said Denney. “I became the 2019 unsung hero for the country so one person in the whole United States and it still just blows my mind that that's still a thing.”The award is for her lifesaving efforts that have made a difference in Taft.Out of thousands of nominees, Denney made the top 5 in February, and was awarded ,000. Now that she's won first place, she’s getting an extra ,000.It’s money she says will go directly to helping improve the conditions of the Taft animal shelter. “It’s an older shelter and its run down,” said Denney. “We got lights thanks to a donor who put in electricity for us, but I want indoor outdoor kennels with a guillotine in between so when it’s raining we can put them inside.”“We want an area where they can have meet and greet out in the field and somewhere, they can have grass time rather than just cement time.”Denney has big plans for Taft.
