SAN DIEGO (CNS) -- Low-income San Diegans who have experienced financial hardships due to the COVID-19 pandemic can begin applying Monday for one-time emergency financial help to pay their rent.The program, which the San Diego Housing Commission is administering for the city, will provide up to ,000 per household to help eligible families and individuals pay past-due and upcoming rent.Online applications will be accepted through Aug. 7. Payments are expected to be made beginning in mid-August and continuing through September and potentially into October."San Diego's rental assistance program will directly assist individuals and families struggling to make rent and help recover the financial loss of landlords," said City Councilman Chris Ward, who proposed San Diego's COVID-19 Emergency Rental Assistance Program. "We have protected our unsheltered. We have supported our small businesses. Now we must meet our obligations to the renters of this city."The council voted 9-0 on June 30 to authorize the expenditure of .1 million in federal Coronavirus Aid, Relief, and Economic Security Act funds for the emergency rental assistance program.The public can apply for the program at covidapplication.sdhc.org."The launch of this online application is a crucial first step to help provide this essential financial assistance as soon as possible to San Diego households struggling because of COVID-19," San Diego Housing Commission President and CEO Richard C. Gentry said.Around 3,500 households could receive emergency rental assistance through the program, if all households received the maximum of ,000. SDHC staff will coordinate with selected applicants and their landlord or property management company to disburse payments. All payments will be made directly to the landlord or property management company by direct deposit.To be eligible for the program, households must have a San Diego address; 60% or below of the area median income -- ,200 per year for a family of four; must not be receiving any rental subsidies; must not be a tenant of a property owned or managed by SDHC, must not have savings with which they can meet the rent; have eligible immigration status; and have experienced hardship related to the pandemic.All applicants who meet the eligibility requirements will have the opportunity to be selected to receive assistance. Priority will be given to families with minor children and households with at least one person age 62 or older. Applications will be sorted and assigned numbers at random to identify the applicants who will receive help to pay their rent.To apply, tenants need to have their landlord's name, email address, mailing address and phone number. Applicants are also required to upload and submit supporting documents such as a driver's license, most recent lease agreement, current utility bill, documentation of household income and documentation demonstrating loss of income or increase in medical expenses due to COVID-19.SDHC will be partnering with community-based organizations, which will assist with community outreach and will be available to help eligible households complete the online application.Philanthropic donations also are encouraged to support the program. SAN DIEGO (CNS) - A man who beat his estranged wife to death with a commemorative baseball bat as she delivered food to him at his City Heights apartment was sentenced Friday to 16 years to life in state prison.Dana Marion Davis, 56, pleaded guilty at an earlier hearing to second- degree murder in the death of April Davis, his spouse of more than 30 years and the mother of his six children.The defendant beat the 51-year-old victim with a wooden bat on the afternoon of Oct. 7, 2017, then prevented a family member and police from entering the apartment, said Deputy District Attorney Stephen Marquardt. When officers finally gained entry, she was found dead on the floor.Davis told Judge Michael Smyth that he was remorseful for killing the mother of his children."She didn't deserve this," the defendant said before he was sentenced.To his children -- three of whom were present in court -- Davis said, "I am deeply sorry for the pain I have caused you."A psychologist determined the defendant suffered childhood development trauma that affected his relationship with his wife, Deputy Public Defender Amy Hoffman told the judge.When talking to police after the murder, Davis was "clearly in shock" as to what happened, Hoffman told the judge. The attorney said alcohol was involved in the fatal encounter.According to Marquardt, the defendant was on probation for domestic violence when he killed his wife. SAN DIEGO (CNS) - Customs and Border Protection agents, along with the U.S. Coast Guard, intercepted two smuggling boats, arrested six people and seized roughly 528 pounds of methamphetamine and 941 pounds of marijuana off the coast of San Diego over the weekend, authorities reported Tuesday.The first apprehension happened around 1:10 a.m. Saturday, when agents detected a panga-style boat traveling northbound off the San Diego coast, according to CBP officials. The U.S. Coast Guard Cutter Forrest Rednour helped CBP agents chase down the boat, which was eventually halted around 12 nautical miles west of Oceanside when agents fired shots into the suspects' engine.Agents arrested four people from the roughly 28-foot boat and seized 528 pounds of methamphetamine.The second seizure happened shortly before 3:30 p.m. Saturday, when the crew on U.S. Coast Guard Cutter Haddock responded to a report of a suspicious vessel and boarded a fishing boat that was docked at the San Diego Bay channel.CBP agents also responded to the vessel and found two people who did not have proper documentation to be in the United States. SAN DIEGO (CNS) - A man who was a 17-year-old gang member when he killed a San Diego police officer in 1978 has been granted parole, but District Attorney Summer Stephan said today that she is hopeful Gov. Gavin Newsom will reverse the decision. Jesus Cecena, 59, was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range. The officer died in the street, his hand still on his service revolver.Cecena was granted parole Wednesday during a video-conferenced hearing at Valley State Prison in Chowchilla. He was previously granted parole in 2014, 2015 and 2017, but each time the decisions were reversed.Cecena's latest parole hearing -- his 18th -- included a discussion of his criminal record, psychiatric factors, parole plans, and statements by representatives of the victim's family.``We are deeply disappointed that the killer of one of San Diego's finest officers was granted parole,'' Stephan said. ``This crime impacted the entire San Diego community and caused great pain for the family of Officer Archie Buggs.`` This fallen officer was so respected by the law enforcement community that a substation was named after him,'' she said. ``We are hopeful that Governor Newsom will review this parole grant and reverse it once again to keep this killer incarcerated.''In 1979, Cecena was sentenced to life in prison without the possibility of parole, but the sentence was reduced to a seven-year-to-life term in 1982 due to him being underage at the time of the shooting. 1708
