A new report from the Government Accountability Office released Thursday criticizes the federal government for sending out .4 billion in stimulus payments to dead people.The independent watchdog report says the Treasury and IRS sent almost 1.1 million payments totaling nearly .4 billion to deceased individuals around the country.“IRS announced that if a payment was issued to a deceased or incarcerated individual, the total amount should be returned,” read the report. “However, the IRS does not currently plan to take additional steps to notify ineligible recipients on how to return payments.”The GAO is an independent investigative agency that reports its findings to CongressThe agency found that the IRS failed to access death records maintained by the Social Security Administration before sending out the payments.“Typically, IRS uses third-party data, such as the death records maintained by the SSA to detect and prevent erroneous and fraudulent tax refund claims,” read the report. “However, Treasury and IRS did not use the death records to stop payments to deceased individuals for the first three batches of payments because of the legal interpretation under which IRS was operating.”J. Tilden, who lives near Indianapolis, was surprised when he got a ,200 paper check in the mail for his mother, Lillian. Lillian’s death certificate shows she died on Jan. 12, 2018 at the age of 73."So I was surprised and immediately thought about how this was potentially something that was a fraud," Tilden said. "I just thought this is crazy. I can't believe I am getting a check for this particular situation when she's been dead and gone for two years."Tilden is not alone."I posted it to Facebook and actually had several people tell me that they knew others who had been in the same situations,” Tilden said. “So I'm thinking this is a problem, not a one-off situation."Anyone who gets a check for someone who died should return the check to the IRS, and write “void” in the endorsement section on the back of the check.“Payment made to someone who died before receipt of the Payment should be returned to the IRS by following the instructions in the Q&A about repayments,” reads the IRS website. “Return the entire Payment unless the Payment was made to joint filers and one spouse had not died before receipt of the Payment, in which case, you only need to return the portion of the Payment made on account of the decedent. A Nashville doggie day care has filed a lawsuit for million against people who they said have destroyed their reputation. They said online posts in a popular neighborhood Facebook page just weren't true.The Dog Spot in East Nashville filed the lawsuit for libel, fraud and other charges against Jamie Bayer and Bari Rachel Miley Hardin for comments they made on the East Nashville Facebook page starting last month.According to the lawsuit, Bayer posted in part: "...how many dogs have died at The Dog Spot?"  Adding, "I found out two dogs died there. Since then I've heard up to four, and recently even seven."The lawsuit says, among other things, Hardin posted "Lots of dogs have been killed there" and "people can't talk when they've been paid off."The lawsuit from The Dog spot says "These are false statements.""It's not acceptable, its not freedom of speech. you cannot yell fire in a movie theater," said Chad Baker, one of the owners of The Dog Spot. "Just because it's Facebook, doesn't mean you can go on, and say things that are not true, and what's being said about us is not true."There has been at least one dog death at the day care. Rachael Waldrop's Chihuahua "Hall" died after an incident with a larger dog last year. Waldrop sued the daycare last month.Hardin's attorney told Scripps station WTVF in Nashville in a statement, "This lawsuit is just another transparent attempt to silence The Dog Spot's many deeply unhappy customers..." and "The Dog Spot is about to learn a very expensive lesson about free speech, and we look forward to seeing them in court for a short period of time and exposing this ridiculous lawsuit for the sham that it is."This is not the first libel lawsuit The Dog Spot has filed. Last year, they sued after someone posted what they said was a false review on Yelp. 1877

A string of five arrests in one week is highlighting a new trend in the drug smuggling business. Teens are strapping Fentanyl to their stomachs and back and trying to walk it across the border.Since March 27th, US Border Patrol agents have made five such arrests of teenagers at the San Ysidro port of entry."It's something that the US Attorney's office is not going to sit idly by and watch the cartels manipulate these children," says Deptuty US Attorney Mark Conover.Overall, Fentanyl smuggling is on the rise. Officials say it's up 1250% since 2015. And between 2016 and 2017, the number of Fentanyl seizures at San Diego's border went up from 260 to 952.But it hasn't been until the last few months that agents started seeing teens trying to move the drug."Cartels are using high school students to recruit other high school students," says Conover. "Oftentimes it's underpriveleged students that need a few hundred dollars are are willing to assume the risk of strapping drugs to their body."The arrests show that most of the teens are US Citizens who live in Mexico with their families. They cross the border every morning for school. Many don't know the danger associated with the drug.Fentanyl is extremely potent. The amount that it takes to cause a fatal overdose is smaller than the size of Abraham Lincoln's face on a penny. Agents worry that if the package the teens are smuggling breaks, it could kill them and others around them.Already in 2018, there have been 8 confirmed overdose deaths from Fentanyl in San Diego, with another 12 under suspicion.  In 2017, there were 82. As recently as 2014, when the first Fentanyl seizure was made at the border, there were only 15."This is a binational problem, and it requires a binational solution," says Conover.The US Attorney's office met this week with the Mexican Consular General in San Diego to discuss ways to fight the new trend. They plan PSAs that will air on both sides of the border, and an educational program where they can go into schools and teach kids the legal and physical dangers of becoming a drug mule."We certainly hope the kids that would consider this, once they know the risks, once the know the consequences, once they know there's very little upside for themselves, they'll think twice," says Conover.The US Attorney's office is also working with the DA's office in San Diego on prosecuting offenders. But since the teens are in the juvenile system, oftentimes the punishment is light. For adults, 400 grams of Fentanyl carries a mandatory 10-year sentence. The US Attorney's office is hoping they can target the adults dealing the drug in the US and the Cartels supplying it in Mexico to stop the trend.They've already prosecuted 3 dealers in San Diego this year, charging them when someone overdoses. 2813

A security camera captured video of an officer in Asyut, Egypt catching a 5-year-old boy who jumped off a third-story balcony on Saturday. The video was released by Egypt's Ministry of Interior. In the video, three officers are seen looking up, as one officer grabs some fabric. A few seconds later, the boy, identified by CBS News as Ammar Motaz Abd El-Salam, lands into the arms of Kameel Fathy Geed, 45. The force of the boy falling was enough to knock over the officer. Officer, with the boy in his arms, falls to the ground, but his fall was softened by the fabric. The Ministry of Interior said that no one suffered any major injuries. In an interview with Egyptian TV network Dream TV, the boy's mother said El-Salem reportedly climbed onto a small table during a party. The boy then toppled, forcing the officers to spring into action. The mother added that no one at the party noticed. 942
