SAN DIEGO (KGTV) - A known homeless encampment was cleared this week after employees who work nearby said they were terrorized.The encampment on Federal Boulevard near the 805 overpass was cleared of the usual campers, RVs, stuffed cars, tents and debris commuters often saw driving by.Cal Trans said it did a clean up of the area and California Highway Patrol issued a notice to vacate 72 hours before Monday morning.Nearby, employees who didn't want to reveal where they worked for fear of retaliation said homeless people caused hundreds of dollars in damage. "Windows have been smashed, a mirror was smashed," Jim Withrow said. He described an incident in which an employee coming into work heard a woman scream in the bushes, and was rattled as she rushed to the front door.Another Central San Diego worker said a homeless man jumped the fence and walked toward the front door as an employee was trying to get in. The employee entered and the homeless man shook the door trying to open it. Another employee opened the door and found out he wanted water. She said he didn't seem to be 'all there.'Withrow said the past few months have become more intense; "people who didn't seem to have all their facilities screaming and screaming at people going by."The company went to San Diego Police for help and started putting on pressure.Withrow said he saw the change instantly. "I came around the corner off of 47th and onto Federal and wow, there's no one there."Another employee said it took months to get to this point.San Diego Police told 10News they've been educating the vagrants, and issuing warnings.Along the street, new signs are posted every few yards reading "No littering or dumping.""It feels good, I feel safer. I feel safer because my employees feel safer," Withrow said.As for where the vagrants went, 10News went to the newest Safe Parking lot, run by Jewish Family Services, and it appeared vacant.The last time the Webster street was cleared out was December 2018. The huge undertaking took three days, and was short-lived."They did come right back," Withrow said.This time employees nearby hope the extra signage and police awareness will make a difference. "Hopefully the signs keep us safe out here but there's gotta be other things to do to help the people who are hurting too," he said.A new San Diego ordinance passed in May restricts people from living in their vehicles anywhere within 500 feet of a school or residence. It also places an overnight ban between from 9 p.m. to 6 a.m. anywhere in the city, with the exception of approved lots. 2577

SAN DIEGO (KGTV) - A North Park barber salon is on the brink of shutting down due to the coronavirus.Melissa and Christopher Cage met in high school. Melissa grew up in Watts and Christopher grew up in West L.A."I love it, you know, it made me who I am. It made me strong," Melissa said.Christopher said it was a dangerous place to grow up, "shootings, drive-bys, everything. That's why I wanted to get my kids away from that."They got married and in 2013, Christopher was laid off. They had three kids with a fourth on the way and at that moment he said he would never work for someone else again.He went to barber school. Five and a half years ago the family picked up and moved to San Diego with a dollar in Christopher's pocket."I think I gave my last dollar to a bum," he said, his wife nodding behind him. They were grateful to live in their aunt's living room as they saved up for a new place. They built up enough money to rent a run-down North Park house. They remodeled it and created Originality Barber Salon. Christopher has a row of barber chairs in the front half of the business and Melissa has a serene intimate salon in the back.Their challenges didn't end when the doors opened. Melissa said their biggest challenge was being accepted by the neighborhood.In 2018, someone spray-painted a racial slur in front of their shop. They cleaned it up and used it as motivation to succeed."I'm not going to fight hate with hate, I'm not going anywhere so you're just going to keep seeing me, so might as well," Melissa said.When the pandemic first hit, they kept their positive attitude, looking at it as a vacation."It was a vacation but then it started to get a longer vacation and I'm like okay, we're starting to dip into our savings now. I'm like we need to start figuring something out," she said.They were able to reopen for a few weeks, due to the county orders, and then, forced to close again.Multiple loan applications were denied. They said they were trudging through the permitting process to work outside. When Monday came and barbers could once again work indoors, Chris said it could be too late.They have a child with health issues, putting her at greater risk for catching the coronavirus, so they're trying to balance safety with finances.The couple said their goal of the business is to leave something for their children. SAN DIEGO (KGTV) — A new report by the San Diego Food System Alliance, expected to be released in January, calls for major changes to how food is produced and distributed across the county. The findings suggest that many neighborhoods are disadvantaged by limited access to fresh, healthy food.“Our goal here is to unite people behind cultivating a healthier, more sustainable, and more just food system," said Alliance spokesperson Margaret Chiu.Chiu suggests a significant solution would be less reliance on large corporate food system suppliers, and more access to locally farmed and sourced foods. “We want better grocery stores. we want community gardens or we want access to places where we can grow our own food," Chiu said.She says the whole community benefits when it is easier to turn blighted properties into urban farming or community gardens.The Alliance hopes to work with county and city leaders to make their suggestions into policy. "I’m very hopeful that that will be the case with this study, that we will continue to have the political will to push it forward to make San Diego everything that we say that we are," said San Diego City Councilmember Monica Montgomery Steppe. 1202

SAN DIEGO (KGTV) -- A rental forecast out Wednesday predicts that San Diego County's affordable housing crisis will worsen through 2020. According to the University of Southern California Casden Economics Forecast, “even under the best case standard, few units in Southern California are affordable.”By 2020, the report forecasts that average monthly rents will increase by 9 in San Diego County, the highest among all Southern California areas.The report predicts that the San Diego will continue to see economic and population growth over the “foreseeable future” with the economy’s leading sectors continuing to draw a variety of workers.The forecast also shows San Diego’s popularity among older members of the population, including retirees.As a result, housing demand will continue in both the renter and owner-occupied markets, leading rents to increase as vacancy rates remain low.In 2020, the average rent is predicted to be ,187 with a 3.75 percent vacancy rate. 995

SAN DIEGO (KGTV) - A new report says San Diego Unified School District is losing nearly million a year due to the exploding number of charter schools.School districts receive funding per student. The report by the organization, In the Public Interest, found SDUSD loses nearly ,913 a year per charter school student, largely due to costs that cannot be reduced when a student goes to a charter school. SDUSD is the second-largest district in California.There are about 120 charter schools in San Diego County. Roughly 50 of those schools are in the SDUSD. Elva Barajas’ son attends a local charter school.“I liked what they were offering for the students. There were smaller classrooms… less than 25 kids in the classroom. It was more individualized for the students,” Barajas said.Miriam Rodriguez’s daughters go to traditional schools within SDUSD.“At the end of the day, the schools are in my community,” Rodriguez said.The report, called "Breaking Point: The Cost of Charter Schools to Public School District," analyzed three California school districts including San Diego.Superintendent Cindy Marten and SDUSD trustee Richard Barrera argued that local districts need more control over school charter decisions. Barrera said district leaders need to ask critical questions, including fiscal impact. Currently, he said they are not allowed to do so.“What is it bringing to the table, what is it adding to the mix of schools… but also, what is it taking away?” Barrera said.Michelle Anderson, Regional Manager for the California Charter Schools Association, said districts already have enough oversight. “This is really a misrepresentation of issues that came through from a report that was paid for by special interests. Charter schools are really not the bad guys in this issue,” Anderson said.Both sides agree that education funding goes beyond this particular issue, although they differ in the impact of charter schools.
