DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. She's owned horses as long as she can remember, and loves them with all her heart.Friday night, a jazz-infused, Hor d'oeuvres laden party at L'Auberge, the honorees transported attendees to smoke and flame-filled, frantic memories."His pen was on fire because he was in sawdust, literally drug him out of the pen," Marrs said, adding that on that day she lept inside and dragged the horse out, leading him and others along the way to the infield with another worker. They were almost to the end of the tunnel when, "next thing we're facing is a 50-head herd of horses, coming straight at us. So all we could do is basically plaster ourselves against the wall and close our eyes and pray we didn't get hit because if we got hit, we would've been knocked down and trampled to death."She made it unscathed and headed back for her barn where she knew another horse was waiting. When she returned, she faced devastation."I'm still looking for a hose to try and put him out, like I can save him. I tried to get in my barn, but it was so hot, I was stepping over flames," she said. Marrs knew he was already dead. She described it as a horrible, guilt-filled moment. DESCANSO, Calif. (KGTV) - Four people were seriously injured and one person is in custody following a pursuit with Border Patrol agents on Interstate 8 in East San Diego County Tuesday.Border Patrol said a blue Ford Expedition failed to yield to a marked vehicle just before 11 a.m. on I-8 near Buckman Springs Rd. The vehicle continued on, at one point reaching over 100 miles per hour, and lost control as it approached slower moving traffic. The Ford then careened off I-8 near Japatul Valley Rd., rolling down a ravine and landing on its roof.Two passengers, who were unrestrained, were ejected from the vehicle and sustained major injuries. Two other passengers sustained minor to moderate injuries. All four were taken to Scripps Mercy Hospital San Diego and Sharp Memorial Hospital.The driver of the car, a 23-year-old U.S. citizen, was uninjured and tried to flee from the crash, Border Patrol said, but he was quickly apprehended and placed in Border Patrol custody.Three of the four passengers are Mexican nationals, according to Border Patrol. The driver has been charged with smuggling.All occupants' names and identities have not been released. 1215
