MILAN, Italy, May 19 (Xinhua) -- China's top legislator Wu Bangguo said here on Tuesday that China and Italy should explore new areas of cooperation as they face major opportunities in addressing the grim challenges of the international financial crisis.     Wu is the first chairman of the Standing Committee of the National People's Congress (NPC) who has visited Italy since 1997.He arrived in Milan on Monday evening for an official goodwill visit. Wu met with Roberto Formiconi, president of Lombard Region of Italy on Tuesday.     During the meeting, Wu said as one of the most economically vigorous regions in Italy, the Lombard Region is leading the country in carrying out cooperation with China. He expressed appreciation of China's active response to the financial crisis, saying that China's development is encouraging and provides fresh air to the world.     Formiconi said the Lombard Region is ready to strengthen cooperation with China in such fields as economy, technology, energy efficiency, environment protection, education and tourism. He welcomes more and more Chinese companies to invest in the region.     On the 2010 Shanghai World Expo, Wu said the event is a new bright spot in China-Italy cooperation. Noting that the Shanghai World Expo is yet another global event in China after the 2008 Beijing Olympic Games, Wu said the Chinese government and the local government of Shanghai have received assistance from Italy and other members of the international community in preparing for the event.     Wu expressed the belief that the Shanghai World Expo will leave a wonderful record on the history of the event.     Milan has won the bid to host the 2015 World Expo. It has signed a memorandum of cooperation with Shanghai on staging the World Expo.     Wu hopes that the two sides could utilize this platform to expand exchanges and cooperation so as to add new vigor to China-Italy relations.     Formiconi expressed the willingness to actively participate in the Shanghai World Expo, which he regards as an important area of cooperation between the two sides. He hopes to learn the experience of Shanghai in hosting the World Expo.

QINGDAO, April 22 (Xinhua) -- China invited senior naval officers from 29 countries Wednesday to three People's Liberation Army (PLA) Navy vessels on the sidelines of a celebration to mark the 60th anniversary of the founding of the PLA Navy.     The vessels were the Great Wall 218 conventional-powered submarine, Type 054 frigate FFG-526 Wenzhou and the Peace Ark hospital ship.     The ships, all independently designed and made by China, represented the latest stage of PLA Navy equipment, Gu Wengen, deputy commander of the force, told Xinhua Wednesday.     According to Gu, the invitation to the foreign delegates was intended as the latest move by the PLA to demonstrate its military transparency.     Commissioned in September 2005, the Wenzhou is one of the most modern frigates in the service of the PLA. At 4,000 tonnes, the frigate is even larger than many of the PLA's destroyers, according to Gu.     The Great Wall 218 conventional-powered submarine is also one of China's new-generation submarines equipped with world-class sonar and weapon systems, he said.     The Peace Ark hospital ship can provide seagoing medical services equal to those of a top hospital in Beijing.     All three vessels were commissioned in just the past few years, said Gu, adding that the Peace Ark only went into service in December.     "Foreign naval officers can not only learn about the modernization of China's navy by visiting the three vessels but can also feel our sincerity to expand cooperation and exchange with our foreign counterparts," Gu said.     After a quick tour of the Peace Ark, Capt. James Fanell with the U.S. Seventh Fleet, who came from the naval base in Yokosuka, Japan, said that he was glad to see the increasing openness of the Chinese navy.     "I was here five years ago on the USS Cushing. The openness shown by the international fleet review is much greater than that of five years ago," Fanell said.     "It is very encouraging and appreciated to be able to walk aboard the ship and see ships of the Chinese fleet as well as other ships of the international community," he said.     For Adm. Moura Neto of the Brazilian Navy, the Chinese navy's transparency was as surprising as its modernization.     "I saw the real China and the real PLA navy," he said.     China launched a grand maritime ceremony Monday to mark the 60th anniversary of the founding of its navy off the coast of the eastern city of Qingdao.     The four-day celebration includes seminars, a sampan race and a fleet review scheduled for Thursday that will feature the debut of the country's nuclear submarines.     A total of 21 foreign naval vessels from 14 countries, including the United States and Russia, and delegations from 29 countries will take part.     According to Ding Yiping, deputy commander of the PLA Navy, the celebration was the first large multi-lateral military exchange of its kind in the history of the People's Republic of China.     Naval forces from different countries had voiced support for China's call to seek mutual trust and benefits, and resolve disputes on the basis of equal consultations and negotiations, he said.     Their support would help build harmony on the seas, the theme of this year's celebration, he said.     Adm. Gary Roughead, the U.S. Chief of Naval Operations, also said that the PLA and U.S. navies had much potential for cooperation in international humanitarian aid and joint maritime rescues in the West Pacific.     "I believe any time one can address problems cooperatively, it makes for a more harmonious outcome. That's why I look forward to continue to work with the PLA Navy," Roughead told Xinhua at a naval symposium held in Qingdao.     "I think navies are good opportunities to advance military-to-military relations as part of an overall relationship between nations," he said.

