SAN DIEGO (KGTV) — The downtown building at 101 Ash Street has been sitting vacant for most of the last four years and as it continues to sit empty, taxpayers are footing the ,000 per day bill.City Council leaders voted 5-4 — with Council members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómezto voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.The mayor's options included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursue a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.The coronavirus pandemic has cleared out office buildings across downtown San Diego. But emptiness is business as usual for the old Sempra building at 101 Ash.In 2016, the city approved a lease-to-own agreement for the building, valued at million. The idea was to move upwards of 1,100 city employees into the facility.But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors.In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.So how did the city get into this mess? A new investigation shows it really never did its homework for such a big purchase from the start.The law firm Hugo Parker found that, "at no time, however, did the city formally inspect 101 Ash before closing escrow."In January, councilmember Barbara Bry showed ABC 10News a document that the city accepted the property as is."That is stupid to do when you are doing a long-term lease purchase on a building that was built in the 1960s," Bry said.An additional new report from Kitchell says the building needs 5 million of repairs, which is well more than what the city paid for it. 1947

SAN DIEGO (KGTV) - The City Attorney's Office has obtained gun violence restraining orders against 10 San Diegans they say "posed a serious danger to themselves and others."The orders require the gun owners to surrender or sell all their firearms and not to acquire or possess any firearms or ammunition for one year, which is the maximum length of time allowable by law."Our federal government is inexcusably ignoring the growing problem of gun violence in our schools and communities. The City of San Diego will not tolerate federal inaction," City Attorney Mara Elliott said in a release. "We’re doing everything in our power to respond to this epidemic of senseless killing by removing guns from the hands of unstable and irresponsible gun owners."RELATED: San Diegans demand stricter gun laws from legislatorsThe cases presented by the office include individuals believed to be suffering from mental health problems:"A 23-year-old ex-marine who had developed a paranoia that all males wanted to harm him. He had walked into a Kearny Mesa auto parts store with a loaded handgun, but called police before shooting anyone.A 39-year-old San Carlos man who, while intoxicated (at three times the legal limit), believed he was shooting at raccoons and rats in his backyard. Terrified neighbors called police as bullets flew into their backyards.A 60-year-old otay mesa man who grabbed a .38 revolver and fled his home after his family discovered he was molesting his grandchild. The man was arrested with the gun in his vehicle.An 81-year-old man from Carmel Mountain who threatened to shoot his 75-year-old wife and a neighbor because he believed they were having an affair. His wife escaped the house, barefoot, by climbing a fence and running through cactus. His family reported him to be in the early stages of dementia.A 53-year-old Allied Gardens man with significant mental health issues who used a firecracker to damage a neighbor’s front door. Neighbors called police after hearing what they thought were gun shots coming from his apartment. Officers seized a bayonetted rifle and two illegal high-capacity magazines from his apartment.A 38-year-old Allied Gardens man who threatened to kill himself, his wife, and their young child if she left him. His wife had overheard him distraught and crying in the bathroom, and cocking his .40 caliber pistol.A 28-year-old Mission Valley man who grabbed a gun case and threatened suicide. When his exgirlfriend tried to call for help, he grabbed her by her hair, threw her on the ground, and pushed her head into a wall. Police seized two handguns, two rifles, and a shotgun.A 33-year-old Mid-City man who locked his wife in a car with him, threatening her with a loaded firearm. When the San Diego Police Department arrived on the scene and searched the car, they found a meth pipe along with two loaded firearms that did not belong to him. He later surrendered a Glock 9mm and a .380 handgun.A 35-year-old Allied Gardens man with a small arsenal and a history of domestic violence, whose wife suffered a serious laceration to her forehead and feared he might kill her. The man owned a 9mm pistol, a mosquito semi-automatic pistol, a Ruger .22, a Springfield .40 caliber pistol, a Ruger rifle, a Mossberg shotgun, and an unmarked handgun.A 40-year-old La Jolla man who told his fiancé by text message that he wanted to shoot her in the head, then visited his fiancé’s ex-boyfriend and threatened to kill him while holding a knife behind his back. The man surrendered a handgun and an AR-15, the semi-automatic rifle." 3601

