(KGTV) - The Rugby team at MiraCosta College has qualified for the National Championships in Pittsburgh.The Spartans Rugby program is in its first full competitive season, and due to the lack of Junior College teams in Southern California, they play a schedule that consists of NCAA 4-year schools.The MiraCosta Rugby team is made up of around 40 players, many of whom have backgrounds in football and wrestling.The team doesn't lack for experience, as a few players have been playing for over 10 years, like Ian Crilly, who says he's pleased with the team's progression."I've been playing for about 12 years now, so it was a little rough with these first year players. Trying to get them up to speed but we got there," said Crilly.The Spartans begin play in the National Championships on April 21, and win or lose, they feel all there success this season has put the school on the map for athletics. (KGTV) - A major turning point for the town of Oceanside was the creation of Camp Pendleton."It was just a village, Oceanside was just a village and all of a sudden you have all these workers coming into Oceanside for a place to sleep, a place to eat," said Faye Jonason, History and Museum Director at Camp Pendleton since 1996.According to the Oceanside Historical Society, the town's population more than doubled in five years. Restaurants, schools, and hotels were bursting at the seams. The Japanese attack on Pearl Harbor spurred the U.S. Navy to purchase the 132,000 acres of Rancho Santa Margarita y las Flores Mexican land grant. The base was only supposed to be temporary, but the process of turning the quiet Rancho into the world's largest Marine Corps Base had begun. "I think they found it was such good training area, they weren't about to let go," said Jonason. The Oceanside City Council will decide Wednesday whether it should have the authority to appoint the City Clerk and City Treasurer. The city says the positions have become “significantly more complex” due to state laws and regulations. “Both positions perform critical City functions, and they require specialized education and experience to property discharge their many duties that likely cannot be properly achieved (or guaranteed) via an elected position.” The City Treasurer position has been a controversial one in Oceanside. In 2016, incumbent Gary Ernst died just weeks before the election, leaving Oceanside resident Nadine Scott as the lone living person on the ballot.
