TIJUANA, Mexico (KGTV) - Two people in a Utah-registered truck crashed into vendors and other vehicles on the Tijuana side of the U.S.-Mexico border at the San Ysidro Port of Entry Monday, Televisa reported. Two people in a black Chevy truck with Utah license plates started a fight with a pedestrian about 3 p.m. at Boulevard Gral Manuel Márquez de León and Paseo de los Héroes, according to Televisa, which cited Tijuana Police Chief Mario Martinez. Minutes after the fight, the suspects drove to the border crossing where they struck more than 15 vehicles waiting to cross into the United States and ran over 15 vendors, the news agency reported. The suspects were a man and woman, possibly American, Televisa report. The two were arrested and taken to the hospital. There's some misunderstanding about medical exemptions to wearing masks.A legal expert tells us the Americans with Disabilities Act (ADA) makes it so businesses must make reasonable accommodations to everyone. The key word there is reasonable.“The problem with what's going on right now and some of the things that have been going around the internet, is that the advice, kind of spurious advice that's being put forth is to use the provision for reasonable accommodation as a sword rather than as a shield,” said David Tarrien, an associate professor at WMU-Cooley Law School.Tarrien says the conditions that qualify as a mask exemption have a smaller scope than many realize. For example, he says asthma patients likely do not fall under that scope. But later stages of pulmonary respiratory disease, emphysema, or a serious mobility issue can be "legitimate" reasons.Furthermore, you could face repercussions for lying.“If they're claiming that they have a disability and they don't have a disability, if that is found out, then there are criminal and civil penalties for that,” said Tarrien.As for privacy concerns, Tarrien says store employees are allowed to ask customers why they're not wearing a mask. If you refuse to answer, they may refuse entry.Even if you give a legitimate reason to not wear a mask, you may still be refused entry. That's because the ADA does not apply if there's a “direct threat” to someone's health or safety.Tarrien says HIPPA privacy laws also do not apply in this kind of situation. Tourism spending in Oceanside set a record in 2017, with visitors shelling out 1 million last year.The new numbers, from a study by Dean Runyon Associates, were announced at the city's 8th annual Tourist Summit."It’s an exciting time in Oceanside," says Visit Oceanside CEO Leslee Gaul. "We’re really going through renaissance here."The city has had seven straight years of growth in tourist spending. The numbers in 2017 were 10.1% higher than 2016. Employment in the industry is also growing steadily. Tourism supports more than 3,300 jobs in Oceanside, and jobs in that sector have had averaged a 5.1% increase since 2010.Tourists spent 0 million on hotel rooms in 2017. That's up 11% from the year before, and it's twice the amount they spent in 2010. That gave the city million in Transient Occupancy Taxes, money that goes directly into the city's general fund to pay for city services, infrastructure, parks and more.Gaul thinks more people are coming to Oceanside because the city offers a more laid-back version of the Southern California lifestyle."We’re still one of the classics, Southern California beach communities," she says. "We really have what appeals to visitors today. They’re looking for that local, authentic experience and I think being slow to grow over the past few years has really been a benefit to our community."Local business owners say the increase in tourists is helping them expand as well. Arthur Escobar owns Oceanside Boat Rentals. He says business is so good, he's already bought two new boats for this summer season. He expects to buy two more by the end of the summer. He's also hiring 7 or 8 more employees for the season."This is a nice, friendly town," says Escobar. "There's no hustle and bustle, The beach here is incredible, three miles of big sandy beaches, you don’t get that most places."The study also showed a significant increase in spending at local restaurants. Gaul thinks that's part of what's fueling the city's renaissance. "There have been dozens of new restaurants opening in the last few years, and we have more on the horizon," she says.There are also more hotels planned, including a pair of new properties near the iconic Oceanside Pier.
