IMPERIAL BEACH, Calif. (KGTV) - South San Diego County families were left in tears. A single mother and her kids were forced to sleep in their car. 10News investigative reporter Jennifer Kastner is exposing the man accused of running an elaborate housing rental scheme and preying on people who are struggling to make it in San Diego. Deputies believe that Daniel Uriarte pretended to own a house and scammed more than ,000 from several families that were looking to rent. Jacenia Ramos was crying when she met with 10News. “I mean, he didn't only do it to us, he did it to other people, too. That's just wrong,” Ramons says. Two weeks ago, 10News connected with Ramos’ family and other families after someone posted a warning about Uriarte on an Imperial Beach community Facebook page. Multiple people told 10News that Uriarte was operating a fake rental on a property in Imperial Beach.When 10News arrived at the house, there were signs in the window. “I basically placed [the signs up] that the house is not for rent and if someone did rent it out to them, to contact the local deputies and they'll help them out,” says Eric Leon Estrada.Leon Estrada cares for the house for his mother, who owns it. They started renting it out to Uriarte and his family in 2018. Leon Estrada and his mother tells 10News they came across a Craigslist post a few months ago advertising a two-room apartment for ,200 a month. The ad said the unit -- which was a garage converted to an apartment -- was still under construction, according to Estrada. Leon Estrada says that Uriarte knew that subletting was not allowed. He showed 10News a copy of the lease, which clearly states that they agreed "not to transfer, assign or sublet the premises or any part thereof." Leon Estrada and his mother say that they told Uriarte’s family that they had 30 days to leave.Leon Estrada says he noticed "mail coming in from different families with different last names, so it doesn't take a detective to figure that out.”“I’m very grateful that we had a car to sleep in. We could have been sleeping on the sidewalk,” says a young woman who 10News is not identifying. She’s overcome with shame and embarrassment. She says her family fell for Uriarte’s Craigslist ad and handed over a massive deposit, thinking that he was the owner. Yet when they tried to move in, they tell 10News that Uriarte kept making excuses to delay their move-in. “There was lead paint. There was something wrong with the electric cables. It was just excuse after excuse,” she adds. Ramos tells 10News that Uriarte gave her a similar run-around. “I was so stressed out. I ended up in the hospital because of all the stress,” she explains. She shared with 10News a voicemail that she says Uriarte left her. In part of it, the man’s voice is heard saying, "It’s not that I don't want to rent to you. It's not. I'm telling you, and it's the truth, it's the fact that I don't have enough time to finish up that job.” A few days after 10News interviewed some of the families at the house in Imperial Beach, this station received a call from a San Diego County Sheriff's detective. He told 10News that they planned to arrest Uriarte soon. Over the phone, Uriarte denied doing anything wrong. Last Friday, he was scheduled to meet 10News, but he never showed up. He texted that his attorney would contact 10News, which never happened. This Tuesday, deputies notified 10News that they'd arrested him. Part of the statement reads, “From June 5 to July 24, 2019 Daniel Uriarte…misrepresented himself as the owner and manager of a rental property located in the 800 block of 10th Street in Imperial Beach. Uriarte advertised the property via Craigslist and presented fraudulent rental agreements to his victims. To date, Uriarte has scammed six known victims out of more than ,000. On August 23rd, Detectives from the Imperial Beach Sheriff's Substation arrested Uriarte for six counts of obtaining money by false pretenses. He was booked into the San Diego Central Jail. Uriarte's first court appearance is scheduled for August 28th at 1:30 p.m. at the South Bay Courthouse. While this case has been submitted to the District Attorney's Office, the investigation is ongoing. The Sheriff's Department is looking for additional victims or witnesses. If you watch the Republican National Convention this week, you will hear claims from Republicans that Joe Biden, if elected, would hurt suburban living. So what are Republicans talking about? THE POLICYRepublicans are talking about the Affirmatively Furthering Fair Housing Rule, which President Barack Obama and Biden updated in 2015. Biden has signaled he'd support even further updating of the rule. The rule basically says that if a town takes federal money, they should examine whether they engage in housing discrimination. Nothing is mandated, but it generally encourages an examination of whether zoning laws encourage developers to build large, family homes as opposed to more affordable options like an apartment or a condo. Trump disagrees with that policy and is against the rule. BATTLE FOR THE SUBURBSThe issue is being brought up by Republicans because for them, the election will be decided by