SAN DIEGO (KGTV) - The Medical Board of California (MBC) has filed an order to revoke the license of Dr. Jeffrey Lovin, a San Diego County radiologist who’s facing charges related to prowling and peeking.ABC 10News first reported on Dr. Lovin last year after his ex-girlfriend shared home security video of a man lurking in her North County backyard while she and her fiancé were inside. She said the man in the video is Dr. Lovin.He’s been charged with multiple counts related to prowling and peeking and violating a protective order. He’s pleaded not guilty and will stand trial next March.Dr. Lovin was already on probation with the MBC for other criminal activity.The Board has now issued an order to revoke his license on Dec. 18 for mental or physical impairment and unprofessional conduct by failing to comply with the terms of his probation.“We never know if we're safe,” his ex-girlfriend told ABC 10News on Tuesday. We’re not using her name or showing her face. She said that she and her fiancé Frank Zeigler still live in fear. “I hear any noise at night and I'm out front seeing what's going on at my home,” he said and added, “We lock all our doors and keep all our blinds closed around the clock.”“We want him to lose his license so he doesn’t do this to anybody else and we feel like this is the first step toward a little justice,” Zeigler later added.On Tuesday, ABC 10News spoke to someone at the law office that has represented Dr. Lovin. She declined to connect us to with him to see if he wanted to offer any comment.On Tuesday, a spokesperson for the Board wrote to ABC 10News, “Dr. Jeffrey Lovin may practice medicine under the terms of his current probation until the revocation of his license takes effect on Dec. 18, 2020. Dr. Lovin may petition the Board for a stay and reconsideration of the decision to revoke his license or file a writ in superior court to challenge the decision before it comes effective.” 1945

  

SAN DIEGO (KGTV) - The mother of a Southern California girl diagnosed with rat-bite fever is sharing her story at a San Diego hospital Friday to educate other parents about the danger. Rat-bite fever is a potentially deadly infection spread through contact with domestic rats. 8-year-old Cali from Menifee contracted the disease when the rat’s saliva came into contact with an open wound, according to Rady Children’s Hospital officials. Cali has eczema on her fingers which may have contributed to the situation, a doctor said.Rat-bite fever is a bacterial disease which can cause a rash, fever, and body aches.The illness started Friday night, said Cali's mother Sabrina. By Sunday, Cali had a fever of 104.6 degrees. She lost the ability to use her hands and arms and had a whole-body rash."Really, really scary. Really hard to watch," said Sabrina.Cali's family bought two rats, Shell and Onyx, from a feed store about two years ago with no warning about the potential of rat-bite fever.Doctors recommended the family get rid of their rats."We didn't want to do it," said Sabrina. “It’s not a fun thing to tell your kid you’ve got to get rid of your best friend."Cali's mother had a recommendation for other parents."Just know that this can happen," she said. SAN DIEGO (KGTV) - The Gubernatorial Primary Election is on Tuesday, June 5. Voters who are interested in getting their ballots in before Election Day can now do so at the San Diego County Registrar of Voters office.Early voting began on Monday, May 6 after the United States Postal Service sent out more than 1 million mail ballots. These ballots appeared in voters' mailboxes the very same day.Early voting continues through Friday, from 8 a.m. to 5 p.m and until the polls close on Election Day at 8 p.m.The Registrar of Voters Office is open for weekend voting from 8 a.m. to 5 p.m. on Saturday, June 2 and Sunday, June 3. Registered voters can also request a mail ballot until May 29 if they do not wish to vote in person.The Registrar of Voters Office is located at 5600 Overland Avenue on the County Operations Center campus in Kearny Mesa. 855
