SAN DIEGO (KGTV) -- A female sea lion Monday wandered onto the streets of Point Loma, prompting spectators to gather and springing a rescue team into action.According to a passerby, the sea lion was spotted in the middle of Garrison Street around 4 p.m.According to crews, the sea lion would’ve had to cross Rosecrans Street to get to Garrison. Rescuers from SeaWorld responded to the scene, adding that the sea lion appears health and at a normal body weight, but they’ll need to further examine her to learn more.SeaWorld also said it’s unusual for a sea lion to wander that far away from the bay, but the animals have been found on porches, inside hotels and on driveways. 683

SAN DIEGO (CNS) - With regional intensive-care unit capacity still officially considered to be zero, Gov. Gavin Newsom said Monday the regional stay-at-home order imposed by the state for the entirety of Southern California will almost assuredly be extended beyond next week's expiration date."We are likely, I think it's pretty self-evident, going to need to extend those regional dates," Newsom said. "... Based upon all the data and based upon all these trend lines, it is very likely based on those current trends that we'll need to extend that stay at home order, (which) you recall was a three-week order when we announced it."The regional stay-at-home order for the 11-county Southern California region took effect at 11:59 p.m. Dec. 6, and was originally set to end on Dec. 28. Restaurants are restricted to takeout and delivery service only. Hotels are allowed to open "for critical infrastructure support only," while churches would be restricted to outdoor only services. Entertainment production -- including professional sports -- would be allowed to continue without live audiences.Four of the five regions carved out by the state are under stay-at-home orders, covering 98% of the state's population. Only far northern California is not under a stay-at-home order.The order was triggered in each area when the region's ICU bed availability dropped below 15%. As of Monday, the Southern California and San Joaquin Valley regions both had an official ICU bed availability of 0%. That percentage does not mean that there aren't any ICU beds available, since the state adjusts the number based on the ratio of COVID-19 patients being housed in the units. 2594

  

SAN DIEGO (CNS) - With just a few days left of Daylight Saving Time, bicycle riders can go to the Central Library today to pick up lights, courtesy of the San Diego County Bike Coalition.Standard Time, when we move the clock back one hour, arrives Sunday morning, meaning that nightfall will arrive 60 minutes earlier.The Bike Coalition will hand out front and rear lights from 3 p.m. to 6 p.m. at the library in the East Village at 330 Park Blvd.Coalition members will also encourage safe, nighttime commuting with safety information about riding in the dark.State law requires that people riding their bikes at night have functioning front and rear lights, according to the coalition. 699

  

SAN DIEGO (KGTV) - A candidate for the County Board of Supervisors says he may open his own doors to the homeless.Attorney and North Park resident Omar Passons is now leaning towards renovating his detached garage and housing homeless.Passons first began mulling it over after reading a recent local opinion piece touting the idea of a so-called "foster care system" for the homeless, matching transients with willing homeowners.Passons says the foster homes would likely house those needing transitional housing - perhaps several weeks - with applicants screened by a city or county agency.He plans more research on the topic, but says the idea could fit as one part of a comprehensive plan to combat homelessness."Because of the housing shortage, this becomes - at least in a portion of the circumstances - a lower-cost alternative to standing up an 80-unit building.  I do think there is space for creative solutions, and I hope this starts to open people's minds to what is possible," said Passons.Passons posted his idea on the Nextdoor app, which drew a sharply divided reaction.  Among those voicing concerns is his neighbor Anastasia Colfer, who has frequently found transients sleeping in her yard."If the transients aren't screened properly, then we have got major problems," said Colfer.  1322
