SACRAMENTO, Calif. (AP) — California has recorded a half-million coronavirus cases in the last two weeks, overwhelming hospitals in urban centers and rural areas. Gov. Gavin Newsom says a projection model shows California could have 100,000 hospitalizations in the next month. Mobile field hospitals are being set up outside facilities to supplement available bed space. At least three are being set up in the Los Angeles and Orange County area, which hit 0% ICU bed availability last week. Other "alternative care" facilities, as the governor refers to them, have been set up near Sacramento and along the Mexican border about 50 miles east of San Diego.“The ICU is at 105% capacity,” Orange County Supervisor Doug Chaffee said of St. Jude. “They’re using every available bed. The emergency department has an overflow ... All the Orange County hospitals are in the same situation. It is dire, so they’ll soon be erecting a tent in the parking lot, probably for triage. I think what we’re seeing is not a surge, but a tsunami.”The governor says he’s likely to extend his stay-at-home order for much of the state. He acknowledged the orders for the Southern California and San Joaquin Valley regions will probably be extended. The orders remain in place for three weeks, and are triggered when a region's available ICU bed capacity dips below 15%. Both of those regions, which combined cover 23 of 58 counties and the lower half of the state, have an ICU bed availability level of 0% according to the California Department of Public Health. The San Francisco Bay area has an ICU bed availability of 13.7%, it's at 16.2% in the Sacramento region and 28.7% in Northern California. 1686

The plan would cover the state's estimated .3 billion shortfall while avoiding most of Gov. Gavin Newsom's proposed budget cuts to public education and health care services. The agreement is similar to a plan the state Senate released last week. That plan avoids the most painful cuts by delaying billions of dollars in spending into future years. SACRAMENTO, Calif. (AP) — California lawmakers are abandoning a proposal by Gov. Jerry Brown to shield electrical utilities from some financial liability for wildfires. For now.There's not enough time to settle the contentious and complex issues involved before the legislative session ends Aug. 31, Napa Democratic Sen. Bill Dodd told the San Francisco Chronicle on Saturday."It was a tough fight ... so we are pivoting," said Dodd, co-chairman of the legislative conference committee on wildfire preparedness and response.Brown's proposal would have let judges decide how much utilities pay when their equipment causes wildfires. It would have softened a legal standard that generally holds them entirely responsible for the costs of fires triggered by their power lines or other infrastructure.Current California law holds utilities responsible for damage from fires ignited by their equipment even if they have followed safety rules.Those who want to change the law fear utilities could go bankrupt or significantly raise prices for California residents as climate change makes wildfires even more severe.Lawmakers raised concerns about Brown's plan at an Aug. 9 hearing on the proposal. They said it would give utility companies too much protection without ensuring they safely maintain equipment.The issue was raised last fall when Pacific Gas and Electric Co. launched a lobbying campaign with other big utility companies to change the system.It's unlikely they'll drop their fight but they will lose a key ally in Brown, whose term ends in January. 1574

(KGTV) -- A federal judge has sided with the Trump campaign's request to halt a California law that's aimed at forcing the president to release his tax returns.U.S. District Judge Morrison England Jr. said Thursday that he'll issue a formal ruling by Oct. 1.The ruling marks a major victory for Trump, who is fighting multiple Democratic-led efforts to force him to reveal the returns. California is expected to appeal.The Trump campaign and Republican parties have sued over the law requiring candidates to release their tax returns to appear on the March 2020 primary ballot.Democratic Gov. Gavin Newsom signed the law in July.Lawyers for Trump and Republicans argue that it violates the U.S. Constitution by adding an additional requirement to run for president.
