TEMPLE, TX — The body of a missing Fort Hood soldier is believed to have been found along railroad tracks in Temple, Texas.The Temple Police Department says around 5:36 p.m. on Tuesday, a call was received in reference to a medical call along railroad tracks.A caller advised that a man was observed near the railroad tracks. When officers arrived, it was determined the man had been dead for some period of time.Identification found at the scene indicates the victim may be missing Fort Hood soldier 23-year-old Elder Fernandes. However, no forensic confirmation has been made at this time.Sgt. Fernandes was last seen on Monday, August 17 and reported missing on Wednesday, August 19.Temple PD says at this stage of the investigation, there is no indication of foul play. The investigation is ongoing.Justice of the Peace Ted Duffield has ordered an autopsy, and next of kin has been notified."Our thoughts and prayers are with the Fernandes family during this challenging time," Temple Police Chief Shawn Reynolds said.Temple PD is the lead agency in the death investigation. The department is working in conjunction with Fort Hood and Killeen Police Department Criminal Investigations Divisions. The body of missing journalist Jamal Khashoggi was cut into pieces after he was killed two weeks ago at the Saudi consulate in Istanbul, a Turkish official told CNN on Tuesday.The claim, which was first made to the New York Times earlier in the investigation, comes after Turkish officials searched the consulate for nine hours on Monday night.President Recep Tayyip Erdogan earlier Tuesday said Turkish investigators were looking into "toxic" and "painted over material" as part of their inquiry."My hope is that we can reach conclusions that will give us a reasonable opinion as soon as possible, because the investigation is looking into many things such as toxic materials and those materials being removed by painting them over," Erdogan told reporters.Turkish officials have said privately that Khashoggi was killed in the consulate on October 2 after he arrived to obtain papers that would have allowed him to marry his Turkish fiancée.Turkish investigators were expected to carry out a search of the Saudi Consul General's residence in Istanbul later on Tuesday. TERRE HAUTE, Ind. — An upcoming rule change at the U.S. Department of Justice means federal inmate executions, which are currently carried out by lethal injection could happen by other means, such as a firing squad or electrocution.Currently, all federal executions are done via lethal injection unless a court specifically orders otherwise. The rule change gives the federal government greater flexibility to execute people by other means.The change states that federal executions are to be carried out by lethal injection “or by any other manner prescribed by the law of the State in which the sentence was imposed or which has been designated by a court.”According to the Death Penalty Information Center, all states that allow the death penalty authorize a lethal injection method. Nine states allow electrocution, seven allow lethal gas and three allow a firing squad. Most states that allow methods other than lethal injection do so only under the provision that the injection is found to be unconstitutional, unavailable or impractical.The DOJ rule change goes into effect on Dec. 24, before three more federal inmates are scheduled to be executed. Inmates are scheduled to be executed on Jan. 12, Jan. 14 and Jan. 15.If executions by other means will happen, it’s unlikely they will happen at the Federal Bureau of Prisons in Terre Haute, where federal executions typically take place. The DOJ notice states that the Terre Haute complex is equipped for carrying out executions only by lethal injection. The Big 12 will permit its teams to play one nonconference football game this year to go along with their nine league contests as plans for the pandemic-altered season continue to fall into place. The Big 12 university presidents signed off on the conference's scheduling model, which gives schools the option to play one nonconference game at home. The 10-team Big 12 already plays a nine-game conference schedule. Unlike other Power Five conference that have switched to either exclusively (Big 12 Pac-12 and SEC) or mostly (ACC) league games this season, the Big 12 could not add more conference games without teams playing each other more than once.“I would like to salute the work of our university presidents and chancellors, athletics directors, coaches, medical advisors and administrators who have worked tirelessly and collaboratively during these extraordinary times,” said Commissioner Bob Bowlsby. “We believe this change provides the best opportunity going forward. However, we will undoubtedly need to be flexible as we progress through the season in order to combat the challenges that lie ahead.”One question will be who will be able to play Big 12 schools as most other conference have decided to hold conference-only schedules. 1256
