SAN DIEGO (KGTV) — Thursday night, the State Board of Education voted to decline the renewal charters for all four Thrive Charter Schools in San Diego. They explain the test scores are too low and keep dropping. The vote technically didn't carry because the board needs six votes to pass any motion. The vote Thursday night was four to two, not all members were present for the vote. If the schools are forced to shut down, nearly 1,000 students would have to look for new schools at the end of the school year. She tells me this is her daughter's first year, "it's been a Godsend because I was so done with not being able to have LeLe brought up to her potential in the public schools". This school year, Buehler moved her daughter to Thrive and says she doesn't think the state board should shut the schools down solely based on that, "it's mind-blowing because this is going to change so many students lives, not the better, and it’s a shame that it's based on numbers on a paper when you actually see these are future leaders in our community."Meanwhile, some parents have already contacted the San Diego Unified School District to enroll their children for next year. The District Operations Support Officer, Marceline Marques, tells 10News, "in the past 24 hours, we've already placed 60 students throughout the district from Thrive". SAN DIEGO (KGTV) — The Port of San Diego will begin its first over water testing of lighting on the San Diego-Coronado Bay Bridge, as the Port continues efforts to install lighting across a portion of the bridge.The testing will start on Sunday, Nov. 8, and continue to Saturday, Nov. 14, from 6:15 p.m. to midnight.The testing will include 170 computer-programmed LED lights and controllers temporarily installed on three of the bridge's tallest columns near the center of the structure. Each night, a live technical test will be conducted in different colors, combinations, sequencing, and arrangements."This bridge lighting test provides San Diego a unique opportunity to see what’s possible and how the infusion of technology and art can make people feel connected to, and inspired by, our beautiful waterfront," said Commissioner Marshall Merrifield, Port of San Diego Board of Port Commissioners. "Our goal is to ignite the imaginations of every person in the San Diego region, and after years of dedicated time to the project, bring forward a viable, beautiful addition to the nighttime skyline."The testing will see periods of darkness as other aspects are being tested, so the lighting won't be constant illuminated.The upcoming testing is the second test of the project. The first took place in April 2019, when lighting was tested on two columns over land on the San Diego side of the bridge.Following the over water testing, the Port will reach out to community members for input about the lighting and design. 1530

SAN DIEGO (KGTV) - The San Diego Fire Marshall explained to 10News in an exclusive interview Wednesday why dozens of residents in a Little Italy apartment complex were trapped when a vandal flooded their stairwell.February 25th, around midnight residents heard the alarm go off, their only route of escape was to head to the stairs, but once they reached the bottom, they realized there was too much water to get out. When they climbed back up the stairs, they realized, they were locked in."It felt like a waterfall coming down on you," Resident Ryan Lange said."It was a freak accident," Fire Marshall Chief Doug Perry said the issue is the doors were supposed to unlock whenever an emergency alarm goes off. "When you're in an interior stair it's supposed to be openable from the egress side and ingress side without any special knowledge," Chief Perry said.Normally the locked hallway doors act as a way to protect residents from intruders. Chief Perry said the building management is being notified of the problem and given three options to fix it.Those are:-Install hardware on the doors so they unlock automatically when an alarm is triggered.-Install a button in the lobby so firefighters may unlock the doors during an emergency.-Install a phone on the 5th floor so anyone in the hallway can call a 24/7 service to unlock the doors remotely during an emergency.Chief Perry said the issue would've become apparent during their annual inspection, "we were right about the time frame where in the next two or three months we would've been in that building, we walk the whole building, check all the life safety stuff."So how did this fall through the cracks in the first place? The building's approved plans on file show the fire code was missed in the developing stages. "The onus is truly on the architect, because the arcitect is the design professional who knows these codes inside and out," Chief Perry said human error is always a concern.Thanks to Chief Perry, a fix is on the way or 1810 State Street.
