The day began with an enlistment ceremony. A Japanese-American World War II veteran read the oath of enlistment to the Army’s newest recruits. The celebration marks the first event of its kind aboard the Midway. SAN DIEGO (KGTV) – The American Red Cross of San Diego/Imperial Counties opened a shelter Thursday night for residents displaced by flooding from heavy rainstorms.The shelter opened around 9:30 p.m. at the Paradise Valley Seventh-day Adventist Church on East 8th Street in National City.Services include a safe and clean place to stay, food, hydration, comfort kits with personal hygiene items, emotional support and health services, according to the Red Cross. The shelter will stay open as long as there is a need.In response to the flooding caused by today’s rainstorms, #RedCross disaster workers are working to open a shelter this evening at the Paradise Valley Seventh Day Adventist Church (2701 East 8th Street, National City, CA 91950). SAN DIEGO (KGTV) - The City of San Diego released Friday body-worn camera video and hundreds of pages of documents related to a 2018 officer-involved shooting. Raul Rivera was shot and killed by police on Hollister Street and Tocayo Avenue in May 2018 after police say he came at them with a knife. The new documents show police collected 28 9mm cartridge casings, nine bean bag cartridge casings, and four Taser cartridges from the scene. At one point, the video shows police tasing Rivera. He appears to rip off the barbs and continued to struggle. After several minutes, the violent scene comes to an end when police shoot and kill Rivera. They say he charged them with a knife. The San Diego County District Attorney's office did not bring charges against any of the three officers who fired.The report noted, "law enforcement officers were confronted by an agitated subject who was armed with a knife and was under the influence of narcotics. Mr. Rivera urged officers to shoot him as he advanced toward them."  At the time of the shooting, family members told 10News Rivera was in a bad mental state and wished the police had helped him, not hurt him. On Friday Rivera's sister told Team 10 investigator Adam Racusin she was too shaken to talk about the loss of her brother. She would only say that she loves him and is disappointed in the way police have handled things to this point.  1495

October, 2003, the Cedar Fire broke out in the Cleveland National Forest and exploded across San Diego County. The largest wildfire in California history to that point, it killed 15 people and destroyed thousands of homes. Hardest hit were Scripps Ranch and Tierrasanta.Four years later, another firestorm raced through the north county, killing two and featuring wind gusts of over 100 miles per hour. The Witch Fire forced the evacuations of half a million people in San Diego County.Our sister TV station in Denver asked for help in covering a wildfire that burned for almost a month in Colorado. SAN DIEGO (KGTV) -- The cost of housing in California isn’t just affecting first-time home buyers, it’s also taking a toll on retirees, according to a report from Global Atlantic Financial Group. The research, based on data from more than 4,000 people nationwide, found that retirees in California spend nearly ,575 a month: 30 percent more than the average retiree in the U.S. at ,008.Housing costs that build up during working years also take a toll. Nearly half of California’s non-retired residents ages 40 and up owe an average of 4,876 on their mortgages, compared to the national average of 4,770. Global Atlantic claims that sky-high housing expenses force California residents to make sacrifices during retirement, including cutbacks on restaurants and entertainment, travel and vacations and charitable giving. Almost 40 percent of retirees nationwide are spending more than they expected."Many Americans adjust their lifestyles and cut spending once they see how quickly costs can add up in retirement," says Paula Nelson of Global Atlantic. She says it's an important lesson for those currently in the workforce to understand. "While older retirees are collecting income from employer-sponsored retirement plans, such as pensions, younger and future retirees may not receive the same benefits. Not only have pensions gradually become less common, but the data shows that younger retirees are also less likely to have much saved in other defined contribution plans, like 401(k)s," says Nelson.More than half of retirees wish they'd handled their financial planning differently, according to analysts. The top three regrets include not saving enough, relying too much on Social Security, and not paying down debt before retiring. 1758
