SAN DIEGO (KGTV) -- Employees at Sovereign Health in Rancho San Diego tell 10News they have not been paid for weeks.Tracy Hydorn is one of those employees. She wiped away tears, thinking about her piling expenses."I haven't been able to send my son to his prom, buy his yearbook, get tires on my car," Hydorn said. She got emotional as she talked about being able to do "basic paying" of items.Hydorn works at the Sovereign Health facility on Steele Canyon Road. She said her paychecks are five weeks behind."The people that I work with are good people and they're working hard, but the corporation doesn't care at all," Hydorn said.She is not alone. The company has six locations across the country with about 500 employees. Eugene, a driver for Sovereign Health in Florida, said his paychecks are weeks late. He was forced to take on another job as an Uber driver to make money. "I Uber'ed until 5:30 in the morning... and still didn't make enough money to pay my rent," Eugene said.A spokesperson for Sovereign Health told Team 10 payroll issues have been going on throughout the company for six weeks due to a transition to a new vendor. He would not say who that vendor was. They are hoping the situation will be taken care of by early next week and apologized to its employees. Hydorn is trying to hang on, but she is tired of the company's excuses."If anything they had said had been genuine or you could believe it, it would be easier to deal with," she said.  1496

SAN DIEGO (KGTV) — Gov. Gavin Newsom has vetoed a bill that would have required the State Justice Department to verify hunting licenses with Fish and Wildlife before approving a firearm sale to a person under 21.The proposed legislation came after ABC 10News uncovered that suspected Poway Synagogue shooter John Earnest purchased the weapon used in the April 2019 attack with an invalid hunting license that went unchecked. Earnest was only 19 at the time he bought the assault-style weapon from San Diego Guns, when the state's age-limit was 21. The age limit, however, remained 18 for those who possessed a valid, state-issued hunting license. The Justice Department does not verify hunting licenses with Fish and Wildlife, instead leaving it to the gun shop to make the only determination. The governor said creating the verification system would require a 30-month information technology project and could disrupt other firearm technology systems in development under seven other bills. "I am concerned that adding an information technology project will impede DOJ's ability to perform the work it has already been tasked," Newsom said in a veto statement. In an interview Wednesday, State Sen. Anthony Portantino expressed shock and disappointment that Newsom vetoed the legislation. "It's a loophole that needs to be closed," he said. "You can't have a system that relies on the validity of a license not being checked to make sure that that license is actually valid. The whole goal is to keep guns out of the wrong hands. This shooter in Poway got a gun based on a faulty license."Portantino vowed to continue pushing for the change, either through the governor's budget in January or a new bill next year. When making the purchase, Earnest presented a state hunting license that was not valid until July 1, 2019, two months after the alleged attack. That technicality meant the sale should have been rejected, Portantino said. It was Portantino's law that raised California's purchase age limit to 21 but created the hunting-license exemption for those 18 and older. Portantino's bill, Senate Bill 914, would have required the Justice Department to verify hunting licenses with Fish and Wildlife before approving a firearm sale to someone under 21. The bill passed both houses of the state Legislature before failing on the governor's desk.Still, legislators and Newsom did act in the aftermath of the shooting, by eliminating the hunting-license exemption for semi-automatic, center fire weapons. It still exists, however, for other guns, including bolt-action rifles and semi-automatic rimfire weapons. Israel Dahan, whose daughter Noya was injured by shrapnel during the attack, declined to comment, citing ongoing litigation related to the shooting. He said, however, that Noya, now 10, will likely need another minor surgery. He said physically she is holding up okay, but is still dealing with the aftermath psychologically.Earnest allegedly carried out the shooting the day after he picked up the gun, killing one congregant and injuring three others, including a child.A worker who answered the phone at San Diego Guns declined to comment Wednesday. 3176

SAN DIEGO (KGTV) -- For the first time in over two decades, there will be a new San Diego County Supervisor for District 1. Nora Vargas will be the first Latina to ever serve on the Board of Supervisors. The Democrat will take over for Supervisor Greg Cox, who is termed out. She beat her Democratic opponent, state Sen. Ben Hueso, by roughly 13%. Nora Vargas, a Chula Vista resident, said her background is in health care and education. She's served on the board at Southwestern College since 2013; she's been board president since 2018. She's also an executive at Planned Parenthood. Vargas said her top priority as she heads into office is the COVID-19 pandemic. District 1 primarily serves the South Bay, which is one of the areas hardest hit by the pandemic in the entire county. "For me, it’s really important that we find a balance -- how do we make sure that our small businesses are thriving, that they stay open but at the same time that our communities are healthy and safe? That has to be a priority," explained Vargas. Vargas was born in Tijuana and raised in Chula Vista where she became a U.S. citizen. As the first Latina to serve on the board, she hopes she won't be the last. "I see that as a big responsibility but also as a great opportunity to have dialogue about the issues that really matter for our communities," said Vargas. SAN DIEGO (KGTV) -- Homes burned overnight Sunday as the Valley Fire raged through the East County, burning thousands of acres and prompting a state of emergency declaration.Video from the scene showed structures and vehicles scorched by the flames. So far, 11 structures have been destroyed by the fire.As of Sunday at 8:47 p.m., the fire has so far scorched 9,850 acres and is 1% contained, Cleveland National Forest says.Evacuation orders have been issued for Barrett Lake Dam, while evacuation warnings have been issued for Lake Marina, Dulzura, Dog Patch, Potrero, Campo, Honey Springs, Barrett Junction, Dearhorn Valley, Corte Madera, Pine Valley, and the area from Lyons/Japatul Valley Rd. to the 8 Freeway.Overnight into Monday, fire crews say the fire is expected to remain active because of the lack of overnight moisture.Structures are being threatened in the Carveacre and Lawson Valley, Wood Valley, Lyons Valley, and Deer Horn Valley. The agency added that power lines that supply a large portion of San Diego County are also threatened.SDG&E says they are working with CalFire to solve any outages due to the fire, but need to wait for approval for their crews to be allowed into the area and to re-energize power lines. SAN DIEGO (KGTV) - Father Joe’s Villages will be making changes to how they serve their annual Thanksgiving meal due to the pandemic.Deacon Jim Vargas says the meals will be prepared ‘to go’ and given to people outdoors in their courtyard. As a result, they plan on needing fewer volunteers this year. Those that will be there to give out the meals will be wearing masks and practicing social distancing.Vargas says there is greater food insecurity in the community this year because of the pandemic. As a result, they are preparing more food.“We typically serve about 700 or so. We’re prepared to serve close to a thousand this year because we know there’s an increased need,” Vargas said.Anyone receiving a meal will also receive a backpack that comes with a face covering, hand sanitizer, and hygiene kits.The pandemic is also impacting their annual 5K, which is held at Balboa Park on Thanksgiving Day. This year, the event will be virtual, and Vargas says registration for the event is down. That concerns Vargas because it is their second-largest fundraiser for the year, which brings in about 0,000 for food services. 1135
