(KGTV) -- Several activist groups will gather outside the Carlsbad Police Department on Thursday, demanding change following a controversial encounter between an African-American man and Carlsbad officers last month.The group will release details on a meeting they had with the Assistant Chief of Police for the City of Carlsbad, Mickey Williams. Two other videos from police body cameras show officers meeting paramedics who were called out to a report of a man face down on the sidewalk. Police say that while medics evaluated Harshaw, he became agitated, yelled profanities and began walking quickly toward them.The department says that officers feared for the medics' safety, so they reached out and told Harshaw to stop, but he continued to yell as they tried to cuff him.Officers reported that they then used a Taser to subdue him after he continued to yell, struggle, turn and pull away.Activists dispute the department's account of the night, and they are asking the department to create an oversight board that would include community members, as well as review its de-escalation policy. 1545

CARLSBAD, Calif. (KGTV) - One man is behind bars after police said he stabbed a man multiple times before leading police on a pursuit through North San Diego County.Carlsbad officers responded to reports of a traffic collision in the 6200 block of Paseo Del Norte at about 1:20 a.m. Saturday. When officers arrived, they saw a red truck speed away and fail to yield to police.The suspected driver was later identified as 28-year-old Gervin Giovanni Chavez.At the scene, police found a man with multiple stab wounds to his head, neck, and torso and a female who was uninjured. Officers pursued Chavez and later apprehended him in Oceanside after he collided with a road median.MAP: Track crime in your neighborhoodWitnesses at the scene told police Chavez began an unprovoked attack against the man while they were in the vehicle together. The man was able to get out of the vehicle while it was still moving before Chavez stopped and got out to chase him.Chavez continued attacking the man before a woman broke up the attack. Chavez then returned to his vehicle and led police on a pursuit.Police do not believe there are any outstanding suspects. Chavez has been booked into Vista detention center and charged with attempted homicide.The victim was transported to a nearby hospital where he is undergoing multiple surgeries for his wounds. 1363

Chicago police announced at a Monday morning news conference that 66 people were shot, 12 of them fatally, between Friday at 6 p.m. and Sunday at 11:59 p.m.Chicago Police Superintendent Eddie T. Johnson said it was "no secret that we had an unacceptably violent weekend," at the news conference.In three hours beginning at 1:30 a.m. Sunday, records show, 30 people were shot and two killed in 10 incidents. In all, over the weekend, there were 33 shooting incidents. Fourteen juveniles were shot, and an 11- and 13-year-old were killed."The city of Chicago experienced a violent night," Bureau of Patrol Chief Fred Waller said Sunday afternoon. "Some of these instances were targeted and were related to gang conflicts in those areas."In at least one incident, shooters opened fire into a crowded street party, Waller said.Johnson said the issue stemmed from a small group of people such as repeat gun offenders."This isn't a widespread issue among citizens of this city. This is a small subset of individuals who think they can play by their own rules because they continue to get a slap on the wrist when we arrest them," Johnson said."I'm tired of it. Everybody in this city should be tired of it."Johnson said 46 people were arrested this weekend on gun charges, and 60 guns were seized as a result of ongoing investigations. However, he said there have been no arrests made in connection with any violence from this weekend.Experts say crime tends to pick up during the hot summer months, but Chicago Mayor Rahm Emanuel dismissed that."You can talk about the weather, but the weather didn't pull the trigger," he said. "You can talk about jobs, and they count, but in parts of the city where there aren't jobs, people did not pull the trigger."There are values. There are too many guns on the street, too many people with criminal records on the street, and there is a shortage of values about what is right and what is wrong," he added.Of the wounded who reported an age, the oldest was 62 and the youngest 11, police records show.Before the particularly violent Sunday, there were six shootings, none fatal, on Friday, and 15 shootings, one fatal, on Saturday. The Sunday shootings occurred between midnight and 2 p.m., records show.Chicago has struggled with high shooting and murder rates in recent years. CARSON (CNS) - San Diego State is scheduled to begin in its coronavirus-delayed football season tonight against UNLV at Dignity Health Sports Park in Carson, its home for this season and next as SDCCU Stadium is demolished and Aztec Stadium is built.San Diego State initially planned to make 2020 its final season at SDCCU Stadium, where it had played since 1967, but being able to expedite its demolition and construction of Aztec Stadium and the stadium's condition when the university took ownership of it from the city prompted a change of plans, according to athletic director John David Wicker.``The building was not in very good condition when we took it over,'' Wicker said at a Sept. 15 news conference announcing the decision. ``The amount of effort and dollars to get it up to speed to have people able to come in was somewhat challenging.''The university considered a site in San Diego to play its games until the planned opening of Aztec Stadium in 2022, ``but when you think about a Division 1 football experience and all of the different things that go along with that there wasn't a venue in town that was going to be consistently available for us to play in,'' Wicker said.``We just didn't think there were any venues in San Diego that could satisfy what we wanted to present for our student-athletes and also our fans,'' Wicker said.``As you think about some of the things around the game, our television partners and having the ability to come in and set up and do the television experience we want to put out led us to where we are today.''Fans will not be allowed to attend Saturday's game because of state health orders related to the coronavirus pandemic. Carnival Cruise Line is canceling most U.S. sailings through the end of this year.It's the latest sign that the cruise industry's recovery from the coronavirus pandemic could still be many months away.Carnival says it's canceling sailings from all ports except its home ports of Miami and Port Canaveral, Florida, but it stressed that it still might not sail from those ports in November and December.Carnival's announcement came the day after the U.S. Centers for Disease Control and Prevention extended a ban on large cruises in U.S. waters through Oct. 31.Carnival isn't the only cruise liner canceling trips because of COVID-19 - Royal Caribbean and Norwegian also announced they are canceling cruises.Norwegian Cruise Line Holdings, which operates the Norwegian Cruise Line, Oceania Cruises, and Regent Seven Seas Cruises, announced that it was suspending all its cruises through Nov. 30."The Company will continue to work in tandem with global government and public health authorities and its Healthy Sail Panel expert advisors to take all necessary measures to protect its guests, crew, and the communities visited," officials said in the release.On Tuesday, Royal Caribbean Group, owners of Royal Caribbean International, Azamara, Celebrity Cruises, and Silversea Cruises, said in a press release that they were extending their suspension through Nov. 30.However, they do plan to move forward with their Hong Kong cruises, which are scheduled for November, the company said in the release.Royal also added that Celebrity Cruises and Azamara had suspended their entire 2020/21 winter programs.