the suburbs. Cities will generally vote for Biden, rural America will vote for Trump. How large suburbs vote will determine who is in the White House. Kim Stewart is an undecided voter living in a suburban community an hour outside of Washington D.C. "I love having the space, having a yard," Stewart said, talking about why she and her husband moved to the suburbs. When asked what she thought of more apartments being built in suburbs like hers, Stewart, admitted she didn't like it. "It would make me feel a little uncomfortable. We enjoy the quiet," Stewart said. THE OTHER SIDEThe Biden campaign says what Trump is saying about Joe Biden and the suburbs is a smear campaign, contending the rule is not "abolishing the suburbs" as Trump has said. There is also another side. Shantai High is a resident in a D.C. low income housing community. She's lived in her apartment for nearly 19 years. She says everyone in a low income housing would like more affordable options, in cities and in suburbs. "It’s tough everywhere. Affordable housing is needed, we are discriminated against," High said. 2014

"This is the first century where we haven’t admitted a new state yet," Strauss told Scripps National Political Editor Joe St. George."That flag used to always change and get more and more stars on it," Strauss added.As shadow-senator, Strauss has no vote in committee or on the floor of the United States Senate. The possibility of another state joining the Union is intensifying as the prospect for a Democratic sweep on Election night increases. WHY ODDS ARE INCREASINGDemocrats are expected to maintain control of the House of Representatives and the chamber has already passed a bill admitting D.C. into the union.Democratic Nominee Joe Biden has also backed the idea. Meanwhile, if Democrats take back the Senate and change the filibuster rule, the possibility of D.C. becoming a state is even more likely. That's because Democrats would only need 51 votes in favor of statehood. Currently 60 votes are needed and unlikely even if Democrats win big on election night. DEMOCRATS' POLITICAL MOTIVE Of course Democrats have a political motive in making the District of Columbia a state beyond the belief that "no taxation without representation" is unjust. D.C. is an overwhelmingly Democratic city with only 4% voting for President Trump in 2016. In all likelihood, two Democratic Senators would be elected, giving Democrats a major political advantage for decades to come. "This is not about the voice of the people of the District of Columbia, this is a raw powerplay," Senator Steve Daines, R-Montana, said in a recent interview with Scripps. Daines says if D.C. truly wants representation, Virginia or Maryland could annex parts of the city where people live. Strauss couldn't disagree more. "We want to join the union. What could be more patriotic than that?" Strauss said. For those who say the Constitution calls for the seat of government to not be in a state, Strauss says a new special district would be created outside of D.C.'s jurisdiction and stretch from the Supreme Court to the Capitol, through the National Mall and to the White House. 2278

(KGTV) -- Imperial Beach is known for its surfing, sandcastle competitions, and stunning pier, and now you can add scavenger hunt to the list, with a July event created to showcase the city's history and culture."We really want to make sure we're providing something that gives people the opportunity to get out and enjoy the community," says Imperial Beach City Councilman Mark West.Imperial Beach has partnered with IB Active and the San Diego Bike Coalition to put on the scavenger hunt. "It hunts down beautiful and historical places throughout our community, and it's been a great event," says West.Families can make their way around Imperial Beach searching for clues, problem solving, and completing tasks."We've had over 200 families throughout Imperial Beach who are out every weekend riding their bikes, looking for clues on the Scavify app."West says the scavenger hunt is quite fun, and you might call it "The Amazing Race," Imperial Beach style"It is very similar, but we don't quite go to the extremes they do. It is very fun and a lot about solving problems. I mean there are questions on there like where is the oldest house in IB?" says West.Family fun is what it's all about, especially during the COVID-19 pandemic. If you're planning on receiving or sending mail on Wednesday, you may have to wait an extra day as mail service will be suspended due to Wednesday being declared a national holiday for President George H.W. Bush's state funeral.According to USPS, all post offices will close on Wednesday, and regular mail service will be suspended. USPS says package delivery will also be limited on Wednesday. Wednesday's suspension of mail service is part of a federal government closure ordered by President Donald Trump. Trump issued an executive order on Saturday to close the federal government "as a mark of respect for George Herbert Walker Bush, the forty-first President of the United States."Many other government offices will be closed on Wednesday, including the Social Security Administration.
