In each circle, it will always pass the two polars," said Wang Yejun, chief engineer of the Beijing Aerospace Control Center (BACC).The round orbit is also the final destination of the probe, where it is supposed to start carrying out all the planned scientific exploration tasks.It was originally designed to stay on the orbit for one year, but a researcher estimated that fuel saved by smooth operations and precise maneuvers may prolong its life span.Chang'e-I, named after a legendary Chinese goddess who flew to the moon, blasted off on a Long March 3A carrier rocket on Oct. 24 from the Xichang Satellite Launch Center in southwestern Sichuan Province.

China pledged to boost the social and economic development of its remote and poor border regions, under a plan unveiled by the central government on Friday. China will try to "elevate the overall social and economic status of border counties to the average level of the provinces and autonomous regions in which they are located", according to the plan titled "revitalizing the borders and enriching the people". The plan, which will run until 2010, said central and local governments will increase investment in "border issues, welfare and infrastructure construction in border regions". Financial institutions will have to actively respond to legitimate needs for loans in border regions and policy banks will give preferential treatment to these regions in infrastructure construction, the plan said. China will also upgrade straw dwellings and dilapidated buildings in the regions, in a step-up effort to establish a minimum guaranteed living standard. In April, the central government said it would dole out 300 million yuan (38.8 million U.S. dollars) every year for the next four years into the development of 22 ethnic minority groups. Most ethnic minority groups live in impoverished western regions and border areas in 10 provinces or autonomous regions such as southwestern Yunnan, Guizhou, Tibet and northwestern Xinjiang and northern Inner Mongolia. They had an annual per-capita net income of 884 yuan at the end of 2003, far below the average of 2,622 yuan for rural residents, according to statistics from the State Ethnic Affairs Commission.

Fifty-two workers were trapped early Sunday when a torrent of mud and water engulfed a rail tunnel under construction in central China. BEIJING - Chinese central government offices suffered a day without air-conditioning as they warmed to a campaign to cut energy consumption and improve energy efficiency, Xinhua news agency said on Wednesday. Tuesday's campaign, dubbed "experiencing energy shortage", targeted offices and government departments under the State Council, the nation's cabinet. "Beijing was not as sun-burning as previous days on Tuesday, but the overcast weather still made people sweat in the afternoon," Xinhua said. China's capital has unleashed "energy police" to enforce limits on air-conditioner use as the government pushes to save power and clean polluted skies, state media said this week. China last year vowed to cut energy consumption for every unit of economic activity by 20 percent by the end of 2010. But feverish economic growth has so far defied the target. The government's latest weapon is 22 officials who will check whether offices, hotels, malls and other big buildings in Beijing are observing a demand to set air conditioning no cooler than 26 degrees Celsius (79 Fahrenheit), the Beijing News reported. Worried that the nation cannot sustain resource-sapping growth, the central government has repeatedly ordered officials and companies to save energy. Efforts to clear the capital of pollution have taken on a new urgency with the 2008 Beijing Olympics just over a year away. Chinese President Hu Jintao and other officials have said the country is committed to emission reduction, but refused mandatory caps. Beijing has held up its voluntary energy saving measures as an important contribution to fighting global warming, and called for more technological help for clean energy.

  

Visiting US Chief of Naval Operations Mike Mullen reaffirmed in Beijing on Tuesday that the United States will not support Taiwan independence and will adhere to the one-China policy."The United States will not support Taiwan independence or any unilateral move toward that direction on the part of Taiwan," Mullen told reporters at a press conference.As a guest of Chinese People's Liberation Army Navy commander Wu Shengli, Mullen arrived in China on August 17 for a friendly visit. He delivered a speech at a Chinese naval academy and observed naval exercises from on board a Chinese warship.During the visit, Mullen also met with Chinese Defense Minister Cao Gangchuan and Guo Boxiong, vice chairmen of China's Central Military Commission.China-US relations are one of the most important bilateral relations in the world, Cao told Mullen, noting that flourishing bilateral ties will not only serve the fundamental interests of the two countries and two peoples, but will also be conducive to the peace, stability and prosperity of the region and world as well.Agreeing with Cao's view on bilateral relations, Mullen said that US-China relations are very important and the dialogue between the two nations as well as the two militaries is "critical".Mullen, who has been nominated by US President George W. Bush to become the next chairman of the Joint Chiefs of Staff, promised to Cao that he would continue to nurture the bilateral ties no matter whether he serves in his current position or as Bush's major military adviser and leader of the US Army, Navy, Air Force and Marines, according to a press release provided by the Chinese Ministry of Defense.Mullen also expressed his hope that exchanges and cooperation in such fields as military academic education and exchange visits of warships, could be further boosted in an effort to increase mutual understanding and trust, said the press release.