HELSINKI, June 25 (Xinhua) -- China and Finland on Thursday agreed to push for closer economic cooperation to tackle the ongoing global financial crisis.     Visiting Chinese Vice Premier Li Keqiang unveiled broad measures to work together with Finland to fight the global financial crisis after meeting with Finnish Prime Minister Matti Vanhanen. Li and Vanhanen joined a signing ceremony of several government and business agreements between the two sides, under which Li said China would purchase Finland's advanced environment-friendly technologies.     China would also send a large group of entrepreneurs to Finland within two weeks to make major purchases of Finnish goods, according to Li. PRAGUE, May 20 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday held the 11th China-European Union (EU) summit here with Czech President Vaclav Klaus and European Commission President Jose Barroso.     The Czech Republic now holds the rotating presidency of the EU.     The three leaders, in a frank, practical and friendly atmosphere, thoroughly exchanged views and reached important consensus on how to further develop the China-EU comprehensive strategic partnership, and jointly deal with the global financial crisis as well as climate change.     Wen said the development of the China-EU relations embodies the mutually beneficial cooperation between the biggest developing country and the biggest bloc of developed countries, and the friendly exchanges between the two major ancient civilizations.     The summit is a frank dialogue between countries with different social systems, which conforms to the historical trend, meets the requirement of the advancing of the times, and benefits the Chinese and European people and the whole international community, he said. Both sides should also give full play to the role of legal framework as a stabilizer, and reach a deal on the China-EU Partnership and Cooperation Agreement (PCA) as soon as possible, Wen said.     In January 2007, China and the EU began substantial negotiations on the PCA, which would serve as a framework agreement encompassing the full scope of their bilateral relationship.     The key to China-EU strategic cooperation is the principle of mutual respect and non-interference in each other's internal affairs while taking into consideration each other's core concerns and properly handling sensitive issues, Wen said.     The bilateral relations should not be adversely affected by individual incidents, said the premier.     Wen also expressed hope that the EU would recognize China's market economy status and lift the arms embargo against China at an early date, which he said is in the interest of both the EU and China-EU ties.     Meanwhile, the EU side said the EU-China relations are very important, both strategically and comprehensively, and have a huge potential for development.     The EU attaches great importance to its dialogue and cooperation with China and remains actively dedicated to further deepening the China-EU Comprehensive Strategic Partnership, it said.

BEIJING, June 30 (Xinhua) -- Taiwan authority opened up the island to Chinese mainland investment Tuesday with 100 categories of manufacturing, service and infrastructure sectors in the initial opening-up list.     The move marks a historic breakthrough of decades-long hopes for two-way investments across the Taiwan Straits.     Under two new regulations in effect Tuesday, mainland individuals, companies and institutions can set up branch offices, wholly-owned or joint-venture companies on the island.     They have to get approval from Taiwan economic affairs authority in advance, according to the regulations.     Investment from firms based outside the Chinese mainland, in which mainland ownership is more than 30 percent, will also be regarded as mainland investment in Taiwan, the regulations said.     In the initial phase, the Taiwan authority allows mainland investment in 64 categories in manufacturing sector, 25 categories in service sector, and 11 categories in infrastructure sector on the island.     Mainland investment would "help Taiwan's economy prosper" and make international investors more confident in Taiwan market, said John Chen-Chung Deng, deputy head of Taiwan's economic affairs authority, at Tuesday's press conference.     The investment would help increase industry capital in Taiwan and make its financial market more vigorous, he said.     Through two-way cross-Straits investments, the two sides could jointly explore mainland and international markets, he told the press conference.     The formalization of cross-Straits investment is a long-term objective, he said. The opening-up will advance in a "gradual" way and "will be expanded as long as the initial investment bears fruits."     The Taiwan authority planned to send a team to the mainland to attract investment in the second half of this year, he said. Taiwan welcomes mainland companies to conduct investigations for investment on the island.     For the convenience of mainland investors in Taiwan, the relevant authority in Taiwan has also set down regulations on issues including medical service, education, financial need and house purchasing for both the investors and their family, according to the official.     BREAKTHROUGH IN TWO-WAY INVESTMENT     Experts said the move marks the end of the one-way flow of capital from Taiwan to the mainland, and is a basic indicator of the normalization of economic and trade ties between the two sides.     Zhang Yansheng, director of the Institute of Foreign Trade under the National Development and Reform Commission (NDRC), said the influx of mainland capital would greatly boost Taiwan's gross production value, tax income and employment.     The investment would not only benefit Taiwan companies harshly hit by the international financial turmoil, but also enhance competitiveness of mainland companies, he said.     Liu Xiaohong, deputy general manager of Quanjude (Group) Co. Ltd., a Beijing-based company that specializes in the famous Peking roast duck, said the newly announced regulations have cleared major obstacles and will accelerate the company's pace to open outlets in Taiwan.     Direct transport, postal service and trade was totally cut off between the two sides since the Chinese civil war ended in 1949.     On Jan. 1, 1979, the Standing Committee of the National People's Congress, or the top legislature, called for an early realization of the three direct cross-Straits links on transport, mail and trade in its "Message to Compatriots in Taiwan". After 1979, the mainland allowed Taiwan products to enter at lower tax rates or tax-exemption.     In July 1988, the State Council, or the Cabinet, issued regulations encouraging Taiwan compatriots to invest on the mainland.     The mainland has been the largest trade partner of Taiwan since 2003, with annual trading volume surpassing 100 billion U.S. dollars.     Tuesday's announcement came about two months after the mainland and Taiwan reached a historic consensus on allowing mainland companies to invest in Taiwan during talks between the two sides top negotiators on cross-Straits relations.
