Defense Secretary James Mattis is expected to sign deployment orders as soon as Thursday that could send 800 or more troops to the border with Mexico to help border patrol authorities stop a caravan of migrants from Central America moving through Mexico to enter the US, according to three administration officials. The officials tell CNN final details are being worked out including where the troops will come from and their specific tasks. The troops will not engage in lethal operations to stop the migrants. Instead they are expected to provide fencing, wall materials and other technical support at several key points along the border where it is believed the migrants may try to cross. The troops will also provide tents and medical care for border authorities in those areas. The troops retain the right of self-defense, but border patrol officers will still be the ones physically stopping illegal migration, the officials said. 941

DEL MAR, Calif. (KGTV) - Work to repair two washout areas near the train tracks on the Del Mar bluffs will lead to a partial rail closure this weekend, the North County Transit District said Wednesday. A project team was able to move up the repair timeline from January to Dec. 14-15, according to the NCTD. The washouts were first reported during a storm over the Thanksgiving holiday. All rail operations from the Solana Beach train station to Santa Fe Depot downtown will be halted and replaced with bus bridges for COASTER trains. DEL MAR, Calif. (KGTV) - Met with fierce opposition, a plan to install fencing along several miles of train tracks in Del Mar has been put on hold. The plan was put forth by the North County Transit District which operates the Breeze, Coaster and Sprinter train routes.NCTD said it had obtained grants to fund the project, with the goal of stopping people from crossing the tracks illegally. NCTD said the fence would also help prevent erosion. But at the Del Mar city council meeting Monday night, city staff announced the plan had been put on hold.“I had some specific conversations with the executive director. City staff also had some conversations,” said Dave Druker, a Del Mar city councilmember who’s also on the NCTD board. The plan had received criticism from Del Mar residents, who in letters to the council complained about the potential damage to the view as well as restricted access to the beach.City staff announced that NCTD’s executive director said the transit agency will be hiring a consultant to perform a safety study. A fence will be still considered but so will other alternatives like extra signs, public education and additional crossing points. That last point was already on the agenda. The city council voted to move forward on a 0,000 feasibility study that would look at four new crossing points and beach access trails. The crossings would still be a short-term solution. SANDAG has approved a plan to move the tracks off the bluff, which in addition to safety concerns also faces worsening erosion. It’s part of their 2050 plan and is estimated to cost 2 to 3 billion dollars. But so far, the money has not been secured. 1665

DEL MAR, Calif. (KGTV) - A trio of teenage girls is helping the Community Resource Center fill their "Holiday Baskets" this year. The girls, Lucie Babcock, Talia Buzi and Abbie Raysman, donated hundreds of dollars' worth of toys, food and household items to the CRC's yearly campaign."It's just a great feeling to know you're givine and helping people have an amazing holiday season," Lucie says. The three girls held a bake sale earlier this month to raise money. They sold muffins, cookies, brownies, coffee and orange juice in their Carmel Valley neighborhood."It was so much fun," says Abbie. "Lucie's brother was dancing in the middle of the street with a sign, stopping traffic."The bake sale raised around 0, which the girls used on a shopping spree for the donations. The CRC Holiday Baskets program helps 1,600 needy families in the North County. It gives them toys, clothes, food and more for the Christmas season. Organizers say they're impressed with the young girls' desire to give, and that it's small donations like these that help them serve so many people.Lucie started donating to Holiday Baskets when she was 9 years old. Over the years, her bake sale grew to the point where she needed help. Her friends Talia and Abbie were happy to lend a hand."I think it's a really great organization," says Talia of the CRC. "This is a great way to help people who are less fortunate."Lucie says it's all about making sure other kids get the same feeling of joy she does during the holidays."That's what I try to think about, that a kid who's not expecting anything can wake up and have something like this. That's just incredible for them." 1657

DEL MAR, Calif. (KGTV) — A North County photographer captured five great white sharks swimming about 50 yards off the coast of Del Mar on Thursday.Jedd Wasson, of Del Mar, said he was on the lookout for the sharks as he flew his drone in the area. To his surprise, he not only spotted one, but in total, five juvenile great white sharks calmly gliding through the waters just offshore."So I was actually purposely finding them because I'd been hearing reports of them in Del Mar around 11th Street," Wasson told ABC 10News reporter Steve Smith. "I was surprised at how many there were. I was expecting just a couple but sometimes I would just follow it on the screen and then another one would appear in the frame. I'm like, 'Oh wow, there is quite a lot of sharks here.'"The sharks appeared to be about 8-feet long, Wasson said."I've seen one myself while I was paddleboarding so I can approximate the size, but usually the juveniles tend to come in closer to shore which is what I saw from the drone," Wasson said.Expert Ralph Collier, of the Shark Research Institute, confirmed the sharks appeared to be juvenile great white sharks. Collier added that, before swimmers get too worried, the clarity in the water should help the sharks better distinguish between person or prey. But swimmers should still be cautious."The one I saw was just cruising along the reef then it darted away, so I'm not concerned it's out to get me. I mean, it's their home, we're just in it so I wouldn't worry too much about them but you can always be cautious," Wasson said. While Wasson says he contacted Del Mar Lifeguards about the sightings, lifeguards said there were no posted warnings Friday. 1687
