(KGTV) -- Gov. Gavin Newsom on Monday announced updated guidance for hair and nail salons and barbershops in California that would allow those businesses to shift their operations outdoors amid the ongoing coronavirus pandemic.Last week, Newsom announced the shutdown of indoor operations, including beauty services, as COVID-19 cases across the state increased.In the days following Newsom’s order, restaurants were able to move dining outdoors, but barbershops and hair/nail salons were not able to do work outside.During a Monday press briefing, Newsom said the state updated its regulations for barbershops and hair salons for when they are moved outdoors.Some of the guidelines include:-- Face coverings required for employees and customers during service; workers should also have access to face shields, gloves and other personal protective equipment-- Outdoor operations must be under a tent, canopy or other sun shelter as long as no more than one side is closed, allowing sufficient outdoor air movement-- Temperature screenings for employees; screenings recommended for customers upon arrival-- Businesses should confirm customer appointments in advance and ask if a customer or someone in their household exhibits COVID-19 symptoms-- Stagger appointments to reduce customer congestion at business; this will also give business time to clean/sanitize-- Recommended expansion of operating hours to space out customer appointments-- Suspend walk-in visits-- Frequently disinfect commonly used surfaces and workstations-- Clean and disinfect all electrical and non-electrical tools-- Ensure any outdoor shade or outdoor working area has the same ventilation and airflow as the outdoors-- Have designated outdoor area for customers to waitClick here to view the state’s complete guidance sheet for hair salons and barbershops.For nail salons, some of the guidelines for operating outdoors include:-- Clients will be asked to apply hand sanitizer before nail services-- Employees should wear face shield with face covering when performing service on client’s face or neck areas (when he/she is not wearing face covering)-- Clients won’t be allowed to have a manicure and pedicure on the same visit-- Workers must have disposable gloves when performing services-- Businesses will have to evaluate if plastic partitions can be used between employees and clients; implement social distancing of workstationsClick here to view the state’s complete guidance sheet for nail salons and other personal care services, including massage therapy. 2549

(KGTV) - An 8-year-old boy who floated out to sea on a giant unicorn raft is safe thanks to a volunteer water rescue team. The Ohio boy, who was vacationing on North Carolina’s Oak Island with his family, was swept away by a gust of wind. He was blown nearly half a mile into the Atlantic Ocean. “From witness comments heard on the beach, and some witness comments we’ve read on social media, it happened suddenly when the wind pushed the raft from shallow water to deeper water in seconds. Once it was out past the waves, the big float acted like a sail and the unicorn float kept going away from the beach,” Oak Island Water Rescue reported. At least one person attempted to swim out to the boy but failed, said OIWR. When rescue teams reached the scene, they launched their boat into the surf and recovered the boy.The boy was safely reunited with his mother, OIWR said. "He was a brave one," rescuer Tony Young told 10News.WWAY-TV reports other floats blew out to sea several times last year, but this was the first time a child was still on board. “A strong wind gust can send a raft on the move. In fact, on days where we have a strong wind blowing toward the ocean, it is not uncommon for us to get multiple 911 dispatches for rafts blown into deeper water,” reported OIWR. OIWR recommends having children wear life jackets when they ride on rafts. Rescuers praised the Ohio boy's courage.“The young man did an amazing job of staying calm and remaining on the float. (KGTV) — Facebook told 10News Friday they are aware of a disturbing viral video showing abuse of a child and have removed it from the social media platform.In a Facebook post Sunday, a person is seen repeatedly slapping a child on the head with both hands throughout the 47-second video. The young child is seen screaming next to a bucket clutching a towel, as the person pummels the child with slaps.The video of the apparent abuse originated in South Africa, a Facebook spokesperson told 10News. (KGTV) - A San Diego man was arrested Sunday afternoon after police say he stabbed two classmates during a reenactment of a movie scene at the University of Hartford in Connecticut.The man, identified as Jake Wascher, 21, was in an on-campus apartment with two male classmates when the stabbing occurred."A 21 year old male suffered one puncture wound to the chest and four to the back. A second victim a 19 year old male suffered from a single puncture wound to the chest as well as a puncture wound to the back," Lieutenant Paul Cicero with Hartford Police said.Wascher attended the Coronado School of the Arts, a pre-professional arts education program on Coronado High School's campus. His Facebook page states he graduated in 2016.10News spoke with a former student of CoSA, who worked as a tech for a year."CoSA is really a mostly just a bunch of nerds, all of the acting kids and music students, just dorks really," Christian Molenaar said. "I feel like most people aren't worried about getting stabbed in high school theater," he said.Molenaar was shocked when he learned of the events that unfolded Sunday, saying his younger sister graduated the same year as Wascher.Police say Wascher fled the crime scene and hid in a nearby wooded area, then gave himself up.
